보존가가 문화재를 보존하기 위한 철학적 담론을 이해하고 보존에 대한 윤리적 태도를 갖추고 보존원칙을 실천하는 것은 문화재의 질적 수준을 결정하는 중요한 요소이다. 그러나 지금까지 이에 대한 연구는 비교적 부족하였으며, 그로 인하여 문화재 보존에 있어서 지속적으로 철학의 부재나 원칙의 부재가 문제점으로 지적되고 있다 . 이에 대한 해결방안을 제시하기 위해서는 보존철학과 보존윤리에 대한 중요성과 필요성을 학술적으로 먼저 정립하는 과정이 필요하다. 본고에서는 보존철학과 보존윤리의 개념을 서술하고, 이들 간의 상관관계, 그리고 문화재 보존의 주체인 정부-학계-전문가가 해결해나가야 할 과제를 제시하였다. Philosophical discussion and ethical approach have been crucial aspects in the rational decision-making of heritage conservation. This study analyses why and how they play an important role in determining the quality of conservation practice. It highlights the key concepts of conservation philosophy and ethics, as well as their relationship, in order to establish a constructive platform through which researchers may understand the role and importance ofconservation philosophy and ethics. In conclusion, this study provides a set of recommendation for the government, academic experts, and conservators which will allow them to become actively involved in improving the quality of philosophical and ethical knowledge in the field of conservation.

역사도시 또는 역사적 공간의 정비는 문화유산의 보존과 개발이라는 상충되는 가치를 내재하고 있기에 그간 다양한 사회적 갈등을 촉발시키는 요인이 되어 왔다. 이에 본 연구는 국제적 보존철학의 흐름을 검토하고 국제적인 역사도시 정비의 사례를 분석하여 공간 정비의 맥락에서 문화유산의 보존은 어떻게 평가되어야 하는지, 무형과 유형의 유산은 역사적 도시공간 내에 어떻게 재현되어야 하는지 그 시사점을 도출하고자 하였다. 따라서 본 연구는 문헌조사 및 역사적 · 정책적 · 공간적 분석을 토대로 다중사례연구 방법론을 채택하였으며, 그 범위는 보존철학 관련 국내외 헌장 및 문서와 미국 필라델피아 · 그리스 산토리니 및 아크로폴리스 · 이탈리아 로마의 비아 줄리아 정비사례로 하였다. 결론은 다음과 같다. 먼저 역사문화유산을 정비하는 데 있어 기념비적 성격을 갖는 문화유산뿐만 아니라 그 주변 영역 전체의 맥락을 보존하는 것이 필요하다. 또한 사라진 역사문화유산의 정비는 무형의 가치를 상징적으로 재현함으로써, 잔존한 문화유산은 유형의 시간성을 보존함으로써 그 가치를 지속가능한 수준으로 보전할 수 있다. The maintenance of historical cities or historical spaces has been a factor in triggering various social conflicts because they contain conflicting values of preservation and development of cultural heritage. Therefore, this study reviewed the trend of international conservation philosophy and analyzed the case of international historical city maintenance to explain how preservation of cultural heritage should be evaluated in urban maintenance, and how intangible and tangible heritage should be represented in historical space. Thus, the flow of international and domestic conservation philosophy was reviewed and the maintenance principles of cultural heritage were derived, and the case of maintenance of historical cities was analyzed and conclusions were presented. The conclusion is that: First of all, it is necessary to preserve the context of the entire area around it as well as the cultural heritage that has a monumental nature in maintaining historical and cultural heritage. In addition, the maintenance of the missing historical heritage symbolically represents intangible values, and the remaining cultural heritage preserves the value to a sustainable level by preserving the time.
