한국의 납본제도 개선모형에 관한 연구

디지털 시대의 국가도서관은 자국의 모든 오프라인 및 온라인 출판물을 수집·보존해야 하며, 그 책무와 기능을 보증하는 법적 장치가 납본제도이다. 그러나 한국의 현행 납본제도는 인쇄자료에 기반한데다가 부실하며, 특히 전자출판물을 수용하는데 한계가 있어 그 개선방안의 마련이 시급한 실정이다. 한국의 지적 및 문화적 유산이 부실한 납본제도로 인하여 체계적으로 수집·보존되지 못한다면 국가적 비극이 아닐 수 없다. 이에 본 연구는 납본시스템의 법령체계와 구성내용(용어, 납본주체, 피납본기관, 대상자료, 부수와 시기, 보상과 제재, 매체변형과 접근권 등)을 중심으로 개선모형(안)을 제안하였다. In digital environment, the hallmark of the national libraries is its responsibility or function of acquiring and preserving the country’s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation’s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

온라인 자료 식별체계 실태조사를 기반으로 한 납본연계방안 제안 연구

The rapid digitalization has highlighted the importance of identifying and managing online resources. Especially, the need for a systematic identification system for the efficient distribution and preservation of digital content is growing. This study aims to respond to these contemporary demands by investigating the current state of identification systems for online resources and exploring more systematic management and utilization methods through linking these systems with legal deposit. To achieve this, the study surveyed the identification systems and their issuance status for online resources and analyzed prior research related to these online resources. Based on the analysis, the proposed strategies for linking with legal deposit can be summarized into three categories: First, to prioritize and enhance the utilization of legal deposit, strategies are required to strengthen the mutual complementarity of deposit and use, to assign priorities to certain deposits, and to increase the usability of deposited materials. Second, as strategies based on international standard numbers for linking with legal deposit, it is necessary to integrate ISBN and UCI in the deposit process, to link international standard resource numbers with deposit, to interconnect metadata between international standard numbers and UCI, to integrate UCI and ICN, and to introduce automation technology for upgrading the deposit system. Third, to effectively implement the aforementioned strategies, policy support is essential. This includes enhancing the role of the Korean Bibliographic Standards Center, strengthening cooperation with publishers, compensating for deposited materials, and increasing awareness and institutional compensation for the legal deposit system.

국회도서관 납본 활성화 방안에 관한 연구 - 디지털 학위논문을 중심으로 -

This study empirically analyzed the recognition and current status of university libraries related to the legal deposit of thesis and dissertation and investigated the ways to activate legal deposit to National Assembly Library. As a result, most universities conduct legal deposit of thesis and dissertation. However, most librarians face difficulties resulted from the duplication of deposits to many institutions. In the case that the deposits are not made, the main reasons are the university library’s policies, duplication and inefficiency of the deposit procedures, and the limitation of obtaining copyright agreements. In order to address these limitations and to maximize the social and informational values of thesis and dissertation, this research proposed approaches to legal deposit of thesis and dissertation, including strengthening digital deposit system through the establishment of independent legal deposit law, preparing the effective ways of preservation. constructing an integrated deposit system, and developing professional collection of thesis and dissertation which can consolidate National Assembly Library. 본 연구는 학위논문의 납본과 관련한 대학도서관의 인식 및 실태를 실증적으로 분석하고 학위논문 납본의 저해요인 확인을 통해 국회도서관의 학위논문 납본 활성화 방안을 모색하였다. 분석 결과, 대부분의 대학에서는 학위논문의 납본을 수행하고 있으나, 학위논문을 담당하는 전담부서나 전담인력 배치는 저조한 것으로 나타났다. 사서들은 여러 기관으로의 납본 등 납본업무의 중복으로 인한 어려움에 직면하고 있으며, 납본이 이루어지지 않는 경우 대학도서관의 정책, 납본 절차의 중복 및 번거로움, 저작권 동의서 확보의 한계 등이 주된 이유로 나타났다. 이러한 학위논문 납본에서의 문제를 해결하고 학위논문이 지닌 사회적, 정보적 가치를 극대화하기 위한 방안으로 독립적인 납본법의 제정을 통한 디지털 학위논문 납본 제도의 강화, 디지털 학위논문의 효율적 보존 방안 마련, 통합된 학위논문 납본 시스템 개발, 석박사학위논문 전문 컬렉션 개발을 통한 국회도서관의 위상 강화 등을 제안하였다.

주요 국가의 학위논문 납본 관련 법규와 실무에 관한 분석 연구

본 연구의 목적은 한국을 포함한 주요 8개국의 학위논문의 법정납본과 관련된 자료들을 비교․분석하고, 그 결과를 바탕으로 국내 학위논문 법정납본 제도 개선에 관한 시사점을 도출하는데 있다. 연구목적 달성을 위해 본 연구에서는 주로 문헌연구 방법을 적용하였는데, 조사대상 국가의 학위논문 납본과 제출 등에 관련된 법규와 국가도서관 및 학술유통기관의 학위논문납본 실무과정과 지침, 주요 대학들의 학위논문 납본 실무 사례들을 비교․분석하였다. 분석결과를 토대로 주요 논점이 되는 사안을 도출하여, 개선안을 제시하였다. 국내 학위논문 법정납본 제도를 위해 법적인 측면에서는 도서관법과 고등교육법의 개정을, 실무측면에서는 KERIS의 학위논문 수집과 제공에 관한 법적 근거의 강화와 dCollection 시스템 운영의 개선과 더불어 전자학위논문 중심의 납본 등에 대해 제언하였다. The research aims to propose improvement to legal theses deposit system in S. Korea by conducting comparative analysis of legal theses deposit systems in eight other countries including the US, the UK, Canada, Australia, France, Taiwan, Japan and S. Korea. The research used documentary research method including literature review by collecting and analyzing the legal regulations, ordinances, practical processes, and guidelines related to thesis submissions at national libraries and academic institutional depositories, as well as practical cases of thesis submissions at major universities in each country. Based on the analysis results, the key issues are identified and discussed, and corresponding suggestions for solving the issues are presented. For the improvement of the legal theses deposits systems, the research recommends legal amendments to the Library Law and Higher Education Law. On the practical side, the research proposes strengthening the legal foundation for KERIS, in collecting and providing theses, improving the operation of the dCollection system, and proposing a submission method focused on electronic theses.

온라인 디지털자료의 납본 가이드라인에 관한 연구

본 연구의 목적은 온라인 디지털자료의 망라적 수집과 보존 그리고 접근을 지속적으로 보장하기 위하여 온라인 디지털자료의 납본에 대한 국내․외 법령 및 사례를 참고하고, 국내의 납본 이해 당사자인 저작권 소유․유관 단체 및 기업, 이용자, 그리고 납본 관련 전문가의 자문을 수렴하여 온라인 디지털자료의 납본 가이드라인을 제시하는데 있다. 본 연구에서는 납본기관이 납본 받아야 할 범위를 규정한 납본 범위에서 납본 불이행 시 납본주체에 대한 제재까지 총 14개의 가이드라인을 제시하였다. The purpose of this study is to suggest elements and guidelines for online digital materials in order to ensure its comprehensive collection, preservation, and access in Korea. For the establishment of elements and guidelines, this study examined appropriate advanced countries’ legal deposit Acts, discussed with stakeholders, including experts and copyrighters in related areas, and surveyed library users’ opinions. Finally, this study suggests 14 elements and guidelines.

디지털 출판물 유통 플랫폼 개념설계에 관한 연구 - 사회적 협동조합형 비즈니스 모델 -

A marketing platform based on the legal deposit system was designed. It is an e-book distribution platform that systematically binds library networks nationwide by linking with the National Library's deposit system to complete the existing paper that the library should become a publishing platform. The purpose is to bundle e-books into a distribution space and naturally assemble readers to serve as virtual platforms for domestic publishers, authors, bookstores, and platforms running various publishing / subscribing services. The premise is not a sale of e-books, but a rental concept, but the platform is valid regardless. In addition, the platform takes the form of social cooperatives to represent the interests of all members involved in publishing services. The lead-based distribution platform is the most ideal business model to compromise with reality. Conceptually, the service of the publishing content-related industry is a model in which all content is supplied from the lead-bone system, which is a collaborative space, and technically, the central e-book database controls the flow of all content, but the publishing content-related industry takes the form of controlling its flow through virtual. 납본시스템 기반의 유통 플랫폼을 설계하였다. 도서관이 출판플랫폼이어야 한다는 기존 논문의 완결작업으로 국립중앙도서관의 납본 시스템과 연계하여 전국의 도서관망을 체계적으로 묶은 전자책 유통 플랫폼이다. 목적은 전자책을 하나의 유통 공간으로 묶어내고 자연스럽게 독자를 규합함으로써 국내 출판사, 저자, 서점 및 다양한 출판/구독 서비스를 수행중인 플랫폼들의 가상 플랫폼으로서의 역할을 수행하기 위함이다. 전제를 전자책의 판매가 아닌 임차 개념이지만 이와 무관하게 플랫폼은 유효하다. 뿐만 아니라 플랫폼을 출판/독서와 연관된 모든 구성원의 이익을 대변하기 위하여 사회적 협동조합의 형식을 취하였다. 납본시스템 기반의 유통 플랫폼은 현실과 타협한 가장 이상적인 비즈니스 모델이다. 개념적 (Conceptually)으로는 출판 콘텐츠 관련 산업의 서비스는 독립적으로 운영되면서 협동공간인 납본시스템으로부터 모든 콘텐츠가 공급되는 모형이며 기술적 (Technically)으로는 중앙의 전자책 데이터베이스가 모든 콘텐츠의 흐름을 장악하지만 가상적 (Virtually)으로 출판 콘텐츠 관련 산업이 그 흐름을 제어하는 형식을 취한다.
