CIPP 평가 모형을 활용한 시·도교육청 직업교육 발전 방안 분석 연구

This study is to analyze the current development plans for vocational education devised by Municipal and Provincial Education Offices (MPEO) in terms of human/material resources, budget, policies, and local conditions. Some of MPEO had suggested the ways how to establish vocational education but they were not that systematic and didn't have much positive effect in action as they were expected. Therefore, the purpose of this study is to prescribe the better ideas to make more developed and concrete plans for vocational education in the future by examining already existing ones accurately. In this study, the latest development plans for vocational education from the three MPEO are chosen as the objects of this study. Also, the analysis model applying CIPP evaluation model and analysis survey tool have designed based on the education scholars' thorough inspection for this study. The results of analysis are as below: The data shows all the three MPEO didn't diagnose the human resources fully enough in Context stage. Especially, Education Office of B and C insufficiently investigated material resources, also Education Office of A lacked examination about the current and needed budget. In Input stage, the development plans do not include the information about how to secure human/material resources and budget which are needed for actual implementation of the plans. Accordingly, there is concern that the plans could be degenerated into the formal plans. In Process stage, the development plans present not the specific or concrete but very general how-to. Moreover, all the three MPEO focused only one aspect of analysis, whereas the rest of aspects were not reflected well on the plans. Lastly, since the development plans more focused on the possibility of implementing them rather than the expected results of the plans, the concrete output from the plans was not come out in Output stage. Therefore, it is found that the development plans lack efficacy of the plans, prediction of the output, and feedback. 전국 16개 시·도교육청들은 현재의 직업교육이 당면한 문제점을 해결하고 선진화된 직업교육의 선진화를 실현하기 위해 다양한 직업교육 발전 방안을 연구하여 구체적인 세부 정책 및 실행 방안을 제시하고 있다. 기존의 시·도교육청별로 수립된 직업교육 발전 방안이 정확한 진단과 분석을 통해 지역 여건에 맞게 수립되어 있는가와 그 실현 가능성 및 실행에 필요한 자원 등이 제시되어 있는지를 분석해보고 그 시사점을 제시하는 연구는 새로운 직업교육 발전 방안을 구안하고자 하는 다른 시·도교육청에 많은 의미를 제공할 수 있다. 이 연구에서는 최근 4년(2007년~2010년) 이내에 직업교육 발전 방안을 수립한 3개 시·도교육청의 직업교육 발전 방안을 연구 대상으로 선정하여 분석을 시도하였다. 이 분석을 위해 CIPP 평가 모형을 적용한 분석 모형을 개발하였고, 이를 바탕으로 분석틀을 고안하였으며, 전문가 집단의 검증을 거쳐 분석 모형 및 분석틀을 완성하였다. 3개 시·도교육청의 직업교육 발전 방안을 CIPP 평가 모형을 적용하여 분석한 결과는 다음과 같다. 상황 단계에서는 공통적으로 인적 자원에 대한 진단이 부족한 것으로 나타났다. 특히, B, C 교육청의 경우는 물적 자원에 대한 분석이, 그리고 A교육청의 경우에는 예산 현황 및 필요 예산 분석이 미흡한 것으로 나타났다. 투입 단계에서는 발전 방안을 시행하는 데 실질적으로 필요한 인적 자원, 물적 자원, 예산 등에 대한 확보 및 활용 가능성이 발전 방안에 반영되지 않아 형식적인 발전 방안으로 전락할 우려가 있었다. 과정 단계에서는 구체적인 방안 제시보다는 일반적인 제시 수준에 그쳤으며, 공통적으로 분석 영역별 발전 방안 반영 비율이 어느 한 영역에만 치중된 나머지 그 이외의 영역은 직업교육 발전 방안에 소홀히 반영되고 있었다. 산출 단계에서는 직업교육 발전 방안의 특성상 시행 여부에 대한 결과 보다는 시행 가능성에 더 초점이 맞춰져 있었으므로 발전 방안의 구체적인 산출 결과물은 나타나지 않았다. 그 결과 발전 방안에 대한 효과성 및 산출에 대한 예측, 피드백 등의 반영이 매우 미흡한 것으로 나타났다.

공업계 고등학교 맥락에서의 직업교육 발전 방안 - 공고 교육의 현안문제와 개선방안을 중심으로 -

The purpose of this study was to suggest the directions of development on vacational education on the center for pending problem and reformation of Technical high school. In order to achieve the objectives of this study, the study problems were as follows: a. What are the today`s actual conditions and pending problems of the technical high school education? b. What is the solution in the face of problems of the technical high school education? c. What are the directions of development on vocational education in technical high school? Research methods employed in this study were a review of the related literature, interviewing and the advice of specialists. The conclusions obtained from this study were as follows: The major reason for the crisis of the technical high school education is why the government carried out enterprise-based policy; it means that the policies are not concentrated on the work conditions of small enterprises where students will work after their graduation but on the process of employing and education students for them. Therefore we need policies that are covering the types of job, pay level and work condition of these enterprises. Besides, it needs new ideas for combination of school member`s effort and inventional education, starting business education and etc. It will be helpful for national policy to normalize the technical education when the efforts of making substantial education and managing quality of curriculum are accompanied.
