지역방송발전위원회를 향한 기대와 현실: 지역방송발전지원계획에 대한 비판적 검토를 중심으로

지역방송발전지원특별법 제정과 이에 따라 위상이 강화된 지역방송발전위원회의 출범은 지역방송 정상화를 위한 의미 있는 진전이다. 이 글은 새로 구성된 지역방송발전위원회의 첫 번째 주력 업무이자 지역방송 정책의 밑그림이 될 수 있는 지역방송발전지원계획을 비판적으로 고찰했다. 이를 위해 지역성 관련 선행 연구의 흐름을 살펴보고 공론장 기능 회복과 같은 공적 가치와 글로컬리티·하이퍼로컬로 대별되는 지향적 개념을 분석의 준거로 삼았다. 그 결과, 지역방송발전지원계획은 지역방송의 실상보다 현상에 의거한 편의적 발상, 현상 너머의 본질을 간과한 피상적 접근으로 구성되어 있음을 발견했다. 미디어 권력의 불균형을 해소하기 위해서는 지역방송발 전위원회가 지역방송의 정체성, 거버넌스, 권역 등 거시적이고 구조적인 문제까지 논의하고, 나아가 정책수립 과정에도 참여할 수 있는 폭과 깊이가 확장·심화되어야한다고 제안했다. The enactment of special law for local broadcast development & support and accordingly, the launch of more powerful Local Broadcast Development Council are a significant progress for the growth of local broadcasters. This article critically examines the local broadcast development & support plan which is the first main task of the newly-formed Council and could be the foundations for future local broadcast policy. To this end, the study reviews prior research concerning localism and takes such concepts as public sphere, glocality, and hyper-local as a framework of analysis. As a result, it finds out the development & support plan tends to be expedient and superficial overlooking the essence of phenomena. By doing so, the article suggests the Council deal with macro and structural issues such as identity, governance, and broadcast coverage areas of local broadcasters. The Council also needs to participate in policy-making processes to address the imbalance of media power.
지역방송발전지원계획에 대한 지역방송 종사자의 우선순위 인식 연구

This study was performed to examine the relative importance and priority, evaluated by local broadcast employees, of the local broadcast development & support plan. For this, we utilized the AHP analysis and our findings are as follows. At the first step ‘supports for financial stabilization and establishment of systematic basis’ is the most important factor followed by ‘enhancement of content production capability’, ‘improvement in internal competence of local broadcast’, and ‘promoting distribution of local programs/contents’. It has been confirmed that, synthesizing by multiplying them by the priority of their parent nodes(1st-level) and adding for all such nodes(2nd-level), all sub-factors in ‘supports for financial stabilization and establishment of systematic basis’ were ranked top 4. Based on such findings, we contend that employee’ perception, improvement of a system is more important than support policy, means the former is needed to be considered in executing policy above all things. It is expected that such findings will give meaningful implications in enhancing effectiveness in the process of executing detailed policy in the working-level.
