턴키·대안입찰공사 낙찰자 결정방식의 문제점 및 개선 방안 도출

2010년부터 턴키심의위원 풀 제도를 폐지하고, 상설심의위원 제도를 도입하여 현재까지 턴키입찰공사는 설계적합최적가방식, 종합평가방식으로서는 입찰가격, 설계점수조정, 가중치기준, 확정금액최상설계방식의 5가지 낙찰자 결정방식으로 선정하고 있다. 또한 낙찰자 결정방식으로서 설계심의분과위원회를 크게 중앙 지방 특별 설계자문위원회의 분과위원으로 구성하여 운영하고 있으나, 아직 로비 부담에 대해서 개선되지 못한 것은 심의위원 풀제에서 상설심의위원으로 심의 주체만 변경되었을 뿐, 턴키입찰에서 설계심의가 가지는 비중과 설계심의방식도 과거와 유사하기 때문이다. 그러므로 가격경쟁을 부분적으로 강화하여 설계점수가 낙찰을 좌우하는 풍토를 개선하고, 기술경쟁은 영업력보다 실질적인 기술력이 경쟁력을 가질 수 있도록 설계심의제도를 개선하는 것이 필요하다. 이에 이 연구는 낙찰자 결정방식의 설계심의 운영제도와 문제점 그리고 개선된 설계심의방안을 제시하였다. Full system of turnkey deliberation committee in 2010 was abolished and permanent Deliberation committee was introduced. So far, ordering organization selected the best method suitable for the design and comprehensive evaluation method in the turnkey bid construction. Comprehensive evaluation method have bid price design score coordination, weighted basis, the best design approach fixed amount, five successful bidder decision method in addition. Design deliberation branch committee in the successful bidder decision way configured and operated branch members of special design consultation committee, But main agent changed from committee deliberation pull system to permanent committee deliberation, as well as and The lobby burden was not improved. This similar to the past at the portion of the design deliberation and the way of the design deliberation in the turnkey bid construction. Therefore it is necessary to improve the design deliberation system. In other words, design score and technology competition should be adapted to determine a successful bid. This study suggested the operating system of the design deliberation, the decision method problems of the successful bidder and ways to improve the design deliberation.

설계시공일괄 및 대안입찰공사의 설계심의제도 개선방안

Korean government introduced design-build delivery system from U.S.A to enhance the technical competitiveness of domestic contracts in 1975. Since then, government magnified the application of turnkey-base delivery contracts in government construction projects in 1996. So, the development of construction technology was accomplished in domestic constructors. However, Despite advantages of Design-build delivery system, many problems which has professionalism lack of design evaluation committee has occurred in the operation of design review. Therefore, this research has suggested the development of design evaluation committee to resolve this matter. First, to evaluation design-build project, this research has suggested the dedicated committee of design evaluation and to open the list of review members before the design evaluation committee. Second, to improve transparency in design evaluation in design-build projects, this research has suggested to open the results of design evaluation and to debrief the reasons for bid losers.

턴키대안 건설공사의 입찰 및 설계심의제도 개선방안

우리나라는 2000년부터 턴키ㆍ대안입찰 발주물량이 급증하였으며 업체선정 및 평가과정의 객관성과 적정성확보 문제, 업체간 과다 수주와 대형업체들의 수주편중현상 등이 문제점으로 제시되고 있다. 초기 턴키심의방식은 일원화된 설계심의위원회 구성에 의해 기술평가를 통해 설계우수업체를 선정하였다. 이 방식은 설계심의위원의 공정성 및 자격성 문제 등으로 개편되었으며, 2004년 이월 01일부터 공개토론방식에 의한 기술위원회와 평가위원회로 이원화되어 구분 시행되고 있다. 변경된 방식은 현재 시행 2년이 지나면서 일부 개선된 방식으로 수정되기도 하였으나 여전히 많은 문제점을 내포하고 있다. 본 연구에서는 이러한 문제점을 분석하여 개선된 운영방식을 제안함으로서 국내 건설시장에서 턴키 및 대안 설계심의방식의 효율성을 높이고자 한다. The application of turnkey and alternative-design contracts has been increasing for large SOC projects since the practical application was revitalized by our government from 2000. Recently rapid growth of turnkey projects cause many problems such as too many contracts by large companies, increasing of design cost and excessive competition. That become an important issue in domestic construction market. The current design deliberation procedure of turnkey project is being operated by an open forum type that consists of technical committee and appraisal committee since 2004. But this system also is analyzed to be including many problems. So, This paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets.

설계시공일괄입찰 설계심의평가 개선방향에 관한 연구

Recently, the Design Build Delivery System showing continuous increase in the bid market, nonetheless, is generating several problems such as ambiguousness of the selection criteria of the object project, inflexibility of a bid and a contract, fairness dispute of design deliberation and lobby for deliberation members, etc. To develop improvement factors about these problems, various studies have researched. However, the improvement factors are a lot, and there is a big defect that is overlapping among them. Also, there is no the opinion of business experts who have experiences having involved in design evaluation method for the Design Build Delivery System. Thus, this study carried out an important questionnaire about the improvement factors deduced through the analysis of literatures and research reports. It was carried out with the target of related business exports. To get more effective improvement factors than deduced that, the seven kinds of improvement methods of design evaluation integrally deduced through Factor Analysis were divided according to each three stages such as in the design deliberation's pre-stage, in the design deliberation stage, and in the design deliberation's post-stage.

초등 교사의 통합 교과 단원 재구성 과정에서의 집단 숙의 양상

이 논문은 2007 개정 초등학교 1학년 바른 생활, 슬기로운 생활, 즐거운 생활의 교과용 도서에 동일한 제목으로 등장하는 “즐거운 학교생활”이라는 단원들을 초등 교사들이 통합적으로 재구성하는 과정에서 집단 숙의가 전개되는 모습과 특징을 드러내는 데 목적을 두었다. 이를 위해 문화 기술적 사례 연구 방법을 따라 숙의의 전 과정을 녹음하였고 이를 전사한 텍스트를 분석하였다. 그 결과, 집단 숙의의 내용 측면에서 주요 쟁점은 세 교과의 활동 내용들을 통합하는 과정에서 소주제들을 묶어 학교 안의 생활과 학교 밖의 생활이라는 중주제들로 구분하는 것과 그 하위에 속하는 일부 소주제들을 중주제의 경계를 넘어 이동시킬 수 있는지 사이의 갈등임이 드러났다. 그리고 숙의의 절차 측면은 설계자들이 보고, 브레인스토밍, 설명, 문제, 제안, 주장, 사례, 동조 등 의 숙의적 공헌들을 통해 이런 쟁점을 확인하고, 확인된 쟁점을 심의하고 합의에 이르는 과정으로 나타났다. 또한 이러한 과정은 숙의자들 사이의 약한 이해의 차이와 약한 갈등, 우호적인 공동체 형성을 통한 원만한 숙의, 전통과 개성에 영향을 받은 숙의, 학생을 중시하면서 학생 지도 경험, 학생 활동의 연속성, 내용의 중복 회피를 이유로 한의사 결정, 논리적 측면과 정치적 측면을 모두 보여준 숙의로 특징지어졌다. This ethnographic case study investigated characteristics of the curricular deliberation of elementary teachers in designing an integrated unit “Pleasant School Life” for first graders in the 2007 national curriculum. Data were gathered through audio taping. The main issue was a conflict between integrating several small topics into two themes and shifting some small topics from the original theme to the other theme. The teachers followed the procedure of identifying the issue through deliberative contributions of reporting, brainstorming, explication, problem, proposal, argument, and agreement; considering the relative weights of contributions; and reaching a conclusion. The deliberation was characterized as one in which teachers had mild conflicts; a smooth one in a supportive environment; one relying upon tradition and individual character; one with more emphasis upon students than subject matter, teachers, and surroundings; one in which decision making was based on teachers' experiences, continuity of student activities, and avoidance of overlapping contents; and one with both rational and political dimensions. The study suggested implications for teachers' roles in reorganizing textbooks and curriculum, and teachers' professional development based upon community building.

The study analyzes a series of decisions made by Building Construction Review Committee on public building construction project. Several government authorities are engaged on the review and required the building client authority to revise the design according to revise items suggested by the committee members ranging from Architectural Planning to other Building Engineering fields. The study delves the legal and design aspects of the review, the meaning of private, semi-public and public function of building, and the construction policy. Two Public building projects were analyzed in terms of revise items. We found some patterns of problem and the current review system works to promote technical aspect of the building and to keep public entity of the projects.

초등 교사 수업연구회의 6학년 사회과 수업설계서 재구성에 대한 집단 숙의 양상

이 논문은 초등 사회과 수업설계서 초안을 재구성하기 위해 수업연구회 교사들이 집단 숙의를 전개해가는 양상과 특징을 밝히는 데 목적을 두었다. 이를 위해 질적 연구 방법인 문화기술적 사례 연구법을 활용하여 집단 숙의의 전 과정을 녹음하였고(90 분), 이 자료를 연구자가 직접 6개월에 걸쳐 전사한 이후 전사 텍스트(A4 33쪽)를 주제별 약호화 단계들을 따라 초기, 중기, 후기로 나누어 분석하였으며 결과의 타당화 과정을 거쳤다. 집단 숙의의 내용 측면의 분석 결과, 주요 쟁점 3가지, 즉 인권 침해 사례 상황을 교사가 제시함과 학생이 도출함 사이의 갈등, 학습 소재로서 학생의 일상생활 사례와 외국의 사례 사이의 갈등, 성격 유형에 따른 교수·학습 전략으로 단일접근과 복수 접근 사이의 갈등임을 확인하였다. 집단 숙의의 절차 측면의 분석 결과 는 숙의자들이 보고, 탐색 질문과 답변 등의 숙의적 움직임들을 통해 이런 쟁점들을 발견하고, 쟁점을 심의하고, 수업자가 자신의 강령을 수정한 후에 의사 결정에 이르는 과정으로 나타났다. 또한 이러한 과정은 숙의자들 사이의 강령의 차이와 약한 갈 등, 우호적인 관계 속에서 협력적인 숙의, 학생의 모둠 활동 결과 존중, 학습 소재와 학생의 일상생활 경험의 관련성, 학생의 성격 유형에 따라 다른 학습 양식의 존중을 이유로 한 의사 결정, 수업자의 실천적 이론의 발전을 가져온 숙의로 특징지어졌다. This ethnographic case study investigated characteristics of the curricular deliberation of experienced elementary teachers in reconstructing a Social Studies lesson plan Understanding human rights and having a mind to protect human rights for the sixth graders in the 2009 national curriculum. Data were gathered through audio-taping. The author transcribed (A4 33 pages) the audio-taped data for six months, analyzed the data through the method of thematic analysis, and established trustworthiness. Three issues were conflicts between: a) teacher s presentation of situations of infringement of human rights versus students presentation of situations of infringement of human rights in the intervening phase; b) using instances in foreign countries versus instances in students daily lives as learning materials in the intervening phase; and c) using single instructional strategy versus multiple instructional strategies in the intervening phase. The teachers followed the procedure of identifying the issues through deliberative contributions of reporting, exploratory questioning et al.; considering the relative weights of contributions; transforming deliberators platforms or practical theories; and coming to a decision-making. The deliberation was characterized as; one in which teachers had differences in platforms and mild conflicts, a collaborative one based upon high friendship; one with more emphasis upon students and teachers rather than subject matter and milieu; one in which decision making was based upon respect for the result of students activities, relevance to students experience, application of instructional strategies according to the types of students personality; and one which led to the development of presenter s platform. The study suggested implications for supporting for teachers group deliberation and for teachers professional development in curriculum and instruction.
