China’s North Korea Policy in Xi Jinping’s 1<SUP>st</SUP> Administration

Xi’s North Korea policy (from 2012-1017) is an important turning point of China’s North Korea policy. It is the new judgment which is based on China’s overall foreign policy. Although the nuke issues lead to new different situation, the geopolitical value of NK (North Korea) does not change much. From a policy view, China’s NK policy should be kept normal, equal, and correlated. Furthermore, China must make a policy of gathering, pressing, pulling and pushing from four dimensions. At the same time, China’s policy toward NK should be more innovative to make and follow more rules and regimes mechanically, to constrain NK to follow the rules, and to pursue the new power balance of the Korean peninsula.

<P><B>Abstract</B></P> <P>With rapid urbanization and economic development, the world has been experiencing an unprecedented increase in energy consumption and greenhouse gas (GHG) emissions. While reducing energy consumption and GHG emissions is a common interest shared by major developed and developing countries, actions to enable these global reductions are generally implemented at the city scale. This is because baseline information from individual cities plays an important role in identifying economical options for improving building energy efficiency and reducing GHG emissions. Numerous approaches have been proposed for modeling urban building energy use in the past decades. This paper aims to provide an up-to-date review of the broad categories of energy models for urban buildings and describes the basic workflow of physics-based, bottom-up models and their applications in simulating urban-scale building energy use. Because there are significant differences across models with varied potential for application, strengths and weaknesses of the reviewed models are also presented. It has been found that both the number of paralleled grid-connected converters and the fi lter inductance value will aff ect the system’s stability in weak grid condition. However, a quantitative study on this eff ect is missing in the current literature. The main contribution of this paper is to quantitatively evaluates the infl uence of the number of paralleled grid-connected converters as well as the inductance value of the L fi lters on the system’s stable region. It is fi rst revealed that, when the same controller design principles are applied for L -type grid-connected converters, the stable region of the paralleled grid-connected converter system is dependent on the ratio between the fi lter inductances and the number of paralleled converters. Specifi - cally, the stable region is proportional to the ratio. Compared to the qualitative analysis in previous work, this fi nding can provide quantitative guidelines on the fi lter inductors or control system design for grid-connected converter applications in weak grid. Finally, experimental tests are carried out using two paralleled grid-connected converters to confi rm the fi ndings.
Surface Modification with Pluronic P123 Enhances Transfection Efficiency of PAMAM Dendrimer

To improve gene delivery efficiency and decrease cytotoxicity of polyamidoamine (PAMAM) polymers,P123-g-PAMAM was synthesized by modifying PAMAM with pluronic P123. The structure of the synthesized polymers was analyzed using proton nuclear magnetic resonance. The polymers were able to self-assemble with DNA,forming nanometer-scale complexes. Particle size measurement confirmed that the mean diameter of the polyplexes was 100-250 nm. The cytotoxicity and transfer efficiency were measured and compared with those of PEI and PAMAM. All of the polyplexes showed significantly low cytotoxicity in the MCF-7, HepG2, and 293T cell lines. In addition, the low level of P123 grafting to PAMAM showed significantly higher transfection efficiency than unmodified PAMAM at the optimal N/P ratio. These results suggest that P123-ylated PAMAM may prove as a useful carrier for gene delivery.
