The Second Amendment the U.S. Constitution reads: "A well regulated Militia, being necessary to the security of a free States, the right of the people of to keep and bear arms, shall not be infringed." The Founding Fathers believed that the right to possess arms was so necessary that they included it in the Bill of Rights in 1791. This article contains two distinct but interrelated theses. One is the English origins of the right to keep and bear arms, especially focusing upon two political philosophers, William Blackstone and John Locke. Another is the historical evidence surrounding the Revolutionary War and the adoption of the Second Amendment of the Constitution. The Founding Fathers believed that the right to possess arms had a fundamental purpose, recognizing those essential rights of life, liberty, and property which inhered in Anglo-Saxon freedom, and which Americans brought with them from the mother country. They considered this right as the paramount right by which all other rights could be protected. Furthermore, they saw this right the last resort of the people if the checks and balances established in the Constitution ever failed to protect the right of the people from tyranny. In sum, the right to possess arms was an inalienable natural right for self-defence serving as a deterrent against government oppression, thus should be respected as a crucial to the maintenance of freedom even in the future.
Tapered Optical Fiber Couplers Fabricated by Droplet-Based Chemical Etching

<P>This paper presents a fabrication method for 2 x 2 twisted fiber-optic directional couplers based on biconical low-loss tapered optical fibers using a two-step wet-etching technique with hydrofluoric acid-based droplets and surface tension-driven flows. The droplet-based wet etching of optical fibers allows us simple and cost-effective fabrication of tapered fibers and multiports directional couplers. The simulation results agree well with the experimental observations on the propagation losses, which can be monitored in real-time by measuring the transmitted optical powers during the chemical etching process. The fabricated 2 x 2 fiber-optic directional coupler shows wavelength-insensitive operation within the telecommunication C-band with an excess insertion loss of less than 0.5 dB.</P>

It is not coincidental that the ideas in the Declaration of Independence and Constitution were espoused less than a decade after Blackstone's Commentaries on the laws of England was first published in England. In this respect, the correlation between the philosophy of America's founding documents and the Commentaries is worthy of careful examination. While much has been written regarding the influence of Blackstone on the various aspects of early American law, this article mainly focused upon the influences of Blackstone in the areas of natural law and the right to arms for self-protection, which became the foundation of the Declaration of Independence and the Constitution.

The objective of this study was to develop a computer-based finger-tapping system and to investigate whether the system is effective for evaluating motor function by performing pilot tests of the effects of three interventions, transcranial direct current stimulation (tDCS), peripheral sensory stimulation (PSS), and PSS combined with tDCS (PSS + tDCS), on the movement of the affected hand in stroke patients. The developed system consists of two parts, the finger-tapping input system and finger-tapping analysis software. The finger-tapping input system can detect the states of four buttons and transmit these states to the finger-tapping analysis software, which measures the reaction time. Three stroke patients participated in an experimental session to test the effects of each intervention on motor performance. Each session included three blocks for the determination of (1) baseline of motor performance (Base), (2) the motor performance after each form of stimulation (Pre), and (3) the motor performance following motor training and rest (Post). The results showed that the mean response times for all blocks (Base, Pre, and Post) did not differ significantly with tDCS and PSS, but significant decreases were found between Base and Post and between Pre and Post. In addition, there was no significant difference among the interventions at Pre; however, PSS + tDCS facilitated considerably greater training effects than tDCS or PSS at Post. The developed system was able to evaluate motor function through motor training after a combination of PSS and tDCS. In the near future, we plan to apply the developed system to more patients with relatively good motor function to extend our findings to a general outcome, and expect that these results could be used to design an appropriate rehabilitative approach.

The droplet ejection process driven by the growth of an evaporating bubble in a bubble inkjet printhead is investigated by numerically solving the conservation equations for mass, momentum and energy. The phase interfaces are tracked by a level set method which is modified to include the effects of phase change at the interface and extended for multiphase flows with irregular solid boundaries. The compressibility effect of a bubble is also included in the analysis to appropriately describe the bubble expansion behaviour associated with the high pressure caused by bubble nucleation. The present computation describes not only droplet formation behavior but also jet breaking and satellite droplet formation. Various heating conditions are tested to investigate their effect on bubble growth and droplet ejection. Based on the numerical results, the jet breaking and droplet formation behaviour is observed to depend strongly on the bubble growth and collapse pattern.
A LEVEL-SETMETHOD FOR COMPUTATION OF DROPLETMOTION IN AN INKJET PRINTING PROCESS

A numerical method is presented for computing the droplet motions in an inkjet printing process. The liquid-gas or droplet shape is determined by a level-set method which is modified to treat the immersed solid surface and the contact angle at the liquid-gas-solid interline. The no-slip condition at the fluid-solid interface as well as the matching conditions at the liquid-gas interface is accurately imposed by incorporating the ghost fluid approach based on a sharpinterface representation. The numerical method is applied to simulation of droplet ejection and deposition in an inkjet process.
Level Set과 VOF 방법을 결합한 3차원 경계면 추적법

A coupled level set and volume-of-fluid (CLSVOF) method is presented for computing three-dimensional incompressible two-phase flows. An efficient interface reconstruction algorithm is implemented for the CLSVOF method. Approximating an interface as piecewise linear in each cell, an explicit relation between the interface configuration and the fluid volume fraction is derived through geometrical description of the fractional volume truncated by the interface. The CLSVOF method is verified to calculate an interfacial curvature accurately as well as to achieve volume conservation during the whole computation period. We apply the method to numerical simulations of bubble sliding on a vertical wall and drop-wall collision.
