High Quality Human Resources Problems and Sustainable Development of Vietnam

Human capital is the most important element of the productive forces that has the decision of the comprehensive development of a country. Vietnam - with 90 million people (as of January 11/2013), ranked No. 3 Southeast Asia and 13th in the world, is undergoing restructuring "golden population", this is an important lever to lead Vietnam vigorously to the path of industrialization and modernization of the country; contributing to establish a competitive advantage before the context of international cooperation, this has become indispensable rule for the development of each country. However, at present, the quality of human resources in Vietnam has not met the increasingly stringent requirements of the labor market in the twenty-first century and has not got right-range contribution in raising labor productivity and improving competitiveness for Vietnam on the international market. This has significant impact on sustainable development in Vietnam, increasing the risk of making Vietnam fall into the "middle income trap". Therefore, developing high-quality human resources which is able to adapt the more and more modern international environment is the urgent requirement for Vietnam today. Within the scope of this article, we focus on analyzing a number of problems: 1. Some Conceptual Tools 2. Organic relationship between high quality human resources and the sustainable development of Vietnam. 3. Policy of the State of Vietnam in improving the quality of human resources 4. Development of human resources quality Vietnam - a chain of human resource development in ASEAN and the world.
Intelligent Charger with Online Battery Diagnosis Function

In the battery based applications, the performance of the system highly depends on the reliability of the battery. However, it is difficult to obtain the accurate information about the state-of-health (SOH) of battery during its operation. In this paper a 3kw battery charger with online battery diagnosis function which can estimate the SOH of the battery by using online impedance spectroscopy technique is introduced. For the charger, a phase shift full bridge converter with synchronous rectification has been adopted to implement constant current/constant voltage charge and diagnosis functions. The electrochemical impedance spectroscopy (EIS) is performed after the charge to obtain the information about the internal impedance of the battery module, hence the SOH can be estimated online by observing the impedance variation of the battery over time. All the design procedure of the proposed charger is detailed and the feasibility of the system is verified by the experimental results.

This study was initiated to investigate the impacts of media types and other components on the callogenensis and cell mass production of Panax vietnamensis in the first step of the cell biomass procedure. Four media were checked: Murashige-Skoog (MS), White, Gamborg and Nitch-All. All the four media were shown potential media for Panax vietnamensis callogenensis and cell mass production, in which the MS medium showed the best results: the successful callogenensis ratio and cell mass formation were 30% and 62,93 ± 3,63 mg (DW) respectively, the Nitch medium showed the lowest results: the successful callogenensis ratio and cell mass formation were 15% and 27,10 ± 2,24 mg (DW) respectively. The results showed that the MS medium is the most suitable medium for Panax vietnamensis callogenensis and cell mass production.

This article addresses a trajectory tracking control approach for an uncertain surface vessel using the new cascade structure of adaptive reinforcement learning (ARL) algorithm and kinematic controller, feed-forward term. Since a surface vessel is decoupled by kinematic sub-system and dynamic sub-system, the cascade control system is an ideal method for obtaining the tracking problem. In the proposed control structure, the dynamic control loop is designed to be the optimized method of the corresponding dynamic sub-system and the kinematic control loop is implemented by a nonlinear controller combining with feed-forward term. The online actor-critic architecture is considered in ARL algorithm to overcome the challenge of solving the Hamilton-Jacobi-Bellman (HJB) equation. Additionally, the proposed controller is able to handle the difficulty of the non-autonomous optimal control problem by designing the ARL technique for the corresponding system with a small number of state variables. Based on theoretical analysis, the ARL based control design has been made to guarantee the uniformly ultimately bounded (UUB) stability of the closed system. Finally, the simulation results are illustrated to verify the effectiveness of the proposed control scheme.

Visible light communication(VLC) is one type of shortrange, optical, and wireless communication system utilizing light emitting diode(LED) and laser diode(LD) as optical source. In a VLC system, visible light is used as a transmission medium and used to illuminate. Using VLC has a lot of advantages: it is harmless to human body; it transmits with high power, and it has excellent security, a high data rate, and a license free frequency band. With such a unique blend of communication and illumination in one system, the most common application would be an indoor environment. We aim at reviewing key issues in VLC network such as:FOV(field of view), priority MAC, cooperative MAC, link switching, LED-ID technique, cell site diversity, and link recovery.
Priority MAC based on Multi-parameters for IEEE 802.15.7 VLC in Non-saturation Environments

Priority MAC is an important issue in every communication system when we consider differentiated service applications. In this paper, we propose a mechanism to support priority MAC based on multi-parameters for IEEE 802.15.7 visible light communication (VLC). By using three parameters such as number of backoff times (NB), backoff exponent (BE) and contention window (CW), we provide priority for multi-level differentiated service applications. We consider beacon-enabled VLC personal area network (VPAN) mode with slotted version for random access algorithm in this paper. Based on a discrete-time Markov chain, we analyze the performance of proposed mechanism under non-saturation environments. By building a Markov chain model for multi-parameters, this paper presents the throughput and transmission delay time for VLC system. Numerical results show that we can apply three parameters to control the priority for VLC MAC protocol.
