The article examines the recent changes in Japan’s official development assistance (ODA) in Southeast Asia in response to domestic and international challenges after the cold war. It argues that Japan is in a position where it has to choose between “spending” and “earning” strategies in the disbursement of aid. Influenced by external and internal developments, Japan has tilted toward a “spending” approach over the last decade. Due to a limited ODA budget, Japan has to optimize the use of aid and disburse it more strategically. Also significant is the noticeable across-the-board increase in the grant allocation to Southeast Asia and Vietnam’s emergence as a major recipient.
Status of Tourism Activities and Services in Surigao Del Sur -Basis for Enhancement Program-

This study assessed the status of the tourism activities and services in Surigao Del Sur. The study used the descriptive-survey design. It was deemed appropriate considering that the strategy assessed present condition particularly the tourism activities and tourism services of Surigao Del Sur. The participants were the seventeen(17) Sanggunian Bayan(SB) assigned as tourism officers in-charge of the municipalities of Surigao Del Sur, and one hundred(100) local and foreign tourists. Total population of SB participants was considered while the tourist participants were chosen using purposive-convenient sampling. Sample size of tourist participant was based on quota sampling technique where the population of interest did not have a defined sampling frame.
Institutional Mismatch and Chinese Aid in the Philippines: Challenges and Implications

Why is Chinese aid attractive to some recipient countries and controversial in others? This study advances the idea that Chinese aid is more attractive in countries that lack or have weak Development Assistance Committee.based aid institutions. When there is a mismatch between a non-DAC donor and a recipient country’s aid regimes, legal and political problems may arise, as the case of Chinese aid to the Philippines in the 2000s demonstrates. As a recipient country, the Philippines is more accustomed to DAC-based rules and practices governing development aid processes, while as a donor country, China’s aid institutions evolved outside the DAC club. The controversies that subsequently arose from institutional mismatch created a public perception that Chinese aid was illegal and prone to corruption, undermining China’s aid objectives.
WATER VAPOR MASERS: A SIGNPOST FOR LOW MASS STAR FORMATION

It is well known that water vapor maser emission at 22.2 GHz is associated with the earliest stages of both low- and high-mass star formation and it can be considered a reliable diagnostic of their evolutionary state. Bright Rimmed Clouds (BRCs) are clouds that have been compressed by an external ionization-shock front which focuses the neutral gas into compact globules. The boundary layer between the neutral gas and the gas ionized by the incident photons is often called "bright rim" but the clumps are sometimes classified also as speck globules or cometary globules depending on their appearance. Small globules with bright rims have been considered to be potential sites of star formation and have been studied in several individual regions. We present results from high resolution VLA observations searching for new candidates of recent star formation in bright-rimmed clouds/globules associated with IRAS point sources.
