2020년부터 COVID-19는 우리의 일상 생활과 경제 활동에 세계적인 혼란과 큰 영향을 미친다. COVID-19는 공공 위생을 심각하게 위협할 뿐만 아니라 세계 경제도 팬데믹으로 인해 장기적인 어려움을 겪고 있다. 이 연구는 대만을 중심으로 국가와 시민사회의 관계를 조사한다. 대만 발전복지국가는 팬데믹에서 커다란 성과를 거두어 있고 또 중요하게는 이 위기 시기에 시민사회와 협력하는 것이 주목할 만하기 때문에 본 연구는 1990년 이후의 정치민주화가 시민들이 민주적으로 참여할 수 있는 정치공간을 구성했다고 주장한다. 그러나 1990년대에는 국가와 시민사회의 관계가 긴장상태에 있었지만 한때에는 시민사회의 민주 의식을 높이 이고 있어 국가는 어느 정도 타협할 필요가 있다. 시간이 지남에 따라 국가와 시민사회 사이에 변화가 있다. COVID-19를 통해 민간 부문의 참여와 높은 수준의 시민 소양은 대만 발전복지국가가 진화하고 있음을 보여 주었다. Since 2020, the widespread COVID-19 has caused global disruptions in our daily lives and economic activities. Not only that the virus seriously threatens public health, but the global economy is also struggling to ensue from the prolonged pandemic. This article aims to focus on one of the model cases – Taiwan, examining the relationship between the state and its civil society. The Taiwanese case is noteworthy for its remarkable performance in the pandemic and, more importantly, how this developmental welfare state works with its civil society in a time of crisis. This study argues that, despite its developmental characteristics, political democratization since 1990 has opened spaces for more democratic participation of its citizens. However, in the 1990s, the relationship between the state and civil society was tense. The once autonomous and dominant state needed to compromise to an extent facing the rising awareness of civil society. As time goes by, there are changes between the two. The involvement of the private sector and the high level of civic literacy demonstrated during this COVID-19 pandemic have shown that the developmental welfare state is evolving.
Far, Yet Close Enough?: Dynamics of the EU Representations in East Asian Media

This paper aims at exploring the perception of the EU during the post-Lisbon period and the Eurozone debt crisis in the eyes of China, Japan and South Korea in order to assess its current weight to the three significant Asian powers. This study focuses on the image of the EU presented in the nationalwise media in the three Asian countries. Four media outlets—three newspaper and one TV news bulletin—were selected from each country and monitored for the first six months in 2011. The formal and substantive characteristics of the selected news items were comparatively analyzed to find out how similarly or differently the EU was depicted in the three countries. It is found that despite the EU’s attempt to enhance its external visibility through the Lisbon Treaty, the existing EU image as an economic powerhouse has not changed much. Moreover, the analysis indicated that the lingering Eurozone debt crisis did not only overshadow the possible impact of the Lisbon Treaty and but also undermine the EU’s economic image. The lack of diversity of news source for the EU media reportage was identified as another reason to such image decline.

In this paper the effect of hydrogen implantation in silicon onnanoindentation-induced phase transformation is investigated. Hydrogenions were implanted in silicon through 300 nm thick oxide with doubleenergy implantation (75 and 40 keV). For both energies implantation dosewas 4 × 1016 cm−2. Some samples were thermally annealed at 400 °C. Themicro-Raman spectroscopy was applied on nanoindentation imprints andthe obtained results were related to the pop out/elbow appearances innanoindentatioin unloading-displacement curves. The Raman spectroscopyrevealed a suppression of Si-XII and Si-III phases and formation of a-Si inthe indents of hydrogen implanted Si. The high-resolution x-ray diffractionmeasurements were taken to support the analysis of silicon phase formationduring nanoindentation. Implantation induced strain, high hydrogenconcentration, and platelets generation were found to be the factors thatcontrol suppression of c-Si phases Si-XII and Si-III, as well as a-Si phaseenhancement during nanoindentation.

Ultra-precision machining (UPM) technology is actively engaged in manufacturing high technological products nowadays. However, as its complicated machining mechanisms, the induced intricate relationships between various machining factors erect barriers in obtaining optimal machining conditions. The goal of this study is to use social network analysis (SNA) and principal component analysis (PCA) to combine the metrics of individual UPM factors and prioritize UPM factors based on their combined characteristics. In the beginning, the preliminary results of SNA approach act as the input to conduct PCA and generate principal components (PCs). The PCs were then combined into multiple characteristic performance indexes (MPCI), which have the balance characteristics of all main metrics from SNA, allowing to demonstrate the UPM factors with relatively high MPCI to be the dominant variables in optimizations. Few case studies have been provided for validation of the effectiveness of adjustments in UPM factors with high MPCI on the machining outcomes. The optimal machining conditions with multi-objectives could be effectively reached by executing the machining strategies with considering the prioritized UPM factors from the results of the hybrid SNA and PCA approach in this study. Overall, this study contributes to providing a comprehensive reference to academics and industry for prioritizing UPM factors with considering the balanced machining outcomes and developing practical machining strategies.
Novel Auto-regressive Measurement of Diamond Tool Wear in Ultra-precision Raster Milling

In this paper, a new auto-regressive algorithm is proposed to reconstruct 3D topographic surface for diamond tool wear, using its in-process image. First, based on digital image processing technique, tool wear lands are separated from a tool wear image captured by a CCD camera under a 100X optical system; Second, a traverse search method of arc translation is put forward to eliminate feigned wear lands, and a least square polynomial method is adopted to fit inner- and outer-contours of the wear lands, self-adaptively filtering noises and connecting the discontinuous wear lands; Finally, the auto-regressive calibration method is developed to reconstruct its 3D topographic surface. The wear land is extracted self-adaptively, and the wear area, maximal wear width, average wear width and worn volume can be determined automatically by the algorithm. The reconstructed 3D topography of the tool wear land can be identified, based on the tool wear image captured by SEM. The result indicates that the method is capable of reconstructing 3D topography of the tool wear land and provides a possibility for in-process 3D-wear measurement in ultra-precision raster milling (UPRM) and the algorithm reliability is validated finally. And the influence of tool wear on surface roughness is discussed.
