        Novel Synthesis of Imidazo[1,2-b]Pyrazoles and Their Fused Derivatives

        4-Arylazo-1H-pyrazol-3, 5-idimines 1a-c reacted with bromomalononitrile (2) to yield the corresponding imidazo[1, 2-b]pyrazoles 3a-c. The latter reacted with some active methylene compounds and with .alpha.-cinnamonitriles to afford the corresponding pyrazoloimidazopyridines 6, 8, 9 and 15, respectively. Compounds 3 reacted with each of formic acid, formamide, trichlo-roacetonitrile and with guanidine to yield the corresponding pyrazoloimidazopyrimidines 16-19 respectively.

        Performance of sandwich structure strengthened by pyramid cover under blast effect

        The number of explosive attacks on civilian structures has recently increased. Protection of structure subjected to blast load remains quite sophisticated to predict. The use of the pyramid cover system (PCS) to strengthen sandwich structures against a blast terror has great interests from engineering experts instructural retrofitting. The sandwich steel structure performance under the impact of blast wave effect is highlighted. A 3-D numerical model is proposed to study the PCS layer to strengthen sandwich steel structures using finite element analysis (FEA). Hexagonal core sandwich (XCS) steel panels are used to study structural retrofitting using the PCS layer. Field blast test is conducted. The study presents a comparison between the results obtained by both the field blast test and the FEA to validate the accuracy of the 3-D finite element model. The effects are expressed in terms of displacement-time history of thesandwich steel panels and pressure-time history effect on the sandwich steel panels as the explosive wave propagates. The results obtained by the field blast test have a good agreement with those obtained by the numerical model. The PCS layer improves the sandwich steel panel performance under impact of detonating different TNT explosive charges.

        Impact of composite materials on buried structures performance against blast wave

        The use of the rigid polyurethane foam (RPF) to strengthen buried structures against blast terror has great interests from engineering experts in structural retrofitting. The aim of this study is to use the RPF to strengthen the buried structures under blast load. The buried structure is considered to study the RPF as structural retrofitting. The Guowei model (Guowei et al. 2010) is considered as a case study. The finiteelement analysis (FEA) is also used to model the buried structure under shock wave. The buried structure performance is studied based on detonating different TNT explosive charges. There is a good agreement between the results obtained by both the Guowei model and the proposed numerical model. The RPFimproves the buried structure performance under the blast wave propagation.

        The Applicability of Safeguard between WTO’s DSB and Members

        차별 금지, 다자간 공동정책, 자유시장과 상호주의의 중심적 역할에도 불구하고 많은 국제무역의 실제는 GATT 규범으로부터 벗어난 것이 사실이다. GATT는 일반원칙상 많은 예외를 부여한다. 이에 더하여, 대부분 지역에서 농업, 열대 생산물, 직물은 전통적으로 GATT에서 예외사항이 되어 왔다. 자유무역이 없다면, 이같은 세이프가드를 활용할 필요가 없을 것이다. 국제무역정책이 자유무역주의의 예외로서 세이프가드를 다루어 무역장벽 감소를 중요시하였기 때문이다. 언어적 수단으로서 세이프가드는 법과, 규칙 또는 방침으로 해를 끼치게 되는 것으로부터 예방을 의도하였다. 법적 수단으로 보는 세이프가드의 수단은 세이프가드 조항이 일반적으로 수입국의 경제나 지역 경쟁산업에 해을 끼치는 것으로 생각되는 수출에 대한 조짐에 대한 정부활동으로 사용된다. GATT와 WTO의 다른 규정과 관련하여, 세이프가드 수단은 양적 제한을 규정한 11조와 마찬가지로 구속력있는 양형이 요구되는 GATT 2조의 예외로 위치하고 있다. 공공도덕과 보건목적을 포함하는 공공목적상 보호무역 수단 도입을 허용하는 20조 상당의 세이프가드 수단은 일반 항목 예외에서 분리된 특수한 예외로서 기능한다. 세이프가드 수단은 반덤핑과 상계관세와 같은 불공정무역에 대한조치와 구분되어 적용가능한 수출규제와 유사한 지위가 있다. GATT 19조는 세이프가드 수단에 대해 규제한다. 세이프가드 협약은 19조와 그에 따라 개정된 규정을 확장하였다. 세이프가드는 지역산업과 유관한 국제무역에서 중요한 기능을 수행할 수 있으며, 정부가 추구하는 상대적 가격 복원은 물론, 자유무역과 수입국 경쟁 산업의 고용과 수입 보전에도 활용될 수 있다. 이같은 보호조치는 일시적이고 부분적이다. 그러나 부담은 침해되는 산업이 고용보다 오래 유지되고 산업구조가 개편된다면 실업률이 완화되는 방향으로 부과되었다.

        The use of composite materials to strengthen reinforced concrete (RC) structures against blast terror has great interests from engineering experts in structural retrofitting. The composite materials used in this study are rigid polyurethane foam (RPF) and aluminum foam (ALF). The aim of this study is to use the RPF and the ALF to strengthen the RC panels under blast load. The RC panel is considered to study the RPF and the ALF as structural retrofitting. Field blast test is conducted. The finite element analysis (FEA) is also used to model the RC panel under shock wave. The RC panel performance is studied based on detonating different TNT explosive charges. There is a good agreement between the results obtained by both the field blast test and the proposed numerical model. The composite materials improve the RC panel performance under the blast wave propagation.

        Design Study on Photoacoustic Probe to Detect Prostate Cancer using 3D Monte Carlo Simulation and Finite Element Method

        Purpose In this work, we propose an alternative photoacousticprobe based on transurethral laser illumination to a conventionaltransrectal photoacoustic imaging system suffering from ahigh optical absorption at a rectal wall and its surroundingtissues. Methods We validate improved performance of the proposedscheme using 3-dimensional prostate model and analyticalcalculations such as Monte Carlo simulation and finiteelement method (FEM). Monte Carlo simulation and FEMare used to find the absorption profiles of photons and theaccompanying temperature elevation and pressure signalgeneration. Results It is found that light source inside the urethra andultrasound transducer on the rectal wall is an optimalcombination to produce a high amplitude in pressure signaland a high signal-to-noise ratio in the reconstructed image. Design study on light source geometry such as beam shape,beam size and gap distance between two light sources is alsoperformed to improve an absorption efficiency at the prostatecancer. Conclusions Our study will be helpful in determining anoptimized probe design of photoacoustic imaging system foradvancing the detection of prostate cancer.

        Burden of Proof in Safeguards' Litigations

        Burden of proof pertains to legal issues in the disputes, thus the parties can not come to a decision with respect to the bearing party. It is essential subject matter in the domestic and international legal systems. The significance of burden of proof came from its concept that tells us which party (complainant or defendant) in a case must provide proof of a determinate issue at the risk of having the adjudicator rule against it with respect to that issue. The issue of the burden of proof in domestic legal systems is affirmatively stilled. Nonetheless, in the international law still unresolved issue, i.e. the judicial bodies in the international law enjoy the extreme freedom to appoint what is admissible as evidence and also which party bears the burden of proof. WTO dispute settlement bodies toke the position of the international tribunal. Consequently, the Appellate Body and the panel can appoint the bearing party of the burden of proof. In the WTO disputes the Appellate Body stated specific doctrine in order to allocate the burden of proof among the disputing parties. The burden of proof in safeguard measure disputes is inconsistent with the established doctrine in the WTO disputes generally. Moreover, the allocation of burden of proof in GATT panel practices regarding the safeguard measures disputes differs from the recent one under the WTO regime. The characteristics of safeguard measures require special allocation of burden of proof, i.e. the claimant has several difficulties to prove his claim since the data and confidential information in the possession of the seeking party (respondent). The standard of proof in the safeguard measures disputes varies from case to case which constitutes an instability that threats the reliability and predictability of safeguard measures in WTO.

        ON COMPUTATION OF MATRIX LOGARITHM

        In this paper we will be interested in characterizing and computing matrices $X\;{\in}\;C^{n{\times}n}$ that satisfy $e^X$ = A, that is logarithms of A. The study in this work goes through two lines. The first is concerned with a theoretical study of the solution set, S(A), of $e^X$ = A. Along the second line computational approaches are considered to compute the principal logarithm of A, LogA.
