      • The Importance of Multimedia for Professional Training of Future Specialists

        For high-quality education of the modern generation of students, forms of organizing the educational process and the latest methods of obtaining knowledge that differ from traditional ones are necessary. The importance of multimedia teaching tools is shown, which are promising and highly effective tools that allow the teacher not only to present an array of information in a larger volume than traditional sources of information, but also to include text, graphs, diagrams, sound, animation, video, etc. in a visually integrated form. Approaches to the classification of multimedia learning tools are revealed. Special features, advantages of multimedia, expediency of use and their disadvantages are highlighted. A comprehensive analysis of the capabilities of multimedia teaching tools gave grounds for identifying the didactic functions that they perform. Several areas of multimedia application are described. Multimedia technologies make it possible to implement several basic methods of pedagogical activity, which are traditionally divided into active and passive principles of student interaction with the computer, which are revealed in the article. Important conditions for the implementation of multimedia technologies in the educational process are indicated. The feasibility of using multimedia in education is illustrated by examples. Of particular importance in education are game forms of learning, in the implementation of which educational elements based on media material play an important role. The influence of the game on the development of attention by means of works of media culture, which are very diverse in form and character, is shown. The importance of the role of multimedia in student education is indicated. In the educational process of multimedia students, a number of educational functions are implemented, which are presented in the article. Recommendations for using multimedia are given.

      • Criminal and Legal Countermeasures against Cybercrime in the Conditions of Martial Law

        The article is devoted to the consideration of the features of the application of criminal and legal countermeasures against cybercrime in the conditions of martial law. While conducting this research, we found an opportunity to formulate the author's recommendations for solving the most complex law enforcement problems, as well as to propose changes to the Criminal Code of Ukraine aimed at eliminating the flaws of the analyzed Law, the adoption of which will contribute to the achievement of higher efficiency of the relevant criminal law prescriptions. It is argued that the removal of the previously existing in the footnote of Art. 361 of the Criminal Code of a fundamentally important caveat regarding the fact that when assessing "significant damage", the mentioned property equivalent was to be taken into account only when such damage consisted in causing material damage, which led to a significant and unjustified narrowing of the scope of potential application of Part 4 of Article 361 of the Criminal Code.

      • THE ACTIVITIES OF AMALGAMATED TERRITORIAL COMMUNITIES IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT OF THE ENVIRONMENT: THE EXPERIENCE OF UKRAINE AND THE EU STATES

        The relevance of the study implies the need to explain the main determinants of environmental policy, allowing countries to converge on a common working basis. The purpose of the research is to explore ways in which the environmental aspects of EU regions and territories can be shaped to apply to domestic environmental policy. A total of 997 representatives from the Ukrainian UTCs, who are involved in local environmental policy, participated in the survey. Results of the research. A hierarchy of regional environmental policy objectives has been identified. Three key principles of eco-policy development have been distinguished. The means of the innovative approach strategy implementation have been outlined (formation of the regional market of environmental services; organization of interaction between environmental agencies and market structures; establishment of environmental funds which finance environmental activities; implementation of the "collateral return" system; formation of a system of benefits and loans to enterprises that successfully implement the environmental policy). The means of the prognostic approach implementation strategy to the development of the region's environmental policy have been determined (the use of an orderly and successful long-term strategy of economic development of the region; obligatory consideration in the mechanisms strategy aimed at improvement of environmental management system of the region, interbranch impact of the projects implemented on the region's ecological situation; taking into consideration the economic and geographical peculiarities of the region, the necessary infrastructure, issues of the territorial location of the large enterprises in the region and their impact on the environment). The means of the traditional approach strategy implementation have been outlined (activity programs focused on solution of specific problems, rather than on the implementation of measures for environmental restoration and enhancement; nature conservation problems have interbranch, interdepartmental character due to unity of the region's ecosystem; tracking complexity of changing conditions (water basins, woodlands, air-mass transport), regional boundaries generally do not coincide with natural ecosystems boundaries). The practical significance of the study lies in providing recommendations for the implementation of certain aspects of Ukrainian UTC's environmental policy.

        Social and Economic Determinants for the Development of Resource Potential of Small Forms of Agrarian Production in Ukraine

        The socio-economic importance of small forms of entrepreneurship in the national economic model has significantly increased. There was substantiated an existence of specific features of small rural enterprise development of the leading European countries, since farming is the basis of family agricultural business. The theoretical and methodological basis of the research is the concept of low-income family-labor enterprise. There were used methods to evaluate the results of production and economic activity of farms based on the alternative ways to estimate the labor costs for the production owners. The development trends of farms in the European Union and the dynamics of the income level of the members-farm owners were analyzed. There were established the peculiarities of the farm holdings development in Ukraine and the factors that determine the specifics of their sectoral diversification. The comparative analysis of the level of production efficiency for the main types of agricultural products among the agricultural enterprises and farms of Ukraine was carried out. The need to integrate the monetary compensation of labor costs of farm members-owners as a component of their resource potential was proved. The significance of the research results to ensure the effective economic activity of small forms in Ukraine was substantiated.

        The article considers the position of scientists on the concept of "pedagogical technology", identifies the signs of pedagogical technology and existing classifications, considers non-traditional (innovative) learning technologies, as well as their practical forms of application in the educational process, summarizes the results, makes recommendations for the practical application of the studied material. The article considered the basic concepts of pedagogical technology, as well as some types of non-traditional (innovative) teaching technologies. Also, examples of the use of some elements of innovative technologies in practical educational activities are given. The choice of specific non-traditional pedagogical technologies is determined by the target orientation, content specificity, individualization of training, technical equipment of the educational institution, etc.

        Oxidation of Nitride Layers Formed on Ti-6Al-4V Alloys by Gas Nitriding

        Ti-6Al-4V alloys were nitrided through gas nitriding at 950 °C for 3 h in deoxygenated, atmospheric nitrogen gas. During nitriding, nitrogen reacted and diffused into the alloys to form Ti2N and a meager amount of TiN in a Ti-N compound layer with a thickness of 20 μm to 25 μm. An α-Ti(N) diffusion layer with a thickness of 40 μm to 80 μm formed below this layer. A small amount of Al was dissolved at the top of the Ti-N compound layer because of the strong interaction of nitrogen with Ti and Al. Nitriding resulted in the dissolution of interstitial nitrogen and the formation of nitrides. Oxidation of the nitrided Ti-6Al-4V alloys initially resulted in the formation of a Ti-N-O layer, which later oxidized to TiO_2. Above 800 °C, the nitrided alloys oxidized rapidly, accompanied by microcracking of the TiO_2 surface layer.

        The article deals with increasing the effectiveness of educational content on the YouTube channel with the help of built-in analytics tools. Particular attention is paid to the creation of quality video, taking into account the reaction of end users of video materials. Ways to increase the video audience are considered. Techniques for improving video content apply to individual videos, as well as playlists and channels in general. In this case YouTube is both an independent educational platform and an auxiliary platform in a set of various educational solutions.

        The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

        The article reveals the essence of cyber socialization influencing the process of education and development. The general and potential possibilities of cyber socialization in the process of using the cyberspace of the Internet environment are presented. The sudden transition to distance learning in the spring of 2020 put the pedagogical community in the face of problems related to the content, organizational and methodological basis of the educational process. During the training in distance mode, a rich experience was gained in the use of information and communication technologies. The article discusses the techniques and methods of teaching using the capabilities of information and communication and digital technologies.
