Evolution of a Fishery Management Plan: A Case of the Atlantic Herring Fishery

This paper describes the evolution of a management plan for the Northwest Atlantic Herring fishery in US waters. It is relatively small fishery in value of landings. Also the fishery is a highly volatile one. However herring is an important species in the food web of the Northwest Atlantic. Sea surface temperature(SST) has been demonstrated to be a key parameter in determining the production of pelagic fisheries in a changing environment. So, Juvenile and larval stage herring are hypothesized to be very sensitive to low temperature. We focus only on sea surface temperature effects on Atlantic herring stock by estimating the correlation coefficient between the SST and the change of stock using the two year old stock. The correlation is 0.69. The Atlantic Herring fishery has currently an unusually large offshore stock and inshore stock component is close to or already fully exploited. Permits designed to elicit the appropriate response in conservation of a fully exploited stock, we refer to as "Fishery Conservation Permits(FCP)". Development of available resource would be achieved through "Fishery Development Permits(FDP)". FCPs would control access to and exploitation of the coastal resource of Area 1. Also, there are three kinds of FDPs and they differ by their priority. This permit plan did appear to be approved at a New Bedford meeting of the Council. However herring was not on the list of Council priorities and would not receive the benefit of their attention. In response to the refusal of the Council to take a more pro-active stance, a group of commercial herring harvesters has expressed theier interests in a "sole owner" approach. The structure of this fishery's industry, and its robust condition make it a good candidate for a painless transition to a right-based system.

A radial artery pulse wave is measured while pressing an artery with constant force. However, pulse waveform measurements vary depending on pressing force and direction. Accurate pulse waveform measurements are important for analysis. Thus, it is necessary to define the measurement range of the permissible force and direction from which a correct pulse waveform is derived. In this study, pulse waves were generated by a pulse wave generator for accurate control. The pulse waves generated for different angles and pressing forces were analyzed. The augmentation index (AIx), which is the most commonly used index for evaluating vascular stiffness, was analyzed. The AIx was measured within ± 6° of the vessel direction and within ± 8° perpendicular to the vessel direction with a force that was 25% or more of the pressing force at which the maximum pressure wave was generated. We identified the applicable pressing force and angle range by analyzing the effect of pressing angle on the pulse wave. The AIx analysis performed using the pulse wave measurement device is reliable and reproducible.

The drag torque in the wet clutch system of a dual clutch transmission system is investigated because it is relatively high, up to 10 of the total output torque of the engine, even when the clutch is in the disengagement state with zero torque transfer. Drag torque results from the shear resistance of the DCTF between the friction pad and separator plate. To reduce the drag torque for ensuring fuel economy, the groove pattern of the wet clutch friction pad is designed to have a high flow rate through the pattern groove. In this study, four types of groove patterns on the friction pad are designed. The volume fraction of the DCTF (VOF) and hydrodynamic pressure developments in the gap between the friction pad and separator plate are computed to correlate with the computation of the drag torque. From the computational results, it is found that a high VOF and hydrodynamics increase the drag torque resulting from the shear resistance of the DCTF. Therefore, a patterned groove design should be used for increasing the flow rate to have more air parts in the gap to reduce the drag torque. In this study, ANSYS FLUENT is used to solve the flow analysis.

Drag torque reduction in a wet clutch pack is a key aspect of the design process of the dual clutch transmission (DCT) system. In order to reduce the drag torque caused by lubricant shear resistance, recently developed wet clutch pack systems of DCT, as well as automatic transmission and other four-wheel drive (4WD) couplings, frequently utilize wavy wet clutch pads. Therefore, wavy shape of friction pad are made on the groove patterns like waffle pattern for the reduction of drag torque. Additionally, the groove patterns are designed with larger channels at several locations on the friction pad to facilitate faster outflow of lubricant. However, channel performance is a function of the aviness of the friction pad at the location of the particular channel. This is because the discharge sectional area varies according to the waviness amplitude at the location of the particular channel. The higher location of the additional channel on the friction pad results in a larger cross-sectional area, which allows for a larger flow discharge rate. This results in reduction of the drag torque caused by the shear resistance of DCTF, because of marginal volume fraction of fluid (VOF) in the space between the friction pad and separator. This study computes the VOF in the space between the friction pad and separator, the hydrodynamic pressure developed, and the shear resistance of friction torque, by using CFD software (FLUENT). In addition, the study investigates the dependence of these parameters on the location and waviness amplitude of the channel pattern on the friction pad. The paper presents design guidelines on the proper location of high waviness amplitude on wavy friction pads.
두 도시 이야기: 강릉과 다카라즈카 - <다카라즈카 조선인 추도비>와 <강릉의 감사패>를 둘러싼 공공외교 사례 분석

2020년 3월 26일 일본 효고현 다카라즈카에 조선인 추도비가 건립되었다. 이 추도비에는 1914년 3월 고베수도공사 중에 사고로 사망한 김병순(金炳順)씨를 포함한 다섯 명의 조선인 노동자들의 이름이 새겨졌다. 다카라즈카의 일본인과 재일동포들은 지난 1백 년 동안 이 조선인 순난자들을 제사지내 왔다. 그들의 희생을 발굴하고, 기록하고, 마침내 다카라즈카 시정부의 협력 아래 추도비를 세우기에 이르렀다. 이 글은 <다카라즈카 조선인 추도비> 건립이 <강릉시의 감사패> 증정으로 이어졌던 일련의 과정을 2000년대 들어 활발해진 한국식 공공외교의 전형적인 사례로 파악하면서, 이와 유사한 공공외교 활동에서 인류애와 인권에 바탕을 둔 보편적 가치 추구와 공공외교의 세 행위자(중앙정부와 지방정부, 그리고 민간부문) 사이의 협력이 매우 중요함을 강조하였다. On March 26, 2020, a memorial monument for Koreans was built in Takarazuka, Hyogo Prefecture, Japan. The memorial stone engraved the names of five Korean workers, including Kim Byung-soon, who died in an accident during the construction of the Kobe water supply in March 1914. The Japanese and Korean residents of Takarazuka have been holding annual memorial services for the Korean victims for the past 100 years, discovering and recording their sacrifices, and eventually established a memorial stone under the cooperation of the Takarazuka municipal government. This article identified a series of processes where the construction of < Takarazuka Memorial Monument for Koreans > has been led to the presentation of < Plaque of Appreciation of Gangneung City >. Considering these activities as a typical example of Korean-style public diplomacy, it is pointed out that it is important to pursue universal values based on humanity and human rights in public diplomacy and the cooperation among the three actors of public diplomacy.
도메인 산출물의 효과적인 재사용을 지원하기 위한 도메인 Asset 저장소 개발

재사용을 목적으로 하는 도메인 공학과 재사용을 통한 컴포넌트 기반 소프트웨어 개발에 있어 재사용 저장소는 필수적 요소이며 재사용의 대상도 다양하다. 그러나 기존의 컴포넌트 저장소들은 소프트웨어 개발 주기의 다양한 산출물들을 컴포넌트의 일부분으로써 종속적으로 다루고 있음으로 인해 요구사항 수집에서 구현에 이르는 전 단계에서 도메인 산출물들의 재사용을 지원하기에 부족하다. 또한 기존의 도메인 저장소들은 도메인 산출물들 간 연관성 정의와 도메인 공통성 및 다양성 속성에 대한 기술이 부족하다. 따라서 본 논문에서는 소프트웨어의 전 개발 주기에서 재사용될 수 있는 도메인 산출물의 의미 있는 단위인 도메인 Asset들을 그것과 연관된 다른 도메인 Asset들과 함께 제공하고, 도메인 Asset이 가지는 특성에 대한 기술을 통해 도메인 산출물들의 효과적인 재사용을 지원하는 도메인 Asset 저장소 개발 방안을 제시한다.
