If countries invest in acquiring missile technology, does that in turn raise their likelihood of obtaining nuclear weapons capabilities? We argue that states that make long-term investments in mastering rocket technology are more likely to become latent nuclear weapons states or acquire nuclear weapons. Investing in the development of scientific and military industrial complexes (SMICs) within the military rocketry sector provides positive spillover from the research infrastructure that is built, the industries and scientific communities that are cultivated, and the lessons derived from managing complex research endeavors. Furthermore, such programs create constituencies that will advocate for the acquisition of nuclear weapons. Via a global analysis from 1945 to 2007, we find that possessing mature military rocketry R&D programs, as opposed to simply possessing short-range ballistic missiles (SRBMs), increases the likelihood that a country will acquire the capabilities to produce nuclear weapons. Our findings contribute to the research agendas on the domestic sources of security policy and supply-side theories of nuclear proliferation.

Objectives: Genomic markers linked to exercise-associated health benefits and/or sporting performance are increasingly used to guide decision-making in healthcare and sport/exercise science. This project investigated whether the IL-6R SNP “rs2228145” might be provisionally designated a novel physical activity/exercise marker. rs2228145 results in an Aspartate358/Alanine358 change adjacent to the site where the IL-6R protein is cleaved into two fragments, resulting in ~two-fold increases in blood-borne levels of soluble IL-6R [‘sIL-6R’]. Methods: Cohorts of staff/students at Cardiff Metropolitan University donated/completed: [i] finger-prick capillary blood samples (subjected to ELISAs for sIL-6R, the associated signalling protein sgp130, and the IL-6/sIL-6R complex); [ii] cheek-swab samples containing buccal epithelial cell DNA (subjected to PCR-based IL-6R/rs2228145 genotyping assays); [iii] International Physical Activity Questionnaires (to estimate physical activity levels in the week preceding sample donation). Results: As expected, we observed significant genotype-dependent differences in blood-borne sIL-6R levels (CC (44.1±21.7ng/mL) vs. AC (28.6±7.3ng/mL) vs. AA (19.9±6.5ng/mL; P<0.05)); Importantly, AA homozygotes undertook significantly more physical activity than AC heterozygotes (6318±899 v. 3904±2280 MET-mins/week; P<0.01). Genotype was significantly associated with physical activity levels (P<0.05), and sIL-6R (P=0.197) and sgp130 (P=0.160) showed non-significant correlations with physical activity levels. Conclusions: These data suggest that IL-6R/rs2228145 genotype may influence participation in physical activity/exercise, perhaps by impacting on abilities to tolerate activity without experiencing adverse-effects. Although more research is required to confirm these preliminary findings, designation of IL-6R/rs2228145 as a novel marker, and determination of participants’ IL-6R/rs2228145 genotypes, may in future be useful tools to aid exercise-providers in designing personalised exercise programmes matched to clients/patients.
Going for the gold: Status-seeking behavior and Olympic performance

State competition for international status takes a variety of forms, but most are linked to states’related pursuits of economic and/or military power. The Olympics offer a unique venue for states to compete with one another in a forum whose consequences do not directly spill over into either realm. Instead, states compete against one another for Olympic medals—a currency with no other international political value beyond the prestige that can be obtained with them. Leveraging a theoretical framework nested in Social Identity Theory, we develop a set of hypotheses to explain how states can be attributed international status as a result of their performance in the Olympic Games and via playing host to them. Using a linear hierarchical method of analysis,we evaluate the impact of participation in the Summer Olympics on the status attributed to members of the international system from 1960 to 2012. Our findings indicate that states whose performance exceeds expectations and smaller-sized countries that play host to the Olympic Games disproportionately gain status from their participation in the sporting regime.

This paper presents preliminary results of the APMP.EM-K6a key comparison of AC-DC transfer conducted during 2000 to 2003. The AC-DC voltage transfer difference of the travelling standard was measured at 3 V and selected frequencies from 1 kHz to 1 MHz that included those of the CCEM-K6a key comparison. Also discussed are the methods used to compare thermal voltage converters with different input connectors, and to link the results to the parent Consultative Committee on Electricity and Magnetism (CCEM) comparison.

<P>This paper explores, develops, and investigates several bypass-sensitive compilation techniques to reduce the register file power by reducing the access frequency to the register file. We study the effectiveness of our techniques on the Intel XScale processor, which is based on the previously proposed ldquoon-demand register fetch readrdquo architectural feature. Furthermore, we show that our bypass-sensitive compilation technique is effective on various partial bypass configurations.</P>
