In this paper, we prove that any stable f-harmonic map ${\psi}$ from ${\mathbb{S}}^2$ to N is a holomorphic or anti-holomorphic map, where N is a $K{\ddot{a}}hlerian$ manifold with non-positive holomorphic bisectional curvature and f is a smooth positive function on the sphere ${\mathbb{S}}^2$with Hess $f{\leq}0$. We also prove that any stable f-harmonic map ${\psi}$ from sphere ${\mathbb{S}}^n$ (n > 2) to Riemannian manifold N is constant.

The Mediterranean Sea is currently facing dramatic changes and threats, including change in native species and accidental introductions. The introduced green alga Codium fragile subsp. fragile (Suringar) Hariot influences diversity and community structure in some parts of the world. This paper documents the distribution of this species in Tunisia and provides a morphological description of C. fragile subsp. fragile in Northern Tunisia. Results confirm the identity of Tunisian specimens as the invasive subspecies C. fragile subsp. fragile. This is the first morphological characterization of this subspecies in Tunisia.
Dimensioning of Next Generation Networks Signaling Gateway for Improving a Quality of Service Target

In this paper, we propose a set of dimensioning rules, which deliver high quality session-based services over a Next Generation Network based IP/MPLS transport infrastructure. In particular, we develop a detailed dimensioning methodology for improving a target QoS requirement. The proposed methodology outlines an optimal equipment allocation strategy for a requested capacity. The benefits of operating a network under the paradigm of generous dimensioning, for converged multiservice traffic flows, include target QoS guarantee, scalability, and network resilience. We present and discuss experimental results which illustrate a practical implementation of the proposed dimensioning strategy and its benefits.

Agreement on Safeguards came into being after long negotiations. This agreement seems to be contained the comprehensive applicable rules on safeguard measures. However, the Appellate Body ruled that Article XIX of GATT is applicable with the Agreement on Safeguards. As a result of the Appellate Body resolution upon this issue, the Applicability of safeguard measures is threatened, moreover, it makes the WTO members to circumvent the existing rules to protect their domestic industry. Thus the revival of Article XIX was not only to its provisions, but also for the illegal practices, which motivated the WTO agreement drafters to create the Agreement on Safeguards.

This paper deals with an optimization approach of 3D space placement of power components under volume and thermal constraints. It consists in optimizing semiconductors positions on a heat sink by respecting the components junction temperatures and minimizing the heat sink size. The aim is to remove risks on the 3D converter components placement and ensure their effective integration before carrying out the first physical prototype. This approach is based on coupling an optimization environment with a thermal finite element simulation tool. A pre-sizing step using analytical models is performed to set the optimization computations coupled to numerical simulation.

Soil degradation has become a major worldwide environmental problem, particularly in arid and semi-arid climate zones due to irregular rainfall and the intensity of storms that frequently generate heavy flooding. The main objective of this study is the use of geographic information system and remote sensing techniques to quantify and to map the soil losses in the Wadi Saida watershed (624 ㎢) through the revised universal soil loss equation model and a proposed model based on the surface erosive runoff. The results Analysis revealed that the Wadi Saida watershed showed moderate to moderately high soil loss, between 0 and 1000 t/㎢/year. In the northern part of the basin in the region of Sidi Boubkeur and the mountains of Daia; which are characterized by steep slopes, values can reach up to 3000 t/㎢/year. The two models in comparison showed a good correlation with R = 0.95 and RMSE = 0.43; the use of the erosive surface runoff parameter is effective to estimate the rate of soil loss in the watersheds. The problem of soil erosion requires serious interventions, particularly in basins with disturbances and aggressive climatic parameters. Good agricultural practices and forest preservation areas play an important role in soil conservation.

A p-version of the finite element method in conjunction with the modeling dynamic method using the arc-length stretch deformation is considered to determine the bending natural frequencies of a cantilever flexible plate mounted on the periphery of a rotating hub. The plate Fourier p-element is used to set up the linear equations of motion. The transverse displacements are formulated in terms of cubic polynomials functions used generally in FEM plus a variable number of trigonometric shapes functions representing the internals DOF for the plate element. Trigonometric enriched stiffness, mass and centrifugal stiffness matrices are derived using symbolic computation. The convergence properties of the rotating plate Fourier p-element proposed and the results are in good agreement with the work of other investigators. From the results of the computation, the influences of rotating speed, aspect ratio, Poisson's ratio and the hub radius on the natural frequencies are investigated.
