All citizens shall be equal before law, and there shall be no discriminaton in poli-tical life. Equal ballot means that all who participate in the election are to have an equal vote, so called ONE-MAN-ONE-VOTE. This is required by Article 9 and Article 76 of the Constitution. But the failure of the Legislation to reapportion on the congressional election district for many years, despite the great changes of the discrimination of the population indicated in census figures, has resulted in election districts the populations of which range from 530, 037 to 106,660 Can appellants bring suit in the Supreme Court to redress alleged violantions of cons-titutional rights? This is not a "political question". Malapportionment of the National Assembly Members Election Law constitutes a violation of Articlcle 9 of the Constitu-tion. Therefore, in case of bringing suit like this, the Spreme Court should not dismiss the appeal on acount of the lack of jurisdiction of the subject matter, but must request the Constitution Committee to judge the constitutionality of the National Assembly Me-mbers Election Law. When the Constitution Committee makes a decision on the un-constitutionality of the Election Law, the Supreme Court should invalidate the ballot of the election district of the appellants.

In this paper, We develop a directional 2-D nonseparable filter bank that can perfectly reconstruct the down sampled subband signals. The filter bank represents two powerful image and video processing tools: directional subband decomposition and perfect reconstruction. The directonal filter banks consist of (1) input signal and the subband signals modulation, (2) diamond shape prefilter, and (3) four different parallelogram shape prefilters. We use a conventional 1-D half-band filter as a prototy and then apply the McClellon transform for the specific 2-D diamond shape and parallelogram shape subfilters. This method is extremely simple in designing the analysis/synthesis subfilters for the filter bank.

An digital filter bank was designed by using wavelet digital filter which is based on wavelet transform. In this paper, a new digital filter bank designing method is proposed which utilizes the wavelet digital LPF and HPF. The wavelet transform can be available to recognition of speech, image compression and so on. The 3-level tree structured filter bank system based on wavelet transform was designed in this paper.
웨이브 디지탈 필터를 이용한 디지탈 필터뱅크의 설계에 관한 연구

본 논문은 WDF(Wave Digital Filter)를 이용한 8-채널 필터뱅크를 구성하는 새로운 방법에 대하여 연구한 논문이다. 지로WDF(Branching WDF)의 상보성(Complementary)을 이용하여 필터뱅크를 구성하는 방법은 일반적인 재래식 방법보다 소요필터 수를 줄일 수 있으며 DSP 칩(Digital Signal Processor Chip) 구성시 많은 기억소자(Memory)수를 줄일 수 있다. 본 논문에서 제안된 8-채널 필터뱅크의 구성방법은 기존의 논문보다 필터 수를 줄일 수 있었으며, 제안된 방법의 타당성 조사를 위하여 컴퓨터 시뮬레이션한 결과 동작이 양호함을 확인하였다. An 8-channel digital filter bank with wave digital filters(WDF) is studied. Wave digital filtwr is automatically a directional filter. Using these properties, a new method for organizing the 8-channel digital filter bank is proposed. This will lead to enormous savings in memories for the digital signal processign chip.

영상 부호화를 위한 2차원 비분리가능한 방향성 완전복원 필터뱅크의 설계

In this paper, We develop a directional 2-D non-separable filter bank which can perform the perfect reconstruction of the downsampled subband signals. The filter bank represents a union of two powerful image and video processing tools : directional decomposition and subband decomposition. This subband decomposition is implemented by (1) modulating the input signal and the subband signals (2) using a tree-structure diamond shape prefilter followed by downsampling on quincunx grids; and (3) applying of four types parallelogram prefilters followed by four different downsampling matrices respectively. This paper addresses the design and implementation of two-channel filter banks for such application. The two-band subsystem in tree-structure filter bank is proved and analyzed to be able to provide perfect reconstruction of the downsampled subband signals. Compared with the Bambeger's method, our method is extremely computational simple in designing the analysis/ synthesis sub-filters for the filter bank. Finally, we use conventional 1-D analysis/synthesis filters as prototype and then apply McClellan transform for the specific 2-D diamond shape and parallelogram shape subfilters.
