노근리사건 민간인 희생자 및 유가족 복지지원을 위한 기반모색 연구

본고는 한국전쟁 당시 미군에 의한 민간인 희생을 가져온 노근리사건에 대한 진상규명 및 배상 요구 등의 활동상을 정리하고, 그의 시대적 성격과 의의를 파악함으로써 피해자 및 그 유족에 대한 복지적 지원방안 마련의 기초를 제공하는 것을 목적으로 한다. 이에 따른 복지적 기반조성의 방안으로서 노근리사건특별법상 희생자 및 유가족 등에 대한 생활지원관련 근거 마련, 영동군 및 충청북도 자치조례 제정 및 정리를 통한 지자체 수준에서의 지원근거 마련, 생존당사자들의 고령화에 따른 양로지원 측면에서의 시설 설치 및 운영, 희생자 및 유가족을 위한 의료정책적 지원, 신체적, 정신적, 사회심리적 지원인프라 구축, 노근리 평화공원의 컨텐츠 내실화 및 행정지원체계 정비, 중앙정부 내지 지자체 수준에서의 추념일 지정, 노근리사건 관련 연구 활성화 등을 제안하였다. This study arranges contents on activity development of truth ascertainment and claim for compensation about the "Nogunri Incident" at the time of the Korean War and has the purpose to seek the foundation of ways of rational welfare support for the victims and bereaved families by grasping characteristics and meanings of the time. As basic ways according to them, preparation of clauses related with living support for the victims and bereaved families under the Special Act on the Nogunri Incident, preparation of support foundation through the enactment or arrangement of autonomy ordinances of Yeongdong-gun and Chungcheongbuk-do, facility installation and preparation of operation plans in the level of support in caring for the aged people in accordance with aging of the survivors. preparation of medical policies in physical, psychological, and psychosocial aspects, support of content substantiality in operating Nogunri Pyeonghwa [peace] Park and reorganization of the administration system, enactment of the memorial day in the level of the central government or the local government unit, recovery of the tarnished reputation of the victims, and vitalization in an academic level in aspect of human right were proposed.

The objectives of this study were to identify the period of initiation of floral primordia in black locust (Robinia pseudoacacia L.) and subsequent development of floral buds until following spring. Four mature trees of black locust located in Suwon, Korea were selected. Bud samples were collected from the current-year shoots, starting from mid June to July every week, from August to October and from February to April every month. The buds were fixed in FAA solution, dehydrated, and imbedded in paraffin for microscopic observation. Buds collected on June 16, and 23, 1997, contained primitive primordia that might be interpreted as early floral primordia. By June 30, a bud showed a positive indication of inflorescence primordium with a well-formed shoot apex. All the inflorescence primordia observed throughout the collection periods were always associated with unique hairy appendages around the primordium and enclosed within a sclerenchymatous chamber. By July 7 and 15, a floral apex had early bud scales. By July 22, primitive inflorescence developed into visible arrangement of individual floral primordial By July 29, the inflorescence developed into whirl arrangement of individual floral primordia in a transverse section, but showed little further development until October 15. The inflorescence primordia seemed to over-winter at this stage. Buds collected from February 15 and March 24 the following year also showed no further development of inflorescence primordia. By April 7 the inflorescence started to show further development with elongated axis. At this time individual flowers were easily recognized.
DS-CDMA/DPSK 셀룰라 이동통신 시스템에서 간섭 제거기와 RAKE 수신기에 의한 성능 개선

In this paper, we analyzed the performance improvement of the DS-CDMA/dPSK cellular mobile communication system with CCI canceller and RAKE receiver techniques in mobile radio channel which is characterized by AWGN, Multi-user interference (mUI) and frequency-selective rayleigh fading. System capacity i.e., number of user per cell has been derived and the evaluated results are shown in figuraes as a function of PN code sequence length, number of RAKE receiver tap, BER and E$_{b}$/N$_{o}$. The voice activity factor is assumed to be 3/8 the number of sectors in a cell 3 and MUI is modeled as gaussian process. From the results, the capacity of the DS-CDMA/DPSK cellular mobile communication system is improved by adopting CCI canceller. When we adopt the RAKE receiver to mitigate the multipath fading, the error performance is improved and the amount of improvement is proportional ot the number of taps L in the case that each tap contains a signal component and the better of improvement can be obtained, the smaller of the SNR difference in each tap. The system capacity is more increased when the CCI canceller and the RAKE receiver is used in cascade.
창공91의 비행시험을 통한 속도 및 고도 보정에 관한 연구

본 연구는 창공91 항공기의 비행시험을 수행하기 위하여 기본이되는 항공기의 고도계와 속도계를 보정하는 방법에 대해 기술하였으며, 실제 비행시험을 통한 결과를 이용하여 항공기의 계기를 보정하는 방법을 나타내었다. 속도계와 고도계를 보정하기 위하여 수행되는 비행시험에는 여러가지 방법이 있지만, 본 연구에서는 일반적으로 경항공기를 제작하여 판매하는 항공기 제작사에서 운용되는 방법인 tower flyby 방법과 system to system방법을 사용하였다. 이 방법은 pitot head에 오차가 없음을 가정한 방법이다. 비행시험을 통해 실제 측정된 자료들은 항공기 계기 보정에 적절함을 알 수 있었다. A study on the airspeed and altimeter calibration of Chang-Gong 91 was conducted by the flight test. Airspeed calibration are conducted using the altimeter method(tower flyby). This method assumes that all the airspeed position error is caused by the static system and that there is no error in the pitot head. For that reason, this method is used mainly in the small aircraft manufacture company. We have been also conducted the ‘system to system’ method using the swivel head airspeed booms. Flight test data is corrected for instrument error and position error, and the resulting data was satisfied.
