The purpose of this paper is to study the process of change in ownership structure in the Russian oil industry and Putin's oil policy and its implication. For this purpose, author examined privatisation process of Russian oil industry. Russian oil industry has been completely restructured in the process of privatisation program of the 1990s. In result, vertically-integrated type oil companies was established during the terms of former President Yeltsin. After restructuring of russian oil industry, ownership structure was completely changed from state's control to private ownership. Since Yukos scandal happened, the dominant position of vertically-integrated oil companies declined and Putin government's control about oil production and export was more and more tightening. President Putin attempts to take back control of the oil industry. At present russian government use various policy as means of more controlled development of oil production and export. Taxation, licensing and oil pipeline system are considered as the most efficient tools. Based on the results of this study, author provides some implications about Putin's oil policy. Various statistics exactly showed efficiency of private oil companies in operating oil production and export. So author suggests Putin government take steps to guarantee profit of vertically integrated oil company and tax their excess oil rent at the rational level. Establishment of stable business environment suitable for activities of private oil company will be a win-win strategy for each other.
영상통신에서 잡음 제거를 위한 새로운 세미 랜덤 인터리버 알고리즘

본 논문에서는 영상 통신 채널 상에서 발생하는 잡음을 효과적으로 제거하기 위해 터보코드를 사용하였다. 터보코드는 복호 성능이 우수하지만 시스템의 복잡도와 복호 과정의 시간지연 때문에 실시간 통신에는 부적합하다는 단점이 있다. 이 문제를 극복하기 위해, 본 논문에서는 터보코드의 부·복호기에 사용되는 인터리버의 크기를 감소시켜 영상 데이터를 전송 할 때 소요되는 시간지연을 줄이는 새로운 세미 랜덤(Semi-Random)인터리버 알고리즘을 제안하였다. 세미 랜덤 인터리버 알고리즘은 입력 프레임의 길이를 1/2 크기만큼 인터리버를 구성하고, 인터리버 내에 데이터를 입력할 때는 블록 인터리버 처럼 행으로 입력하며, 데이터를 읽을 때는 랜덤하게 읽음과 동시에 다음 데이터가 그 주소 번지에 위치하게 된다. 그러므로, 기존의 블록, 대각, 랜덤 인터리버와 알고리즘의 복잡도를 비교할 시 그 복잡도가 1/2로 감소되어 세미 랜덤 인터리버를 터보코드에 적용할 때 영상 데이터를 실시간 처리할 수 있다. In this paper, The turbo code is used to effectively remove noise which is generated on the image communication channel. Turbo code had excellent decoding performance. However, it had limitations for real time communication because of the system complexity and time delay in decoding procedure. To overcome this problem, this paper proposed a new SRI(Semi Random Interleaved algorithm, which decrease the time delay, when the image data, which reduced the interleaver size of turbo code encoder and decoder, transmitted. The SRI algorithm was composed of 0.5 interleaver size from input frame sequence. When the data inputs in interleaver, the data recorded by row such as block interleaver. But, When the data read in interleaver, the data was read by randomly and the next data located by the just address simultaneously. Therefore, the SRI reduced half-complexity when it was compared with pre-existing method such as block, helical, random interleaver. The image data could be the real time processing when the SRI applied to turbo code.
터보코드에 적용을 위한 세미 랜덤 인터리버 알고리즘의 제안

터보코드는 인터리버의 크기가 클수록 반복 복호횟수가 많을수록 복호 성능은 우수하지만 시스템이 복잡해져 한 개의 정보비트를 복호할 때 많은 시간지연을 발생시켜 실시간 통신에는 부적합하다는 단점이 있다. 따라서 본 논문에서는 터보코드 부$\cdot$복호기에 사용되는 인터리버의 크기를 감소시켜 한 개의 정보비트를 복호할 때 소요되는 시간지연을 줄이는 새로운 세미 랜덤(Semi-Random) 인터리버 알고리즘을 제안하였다. 세미 랜덤 인터리버 알고리즘은 입력 데이터 길이의 1/2 크기만큼 인터리버를 구성하고, 인터리버 내에 쓸때는 블록 인터리버처럼 행으로 쓰고, 읽을 때는 랜덤하게 읽음과 동시에 다음 데이터가 그 주소 번지에 위치하게 된다. 따라서 기존의 블록, 대각, 랜덤 인터리버와 알고리즘의 복잡도를 비교할 시 그 복잡도를 1/2로 감소시킬 수 있게 된다. 본 연구는 은퇴자의 삶의 만족에 영향을 주는 요인들을 확인하고, 이를 통해 사회복지적 함의를 도출하기 위한 목적으로 수행되었다. 한국고령화연구패널(KLoSA) 2차 자료를 활용하여 추출한 연구표본의 다양한 요인(건강, 경제적, 사회적 요인)들이 은퇴자의 삶의 만족에 주는 차별적인 영향을 알아보았다. 연구결과, 표본의 연령, 교육수준, 종교, 주관적 건강상태, 규칙적인 운동, 건강검진 수혜, 경제적 수준, 배우자 및 자녀와의 관계만족도, 사회적 모임 참여가 삶의 만족도에 영향을 주는 것으로 나타났으며, 사회적 요인들이 지역사회에서 지내는 은퇴자들의 삶의 만족에 상대적으로 큰 영향을 주는 요인임을 알 수 있었다. 본 연구의 결과는 지역사회에서 생활하는 은퇴자의 삶의 만족을 향상시키기 위해 정부를 포함한 공공의 노력과 함께, 가족과 개인이 각각 어떠한 준비를 해야 하는지 정책적, 실천적 함의를 함께 제시해 주었다. The purpose of this study was to investigate factors that influence the life satisfaction of retirees living in the community. To this end, 2,113 respondents, who identified themselves as ‘retired’, were selected from the second wave data of KLoSA; their answers were then analyzed to investigate health, economic and social factors that influence life satisfaction of retirees. The results show that life satisfaction of retirees was influenced by age, level of education, religion, self-rated health status, degree of regular exercise, regular medical check-ups, economic level, relationship with spouse and children, and participation in social gatherings. Among the factors, social factors appeared to have the strongest influence on the life satisfaction of retirees. Results suggest political and practical implications that the government, families and individuals should prepare to improve life satisfaction of retirees.
