Looking into the top-five innovative sectors in Korea's manufacturing and service industries, this study empirically analyzes the effect of innovation performance on R&D investment, which is one of the most important strategic decisions for corporate management. In the midst of an uncertain business environment, R&D investment has been regarded as the most important strategic decision making in corporate management related to innovation. Corporate management, however, tend to be reluctant to make sufficient R&D investment due to the risk of an investment failure. Therefore, having R&D investment by offsetting this risk has been deemed as a key task for corporate management. However, prior studies have failed to identify which factors affect companies' strategic decision making on R&D investment. This study is to remedy this weakness of prior study. Relying on path dependency theory at organization-level and dominant logic at individual-level, this study empirically examines the multiple regression model, which sees entrepreneurial orientation as a positive mediator between innovation performance and R&D investment. The results found in the analysis of 242 local companies in the manufacturing and service sectors represent that innovation performance has a direct and positive effect on R&D investment, while it indirectly affects R&D investment through the mediating roles of entrepreneurial orientation. They also revealed that innovation performance had a meaningful impact on entrepreneurial orientation, which is an inclination to seek innovation, led to R&D investment. The founding of this study imply that innovation performance in the past affects innovation strategies in the future, and such a relationship could be strengthened by entrepreneurial orientation as the dominant logic of corporate management.

The aim of this study was to evaluate the effect of menstration among the influencing factors for the GnRH agonist (as G: depot goserelin 3.6 mg) therapy prior to the planned myomectomy for women who wanted to preserve their fertility. We reviewed total 48 patients. with the G therapy prior to the planned myomectomy from August 1st, 2005 to August 31st, 2006. The patients were classified by the G group (n=28) and the immediate surgery (as S) group (n=20). The G group (n=19) underwent the G therapy for 3 month courses, and then the efficacy was evaluated by menstruation and the myoma volumes. In the G group (n=19), therapy was effective, and the mean age was $32.4{\pm}6.5$ years. After the completion of G therapy, the mean volume of the myoma by ultrasonography was reduced to $85.2{\pm}71.2cm^3$ comparing of $430.6{\pm}248.8cm^3$ at first visit. The 11 patients had menstruation and the rest 8 patients with amenorrhea had less reduced volume of the myoma ($124.05{\pm}79.85cm^3\;v.s.\;329.41{\pm}234.0cm^3$ p<0.05). In the immediate S group, the myoma volumes by sonography was also checked for accuracy (${\alpha}=1.0$). As the result, the initial myoma volume had the positive correlations to the effectiveness with G therapy. However, the occurrence and frequency of the menstruation during the G therapy had a negative correlation. In conclusion, the use of G prior to the planned myomectomy was effective in reducing myoma volume and the menstruation.

유휴,방치 부동산의 공간분포 및 특성 분석: 익산시를 사례로

In an era of the population decrease, the vacant/abandoned properties have increased in most cities in Korea. However, vacant/abandoned properties have been considered difficult to analyze due to the various definitions and gaps in available data sources. This study aims to define the concept of vacant/abandoned properties, to set the measurement index of them, and to analyze the spatial distribution of vacant/abandoned properties in the city of Iksan. The results of this study showed that the spatial patterns of vacant/abandoned properties vary by each different type of property. As for the residential and commerce vacant/abandoned properties, a high-density cluster has been found in the inner city. Even though vacant/abandoned properties can have detrimental negative impacts on a community’s wellbeing and livability, the problems of vacant/abandoned properties may seem far beyond the control of local governments due to the private property law. The local municipality seeking to manage or reuse the stocks of vacant/abandoned properties may be inspired by reforming existing laws or introducing innovative new tools and strategies.

The right to free expression, freedom of the press, is the most essential component of democracy, and journalists play a role as watchdog in democracy. However, censorship and the suppression of the press in modern democratic countries are even more critical, because they are caused in hidden and veiled ways. The declaration of war on terrorism after the 9/11 attacks, in particular, negatively influenced media landscapes in Germany, which has legitimized the violence against free press. German federal government has planned to enact various laws against terror, so called ``Anti-Terror-Pact``. Fortunately, in the case of the Cicero-Affair accused of treason in similar to the Spiegel-Affair (1962), the Federal Constitutional Court of Germany adjudicated that journalists may not be punished in the matter of leakage of governments secrets. Nevertheless, it was warned that the press freedom is seriously in danger, because political and economical powers have attempted to interference the public role of journalists in various ways. Furthermore, social problems such as child pornography are also concerned with new internet regulations which restrict the free information exchanges of citizens in cyberspace. Therefore, a new Act is required to strengthen freedom of the press in Germany.

This paper explores the impact of online manipulation by the government on political public opinion and deliberative democracy. Dictatorial and Authoritarian governments have been attempting to directly control media to ma-nipulate public opinion in maintaining their political power. In the digital era, internet is regarded as a threat for authoritarian regimes, because the communication way in the internet environment has been revolutionary changed from one-way to two-way communication. Individuals use the internet to freely express their political opinions and to share information and ideas each other. That``s why the internet can be a tool for e-democracy in free and equal political decision-making. The internet enables citizens to help more direct and easily involvement in addressing public issues and to engage more active participation in policy-making process of government. However, there are various types of restrictions in practicing e-democracy, such as digital divide and internet surveillance. In South Korea, online censorship is often focused on political opinions and critical comments of individuals. Moreover, the National Intelligence Service(NIS) had manipulated public opinion during the 2012 presidential election in the cyberspace. Agents of the NIS had posted articles and comments on the internet in support for government policies and certain presidential candidate. Nonetheless, online censorship has been intensifying in South Korea. It``s no wonder that more and more citizens are going into ‘cyber-exile’ due to digital censorship concern. Therefore, it is quite questionable whether the internet can be used as a public platform in deliberative political communication.

방송과 공정성: 방송의 지배구조와 방송의 공정성 훼손

In today`s rapidly changing media landscape, broadcasting is still the most influential media on public opinion formation. In a democracy, fairness in broadcasting is required in order for citizen participation in political decision making, and freedom of broadcasting should be guaranteed for this purpose. Freedom of broadcasting is a precondition for building a democratic basic order through private and public opinion of citizens, and its core meaning is the freedom from political and capital power, neither state-controlled nor commercial. Despite the important role of independent public broadcasting, Korea`s public broadcasters such as KBS or MBC act as state broadcasters, not as public broadcasters. As a result, it makes citizens difficult to correct political opinion formation. The significance in broadcasting systems in Korea is that governance of public broadcasters, unlike other developed countries, is not free from political power. Public broadcasters have been controlled by the Korea Communications Commission(KCC), direct organization of the president of Korea, and the president appoints presidents of public broadcasters. Public broadcasting governance in such a way has damaged the independence of broadcast reporting and the fairness of broadcasting. Moreover, the public broadcasters should act as a mouthpiece for government and ruling party rather than as a watchdog role on government. Therefore, they couldn`t fulfill the obligations of public broadcasting whose mission is public service. This paper examines the issue of governance of public broadcasting, and presents the institutional remedy for fairness in broadcasting.

70년 분단의 디아스포라와 평화, 통일의 꿈 - 독일 분단과 통일로 바라본 한반도

동서냉전과 독일분단의 상징인 독일 베를린 장벽이 무너지고 거의 30년이 흘렀다. 하지만 한반도는 아직도 냉전시대에 있으며, 분단 70년을 극복하지 못하고 있다. 이는 남과 북으로 갈라진 이산가족의 아픔을 70년 동안 지속시켜 왔다는 사실을 의미한다. 한반도 분단의 극복은 단순히 통일로 인한 영토의 확장을 넘어 인권의 문제이다. 남북 분단과 전쟁으로 인해 가족이 이별하고, 고향을 떠난 실향민들이 800만 명이 넘고, 대부분이 접경지역에서 한반도 평화를 간절히 바라며 살고 있다. 이 논문은 독일 통일 과정을 통해 한반도 평화와 통일에 대한 부정적 시각을 재고하고, 한반도 평화와 통일에 대한 기대를 높이고자 한다. 특히 분단으로 발생한 이산가족의 현 상황을 살펴보고, 그들의 삶의 고통을 치유하기 위해 한반도 평화를 앞당겨야 할 인도적 당위성을 강조하고자 한다. It has been nearly thirty years since the Berlin Wall, the symbol of the East and West Cold War and the German division, collapsed. However, the Korean peninsula has still been in the Cold War era and its division has not been ended for 70 years. This means that we have sustained the pain of families separated into the north and the south for 70 years. Overcoming the division of the Korean Peninsula is a matter of human rights, beyond simply expanding the territory of unification. There are more than 8 million displaced people who left their homes due to division and war. Most of them live in the border region in hopes of peace on the peninsula. This paper aims to reconsider the negative view of peace and unification on the Korean Peninsula through the German unification process and raise the expectations for peace and unification on the Korean peninsula. In particular, this paper examines the present situation of the separated families that have been caused by division, and I would like to emphasize the humanitarian necessity of hastening the peace on the Korean peninsula in order to heal the suffering of their lives.
