우리나라는 대규모 재난 발생에 대비하여 소방기관 주도의 긴급구조훈련을 하고 있다. 반면에 일본은 대규모 재난이 발생하면 소방청 장관의 요청 또는 지시에 의거하여 전국의 소방본부에서 긴급소방원조대가 출동하고, 긴급소방원조대는 경찰의 광역긴급 원조대, 자위대의 재난현장파견부대, 국토교통성의 긴급재해파견대, 후생노동성의 DMAT 등과 연계하여 긴급구조활동을 하는 시스템이 정착되어 있어서 이들 실동기관과 협업하며 연계하여 활동하는 훈련을 한다. 일본의 국가단위 훈련 시 전국적인 긴급소방원조대 동원과 자위대 수송기나 대형헬기 등 다양한 수단에 의한 긴급소방원조대 동원 및 긴급소방원조대의 숙영훈련과 자급자족형 후방지원훈련, 블록(권역)별 연례 긴급소방원조대 합동훈련 등을 우리나라 긴급구조훈련에 도입하는 것을 제안한다. Korea is conducting emergency rescue drills led by fire agencies in preparation for a major disaster. On the other hand, in Japan, when large-scale disasters occur, Emergency Fire Response Teams (EFRTs) from national fire headquarters are mobilized by requests or orders from the director-general of the Fire and Disaster Management Agency. EFRTs perform emergency rescue together with the Inter-Prefectural Emergency Rescue Unit of the National Police Agency, a disaster relief unit of the Self-Defense Forces, Technical Emergency Control Force of the Ministry of Land, Infrastructure, Transport and Tourism, and the Disaster Medical Assistance Team of the Ministry of Health, Labour and Welfare. Thus, EFRTs perform these exercises in collaboration with these working institutions. This study suggests the introduction of national mobilization of EFRTs and mobilization by various means such as transport planes of Self-Defense Forces or large helicopters, hutment training, and self-sufficient rear support exercises, such as Japan has done national exercises, and annual joint exercises of emergency fire response teams in block units.

The current passenger airbag mounting structure is comprised of several parts. It is not efficient at reducing weight and price. Moreover passenger airbag mounting structure is supposed to be changed several times to improve head impact performance without a formulated process. In this study we suggest a new concept of passenger airbag combination mounting structure reducing weight and price. Moreover we formulate a design process of passenger airbag combination mounting structure to optimize head impact performance by using mechanics formula.

Lately, vehicle impact protection is the very important problem. Therefore, improved safety system is to be installed to the vehicle in order to increase occupant safety performance.<br/> In this study, the regulation of America and Europe, safety systems adopted into the SUV vehicle, its development procedure and the effectiveness arc presented.

32,000 fire fighters from 451 fire departments in 41 prefectures were mobilized to support and assist fire extinguishing and lifesaving in the Hyogo Prefecture Nanbu Earthquake that occurred on January 17, 1995. Based on this experience, the emergency fire response team for disaster response (EFRT) was established by the Fire and Disaster Management Agency (FDMA) on June 30, 1995. When large scale disasters occur over wide areas, EFRTs in Japan are dispatched to the disaster places to assist fire fighting on demand or by the order of the commissioner of the FDMA. This study analyzed the background required for establishing the EFRT; the process and details of the legislation; the establishment of basic plans, organizations, and operation plans; and assistance dispatch along with the plan for receiving outside support; registration and the plan for reinforcing equipment; the status of training for preparing assistance dispatch; and activity results in order to provide basic information to prepare large scale disasters and establish coping policies in Korea. 1995년 1월 17일 발생한 고베대지진 시 전국 41도도부현의 451개 소방본부 소속 32,000여명의 소방대원들이 응원출동하여 화재진화와 인명구조 등을 하면서 도출된 교훈을 토대로 광역 대규모 재해나 특수재해가 발생했을 경우에 소방청 장관의 요구나 지시에 따라 전국 각지의 소방기관에서 재해지역에 출동하여 응원활동을 하는 긴급소방원조대를 소방청 주도로 1995년 6월 30일 창설하였다. 이 논문에서 우리나라 대규모 재해발생 대비와 대응 정책을 수립하는데 자료를 제공할 목적으로 일본 긴급소방원조대의 창설 배경, 법제화 과정과 내용, 기본계획 수립, 편성 및 운영 계획, 응원출동 및 수원(受援) 계획, 등록 및 장비 보강 계획, 응원출동대비 훈련 실태, 활동실적 등을 분석하였다.

Lately, as a curtain airbag system is implemented as a general equipment for occupants safety performance and consumers' need for interior quality is increasing, the type of seat belt height adjuster is being changed to an invisible type. To keep in step with these trends, we have developed one of an invisible height adjuster and it is in mass-production with Cerato. In this study, regulations and performance requirement, related to development of invisible height adjuster seat belt system, are introduced. Also the standard development process and standard design model are suggested, including design and regulatory requirements, performance requirement.
