빅데이터 분석을 활용한 4차 산업혁명과 환경정책의 패러다임 탐색

This paper aims to examine whether or not there has been any significant evolution in such presumption of the relationship between industrial revolution and the environmental issues in terms of time trends. It focuses on how the presumed relationship, which is reflected in the newspaper articles, has changed over the last hundred years (1920~2017). The research employs a big data based approach as a methodology to examine the perception on the relationship from media reports. The results show that the concept of industrial revolution has been changed from material into non-material, while the term of economy have been emphasized. It is particularly interesting that the negative aspect of environmental issues such as pollution and contamination have shifted into the positive aspect of that such as technology and change. The results of this research also support that there will be some possibilities of mutual advancement of industry and environment in the future society.

A Discourse on the Paradigm Shift of National Risk Management in Risk Society

본 논문은 국가위기관리시스템의 패러다임 전환에 관한 논의를 위험사회와 기후변화 대응의 측면에서 다루고 있다. 본 논문은 두 개의 리서치 아이디어를 가지고 출발한다. 첫째, 왜 현대 사회는 눈부신 기술 발전에도 불구하고 이전보다 더 다양한 위험 요소를 떠안아야 하는 것일까? 왜 기술발전이 위험사회에서의 위험을 제거하지 못하는 것일까? 둘째, 무엇이 국가와 도시로 하여금 자연재해에 더 취약하게 하는 것일까? 도시화를 동반한 경제성장은 자연재해 피해의 저감에 꼭 필요한 것일까? 본 논문은 상기 문제의식을 바탕으로 울리히 벡과 앤서니 기든스가 정의했던 위험사회의 맥락으로 기후변화 대응의 관점에서 국가위기관리시스템의 담론을 발전시키고 있다. This article aims to explore paradigm shift in national risk management in the context of risk society and climate change. The key ideas of this study start with two main research ideas. First, why does the modern society take a wide variety of risk factors in spite of technological advancement? Why cannot the technological progress prevent various hazards in risk society? Second, what makes cities or countries more vulnerable to disaster damages, particularly in developing countries? Is the economic growth with urbanization essential to the reduction of disaster damages? In this research, a great deal of attention is paid to develop the discourses on climate change adaptation and disaster management in terms of risk society, which Ulrich Beck and Anthony Giddens defined.

위험사회의 국토안전관리에 관한 고찰

본 연구는 기후변화와 도시화의 흐름 속에서 기술과 공학이라는 거대포장 속에 파묻혀 소외되었던 인간과 안전의 담론을 위험사회의 관점에서 살펴보고자 한다. 아울러 위험사회에서 기후변화가 주민들의 삶에 어떤 영향을 미치는지, 국가와 지방자치단체는 위험사회의 불확실성을 어떤 철학을 가지고 대응해 나가야 하는지 고민한다. 궁극적으로 위험사회의 사회적 취약성이 어떻게 위험의 사회적 지위를 양산하는지, 위험사회를 극복할 수 있는 국토안전관리정책의 방향이 무엇인지에 대한 창조적 담론을 모색한다. This article aims to explore discourses on issues of risk society accelerated by urbanization and climate change in terms of social science and humanities, which have been almost ignored by modern scientific technology so far. Also, the paper is seeking some ways of finding how climate change can affect citizens’life and what principles should be applied to cope with the uncertainty of risk society for central government and local governments. Eventually, the article attempts to deal with how social vulnerabilities incur social position of risk with regard to risk society and where the national risk management should be headed for to overcome the threats of risk society.

위험의 사회적 증폭의 지역적 특성에 관한 사례연구

본 연구는 위험의 사회적 증폭이 지역적 맥락에 따라 다르게 나타남에 착안하여 사례를 통해 실증하고 있다. 지역사회에 따라 위험이슈의 증폭과 감쇠의 변화가 어떻게 나타나는지 살펴보고자 한다. 위험이슈의 사회적 증폭 모형 적용을 위한 사례 대상지로 우면산 산사태와 춘천 산사태를 선정하였다. 사례연구를 위한 분석틀로 SARF 모형을 사용하였으며 사례분석을 위해 내용분석이 활용되었다. 연구 결과 두 지역 사이에서 위험이슈의 사회적 증폭양상이 큰 차이를 보이고 있음이 나타났다. 위험의 사회적 증폭에 관한 연구는 향후 지역사회에서 발생할 수 있는 다양한 위험에 대한 대응하기 위한 방향과 지침을 제공할 수 있을 것으로 기대한다. This article examine the social amplification of risks in the risk society and its application to risk communication. It begins with the idea that there can be significant differences of the social amplification of risk between regions. This research attempts to explore the social amplification of risk, in terms of how both social and regional factors act to amplify or attenuate perceptions of risk. SARF(social amplification of risk framework) is employed as a methodology and content analysis has been also used as an analytical tool. The results of this study demonstrate that there are big differences between two regions with regard to the social amplification of risk and media perception. It is expected that the results will be able to make a contribution to provide some empirical lessons and implications for risk management, risk communication and public policy.

현대 서울의 재난․재해 발생 특성에 관한 역사적 연구

This paper aims to explore the disaster characteristics in modern history of Seoul. Seoul has experienced two extreme changes during the past 80 years; drastic improvement of urban lives` quality and sufferings of natural disasters` risk. The results of this study argue that frequency and intensity of extremely natural events in Seoul are increasing, entailing a heavy loss. The citizens of Seoul suffered from the prevalence of epidemics right after Korean War, whereas improvements of hygienic conditions reduced outbreaks of contagious diseases. Also this study found the causes shift of fires, which means that the frequency of electric fire exceed that of oil fire due to industrialization and urbanization.

This study attempts to analyze the effect of the decentralized environmental regulation. There have been debates whether devolution will contribute to improving or deteriorating local environmental quality. Panel data analysis is used in order to abstract the effect of decentralization. According to the results, the rate of inspection and of violation are decreasing after environmental decentralization, which is found to be a negative impact on environmental regulation. However, decentralization positively affects strong enforcement but, negatively weak enforcement. It is found that local governments have been trying to increase strict enforcement instead of increasing inspection. The analysis also shows that the effect of decentralized environmental regulation depends on local characteristics.

본 논문은 코로나19가 부동산 시장에 미친 영향과 포스트 코로나 시대 부동산 시장의 변화와 대응방안에 대한 시사점을 도출하고 있다. 본 연구는 코로나19 팬데믹이 부동산 시장에 큰 영향을 미쳤으며, 소비자 선호도, 행동, 경제적 요인에 변화를 일으켜 주거용, 상업용, 소매용 부동산을 포함한 다양한 부문에 영향을 미쳤음에 착안한다. 연구 결과, 부동산 시장이 팬데믹의 영향에 따라 도전과 기회가 발생하는 새로운 현실에 적응하고 있음을 확인할 수 있었다. 주거용 부동산 시장은 주택 구매자들이 공간, 프라이버시, 원격 근무와 온라인 교육을 수용할 수 있는 기능을 우선시하면서 교외 및 외곽 지역으로 이동하고 있었다. 상업용 및 소매용 부동산 시장은 기업들이 원격 근무와 소비자 행동의 변화에 적응하면서 어려움을 겪는 것으로 나타났다. 본 연구결과는 전 세계 포스트 코로나 시대부동산 시장이 소비자와 기업 모두의 변화하는 요구를 충족하기 위해 계속 진화해야 함을 시사한다. This article aims to explore the impact of COVID-19 on the real estate market and the changes necessary to navigate the post-pandemic world. The COVID-19 pandemic has significantly impacted the real estate market, causing changes in consumer preferences, behaviors, and economic factors that have affected various sectors, including residential, commercial, and retail properties. As a result, the industry has had to adapt to a new reality, with challenges and opportunities arising in response to the pandemic's effects. The residential real estate market has seen a shift towards suburban and rural areas, with homebuyers prioritizing space, privacy, and features that accommodate remote work and virtual schooling. Meanwhile, commercial and retail properties have faced challenges as businesses adapt to remote work and changes in consumer behavior. This paper supports that as the world transitions into a post-pandemic era, the real estate industry must continue to evolve to meet the changing needs of consumers and businesses alike.

공간계획법과 환경관련법의 연계성에 관한 연결망 분석과 함의

이 논문은 국토의 환경을 효율적으로 유지하고 관리하기 위한 정책적 이슈로서 환경관련법 및 공간계획법의 상호 관계성 파악에 집중하고 있다. 이와 함께 환경문제의 근본적 해결은 공간계획과 함께 다루어져야 한다는 문제의식에서 출발하고 있다. 방법론으로서 연결망 분석을 활용하고 있으며 이를 통해 환경관련법과 공간계획법 간의 연계성 및 중심성 구조를 살펴보고 있다. 52개의 환경관련법과 29개의 공간계획법을 실증분석 대상으로 하여 환경법체계에 대한 제도적 대응방안 마련을 위한 학문적 토대 마련하고 있다. 기존 질적 연구의 틀을 벗어나, 환경관련법과 공간계획법 각각의 법률들을 실증적으로 분석하려는 시도를 했다는 점에서 의미 있다고 생각된다. This article aims to explore the connectivity and centrality between environment law and spatial law, where make implications in environmental planning. To achieve it, we used Network Analysis(NA) as a tool for analyzing the connectivities. 52 environmental Laws and 29 Spatial Laws are selected and used for this analysis. This study also attempts to explain the phenomenon through quantitative study rather than qualitative research. This paper is methodologically the first attempt to Environmental Law study, which will help to understand the structure of complex Environmental Law. The result of the network analysis for connectivity between Spatial Law and Environmental Law demonstrates that two laws are in less mutual relationship with each other. It also supports that Environmental Law and Spatial Law need to be closely connected with each other for effective environmental management.
