        우유소비자의 위험회피에 대한 선호구조 분석 -일본의 사례를 중심으로-

        The purpose of this paper is to clarify the preference structure in self-pays of Japanese milk consumers for risk avoidance. This paper takes notice of the risks that arise from the food production and the food consumption, which have different characteristics in diary industry. The risk avoidances are defined as two individual risks and one complex risk in this paper. 1) The first is to escape from the risk derived from food poisoning that may hurt consumers` health directly in a short term(risk P). 2) The second is to escape from the risk derived from environmental contamination that may hurt consumers` health indirectly and its hazards will extend over next generations in a long term(risk N). 3) The third is to escape from two risks above at the same time. Average WTP of risk P resulted in 6.0 to 28.9 yen, WTP of risk N was from 11.5 to 37.7 yen. From the result above, if it is interpreted as usual it means that 66.6 yen of the amount of individual estimates should have to be paid from their household economies. However in case the risk P and the risk N were combined, Average WTP of risk PN ranged from 16.8 to 42.3 yen, and the amount of individual estimates were significantly big. Therefore, the results above show that WTP may not be equal when the value of the good is estimated individually and when it is estimated at the same time, i.e. WTP(x₁) + WTP(x₂)≠ { WTP(x₁) U WTP(x ₂)} , owing to duplication of the values that the estimated objects have and/or consumers` limit on the goods (budget constraint). Consequently, when we estimate such values through single goods, We need to put an conservative interpretation on WTP elicited from consumers.

        지역파급성을 고려한 농업R&D 우수성과 순위 분석

        본 연구는 농업R&D 평가의 중요한 요소인 생산성, 시장성, 지역파급성을 기초로 우수한 농업 R&D의 특성을 분석하여 향후 농업R&D 개발방향의 시사점을 마련하기 위한 목적으로 수행되었다. 분석대상은 2006년부터 2018년까지 국가연구개발우수성과에 선정된 농촌진흥청의 R&D이며, 우선순위는 계층분석방법을 활용하여 분석하였다. 주요 분석결과는 다음과 같다. 먼저, 상위 평가기준의 중요도는 시장성(0.423) > 지역파급성(0.360) > 생산성(0.216)의 순서로 나타났다. 둘째, 하위 평가기준의 중요도를 분석한 결과, 시장성의 경우 사업화 가능성(0.515)이, 지역파급성의 경우 보급확대 가능성(0.538)이, 생산성의 경우 품질향상(0.464)이 높은 것으로 나타났다. 셋째, 중요도가 상대적으로 높게 나타난 우수성과는 원예작물의 농업경쟁력 향상과 관련된 기술이 다수 포함되었다. 특히, 원예작물의 품종개발 및 수출, 환경변화에 취약한 원예작물의 병해충 진단 및 친환경 농약 개발, 벌의 대량 생산 및 실용화를 통한 원예작물과의 시너지 효과 창출 등과 관련된 R&D의 순위가 높게 나타났다. 농업R&D는 농업기술혁신을 통해 국민의 삶의 질 향상을 견인해 왔다. 다만, 농업환경이 빠르게 변화되고, 다양한 스마트기술이 농업현장에 접목되고 있는 상황에서 생산성의 향상 보다는 시장성이 요구되고 있다. 또한, ‘지역특화작목 연구개발 및 육성에 관한 법률’의 제정과 함께 지역의 특성에 적합하고, 비교우위 가진 기술의 지역적 보급확대가 요구되고 있다. 본 연구가 농촌진흥기관이 지역특화작목을 육성하고, 경쟁력을 향상하는 과정에서 요구되는 농업R&D의 개발방향을 결정하는 데 도움이 되길 기대한다. This study aimed to suggest implications for the future development of agricultural R&D through a priority analysis of excellent agricultural R&D performance considering productivity, marketability, and effects on region, which are important factors of agricultural R&D evaluation. The subjects of analysis were R&D of Rural Development Administration (RDA), which was selected as national R&D excellent Performance from 2006 to 2018, and the priority was analyzed using Analytic Hierarchy Process (AHP). The results are as follows. First, the relative importance of the criteria decreased in the order of marketability(0.423) > regional impact(0.360) > productivity(0.216). Second, as a result of analyzing the relative importance of the sub-criteria, the possibility of commercialization(0.515) was high in the category of marketability. The possibility of technology expansion(0.538) was high in the category of effects on region and the quality improvement(0.464) was high in the category of productivity. Third, the excellent agricultural R&D performance that had high relative importance was the technologies associated with improving the agricultural competitiveness of horticultural crops.

        농업 R&D 효율성 제고를 위한 사전경제성분석체계 구축 연구 -농촌진흥청 R&D과제를 중심으로-

        우리나라는 R&D 투자의 양적 확대를 지속적으로 추구하여 양적 기반은 이미 세계적 수준이나 질적 성과는 OECD국가 중 최하위권에 머물고 있다. 특히, 우리나라의 농업 R&D를 대표하고 있는 농촌진흥청은 농업 부문 R&D 예산의 약 3분의 2를 사용하고 있으나, R&D의 경제적 효율성이 낮다는 지적이 끊이지 않고 있다. 이에, 농촌진흥청은 신규 연구개발과제에 대한 사전경제성분석을 강화하여 연구개발활동지침(2014.11)을 개정하고 연구개발 효율성을 지속적으로 개선하고 있다. 그러나 지침의 개정에도 불구하고 사전경제성분석에 대한 세부적인 방법론에 대해서는 아직 명확하게 체계화하지 못하고 있다. 이에 본 연구는 농촌진흥청 사전경제성분석의 더욱 신뢰성 있는 분석체계 구축을 목적으로 농업분야 R&D의 현실을 반영할 수 있도록 편익 추정에 활용되는 변수들을 구체화하여 제시하고, 추가적으로 추진되어야 할 연구방향을 제시한다. 본 연구의 결과는 경제적 성과 창출 가능성을 높이는데 기여할 것이며, 부가적으로는 농촌진흥청 연구자들이 R&D를 통한 경제적 성과 창출에 대한 인식을 제고하는 역할을 할 것으로 기대된다. Korea has continuously pursued the quantitative expansion of R&D investment, and its quantitative basis is already at a global level. However, its qualitative performance is the lowest among OECD countries. In particular, the RDA, which represents Korea"s agricultural R&D, uses about two-thirds of the R&D budget in the agricultural sector. Still, it is constantly pointed out that the economic efficiency of their R&D is low. In response, the RDA has revised the R&D Activity Guidelines(2014.11) and continuously improved R&D efficiency by strengthening the pre-economic analysis of new R&D projects. Despite the revision of the guidelines, a detailed methodology for pre-economic analysis has not been systematized yet. Therefore, the purpose of this study is to establish a more reliable system for the RDA"s pre-economic analysis. To reflect the reality of R&D in the agricultural field, the variables used for estimating benefits are specified and presented, and the research direction to pursue further is presented. The results of this study are expected to increase the agricultural R&D efficiency and further increase the awareness of researchers in the field of economic performance creation through R&D.

        국산 참다래 골드 신품종 도입농가의 경영성과 및 경영효율성 분석

        The purpose of this study is to analyze the farms growing domestic kiwi fruit ‘Gold’ on their management performance and efficiency in order to reduce the risks involved with introducing new kind of crops for growing, and suggest improvements. First, the result of analysis showed that domestic kiwi fruit ‘Gold’ growers’ income were higher than the average growers due to the fruit’s high unit price and productivity. Second, the analysis of management efficiency resulted in scale efficiency having greater impact on inefficiency rather than pure technical efficiency. As for the analysis of technical efficiency, the depreciation costs of agricultural facilities had the greatest influence on its inefficiency. Third, inefficient farms put in excessive inputs across the board, while labor costs(self labor cost + hired labor cost) were the largest factor of optimal inputs according to the models of technical efficiency and pure technical efficiency. Fourth, because of greater reliance on mechanical tools from rising labor costs, there’s a need for individual farms to avoid buying farming equipments and instead share the equipments of nearby farms and agricultural cooperatives, or start renting agricultural machines from companies.

        기술수용모형 적용을 통한 농업경영체의 신품종 종자 도입의도에 관한연구

        This purpose of this study is to analyze intentions of acceptance about new seed variety on the farm enterprise. The research model is based on the technology acceptance model(TAM), the analysis was performed using structural equation model. It analysed to verify relations between external factors such as individual tendency (innovation, trust, risks), government policy(education support, financial support) and endogenous variables such as perceived usefulness, perceived ease of use for new seed variety acceptance. The result of this study, innovation(+), trust(+), risks(-) and perceived usefulness(+) had attentive influence on the intention for new seed variety acceptance. Thus, first, it need to be provided information in various ways. Second, it need to gain the trust of public in research facilities and extensions services. Third, it need to be reduced risks through technical inspection. Finally, it needed continuous technical educations in trustworthy educational institutions.

        AHP분석을 이용한 농업 R&D 우선순위 분석

        The necessity of economic analysis has been increasing in agricultural R&D to make the connection high between R&D and farm incomes as the opening of the agricultural market continues to accelerate such as FTA. The purpose of this study is to derive the priorities of Request for proposals(RFP) are scheduled to be implemented by the Rural Development Administration in 2018 and to suggest implications. For this purpose, Analytic Hierarchy Process(AHP) was used as an analysis method. We organized Internal and external evaluation committees for the AHP analysis of a total of 84 projects on applied and developmental researches:30 in fundamental field, 10 in crop field, 26 in horticultural field, and 18 in livestock field. We set 3 upper evaluation criteria as Marketability, productivity, and ripple effect. 3 lower-criteria of each as for marketability ①ease of market entry, ②possibility of commercialization, ③potential growth of the market;for productivity ①quantity increase, ②quality improvement, ③cost reduction;and for ripple effect ①possibility of technology expansion, ②sustainability of technology life, ③ease of skill acquisition. We found the following projects are given priority. first, it is focused on the eco-friendly agriculture, the labor reduction by mechanization, and the smart agricultural technology in the fundamental R&D. second, focused on the development of alternative crops facing the oversupply of rice and domestic supply expansion of crops which are highly dependent on imports in the crop R&D. third, focused on responding to the latest trends in consumption and on pioneering new markets such as export market in horticultural R&D. fourth, focused on feeding management to reduce production costs, technology of high quality meat production for consumers preferences, recycling of livestock excretions into resources, and responding livestock diseases in the livestock R&D. Therefore, these results might more contribute to improving the connection between R&D and farm income if the projects driven from our analysis are invested and managed by priority.
