This study conducted a centrality analysis by taking a close look at the currentstatus of the “relational population” and networks in the non-metropolitan area of Koreafor the period from 2016 to 2019. The main results are summarized as follows: First, inthe non-metropolitan area, the relational population between each industrial complexarea and the nearby metropolitan city was found to be predominant. Second, in eachcentrality analysis, Daejeon, Daegu, Gwangju, Suncheon, and Cheonan were found tohave high degrees of centrality. Third, among the areas experiencing population decline,Namwon, Andong, and Nonsan were found to have high degrees of centrality. Inparticular, Namwon showed a stable centrality value without significant change inranking. A region having a high centrality value means that the connectivity of therelational population is high on the network, and that there is a wide distribution ofpeople in the population who have various relationships with the region. The relationalpopulation of a region can be used in regional policies to help overcome shortages oflocal talent. Through the relational population, the spatial extent of the static localpopulation can be expanded. This study concluded with the policy suggestion that,before using the relational population in carrying out regional policies, the networkstructure between regions should be understood by analyzing the current status andcentrality of the relational population and that an evaluation of the current regionalsituation should also be conducted.
수도권에 대한 환경분쟁조정제도의 경제적 효율성 추정: 스파이크 모형을 이용하여

This study employs a Contingent Valuation Method(CVM) to estimate the economic value of environmental conflict resolution(ECR) in Seoul metropolitan area. In doing so, a spike model is used to allow zero responses. The willingness to pay(WTP) for the improvement of ECR is approximately 31,164 won per year and the economic value in Seoul metropolitan area is up to about 260,717 million won in a year. The overall results indicate that ECR has a significant influence on the welfare of people and plays an important role in preserving the environmental in Korea. This study provides policy-makers quantitative information on the ECR policy and the spike model results in easily capturing the bimodality feature of the WTP distribution as expected.
