This study has intended to draw planing factors for establishing a greenhouse gas reduction-oriented green industrial complex located in Kimhae City, Korea. Through literature review we have selected several planing factors regarding green city development, and green industrial estate development and classified them into four categories: 1) industrial symbiosis network, 2) renewable energy, 3) energy efficiency equipment, and 4) ecological spatial design. Four categories consist of ten sub planing factors such as by-product and waste network, integrated resource recovery facility, photovoltaic(PV), geothermal energy system, planted wall, and color design.. And we interviewed stakeholders including government officers, engineers, developers, CEOs of 63 companies which will enter the industrial complex. As a result, we found a factor, integrated resource recovery facility, unsuitable because the factor was duplicated with municipality policy related to the resource recovery facility. Above all, new governance system is required to manage and coordinate the development projects successfully, and new municipal ordinances should be set up to lighten companies economic burden.

This study has intended to draw Green Industrial Park planning factors in response with climate changes through FGI(Focus Group Interview). This study defined the concept and elicited planning factors of Green Industrial Park(GIP) through literature analysis, and verified the concept and planning factors of GIP through FGI composed of the experts. This study defined Green Industrial Park as “a sustainable industrial park that meets the economic, social, and environmental needs of present and future local communities by recycling the resource and energy of industrial park to improve economic and environmental efficiency and build spaces in an eco-friendly way enhance quality of life” Through two expert FGIs, the ultimately deducted planning factors of GIP are three factors in greenhouse gas management foundations, five factors in energy efficiency improvement foundations, one factor in broad natural recycle network structure, and six factors in industrial park development and reorganization system development.

This study has intended to develop performance evaluation indicators of Eco-Industrial Park (EIP) demonstration projects through expert survey method. To reach this goal, this study employed expert Delphi survey method to assess suitability regarding provided indicators for both micro and macro level evaluation, and to set weights for each indicator through Analytic Hierarchy Process (AHP) based on the suitability evaluation. This study has found the following results: 1) the whole average of suitability evaluation of indicators was affirmative with 3.56 (in 5 perfect score). And 13 out of the 23 particular items were evaluated above the average; 2) key indicators used to measure the weights of indicators include 'assignment number of project,' 'economic effects of the project tasks,' 'emission reduction records of pollutant materials according to tasks,' and so on. They have close relationships with resource circulation network development, and consider both economic and environmental effects.
