        This article is the study on National Crisis Management System coincide with Comprehensive security environment. Today, we live in places at risk or crisis of military threats, terrorism, disease and disasters. So 21st National Crisis Management System need to all round defensive function. After 9 11 World Trade Center terror, mostly Country trying to change the National Crisis Management System from separated type to integrated type in order to guaranteed a national sovereignty and People`s safe life. I think that these transformation trend is desirable phenomenon. So our National Crisis Manage system need to transform into effective system. we had been reorganized of government organization for the past 60 years, but we can`t unsatisfied the result. for that reason, I had been research the National Crisis Management System and I would like to show the discourse level of some ideas this article. First, related Law`s simplification and various crisis conception need to redefinition. Second, unified the chain of command & control system have to build up between central government and local government. Third, each kinds of Crisis Management Training & Exercise ought to integrate because of training & exercise`s effectiveness. Fourth, in order to educate the professional crisis manager, we have to establish a crisis management college and research center as soon as possible. Last, we also make a crisis preparedness culture and crisis leadership. consequently, when did it satisfy my proposal, our National Crisis Management System will display integrated effectiveness and water-tighten proaction function.

      • 국가위기관리체계 변화의 결정요인에 관한 연구 -냉전기와 탈냉전기의 비교를 중심으로-

        I established a model to analyze how much the change of the security environment affect to the change of the paradigm of the national crisis management system. This model will be useful to understand whether or not the Cold War Era the National Crisis Management System had developed to meet the new security environment. Thus, I will discuss the four afore mentioned determinants such as the change of security concept and threat objects, international relations, political leadership and decision making system. Through compared analysis between Cold War and Post- Cold War, I can point out the problem of our country`s crisis management system as follows. First, (1) to use temporary system such as emergency Cabinet meeting rather than using National Security Council which is stipulated in the constitution, (2) lacking Secretariat`s work ability, due to frequent change of the Secretariat. Second, the law is divided into three parts as Emergency Resources Management Act, Disaster and Safety Management Act, Civil Defense Act and Defense Integration Act. As a result, because the concept of the crisis is different in each law, we are in confusion and also there is equivocal concept between the upper and lower act. Third, it is a limitation of the independent crisis management ability. Conclusionally I will propose to develop a new method of the national crisis management system. First, the crisis definition should be erected and the Law of related crisis is needed to enacted or to revised in comprehensive peace time crisis, and war time and military and non-military crisis. Second, the future paradigm of the national crisis management system should be established which takes a role of control tower for cooperating and coordinating between the central and local government including NGOs etc. Third, NSC operation system should be reformed by making up the legal status and the limitation of the role and strengthening own information gathering and analysis system. Last, the various crisis management exercise and training should be execute integratedly. Besides, various crisis management strategy and ability should be procured in political, military, diplomatic, and economic field. Therefore, to prepare for the future war time command transfer, Korea should try to improve independent crisis management ability by using the Joint Chiefs of Staff.

        국가위기관리 조직운영체계 발전방안 연구

        본 연구는 핵으로 무장한 북한의 군사적 위협은 물론 각종 재난 등에 효율적인 대응을 할 수 있도록 현행 분산ㆍ이원화된 중앙정부와 지방자치단체의 위기관리 조직운영체계의 문제점을 분석하고, 발전방안의 제시에 목적을 두고 있다. 이를 위해 문헌자료와 실증적 분석을 통해 도출된 개선방안은 첫째, 국가위기관리 총사령탑(Control tower)으로서 NSC사무처 기능복원과 업무중복ㆍ갈등을 최소화를 위해 외교안보수석실을 국가안보실로 통합해야 한다. 둘째, 안전행정부의 비상대비와 민방위 조직을 통합하여 국무총리 직속기구로 가칭 "국가비상대비ㆍ민방위처"를 창설해야 한다. 셋째, 재난 유형별로 이원적으로 운영되는 조직기능을 일원화하여 업무중복과 혼란야기방지를 위해 가칭 "재난관리청"신설도 적극 검토해야 한다. 넷째, 지자체 위기관리조직기능을 재정비하고, 그들이 일정한 자율성과 독립성을 갖고 업무수행을 하도록 지방자치법 개정 등 여건마련이 필요하다. The purpose of this study is to analyze the national crisis management system and to propose a improved organization & operation system. So, I suggest the following steps be followed. First, In order to carry out the control tower of national crisis management system, The National Security Council's secretary should to be restoration. Also the office of National Security and the office of foreign affair and national security have to integrate because of it's function overlapping and in-efficiency. Second, The organization of the civil defense, emergency preparedness and, Disaster is to reorganize as soon as possible. For example, The Agency of National Civil Defense & Preparedness, The Agency of National Disaster Management. Lastly, for more effective the crisis management system of local government is to change the unified organization & operation model and relevant laws and regulation should be revised. In conclusion, for more effective national crisis management, we need to reconstruct the related organization and operation system.

      • 지방정부의 위기관리체계발전 방안에 관한 연구

        The purpose of this study is to improve the current local government`s crisis Management System. Local autonomy system was introduced into our country in 1995s. However, the objective of local autonomy has not fully fulfilled. So, crisis management system is also very weak and limited to existing law and regulation, too. There are other obstacles for the successful operation; absence of communication between state and local government, lack of speciality of man power, Governor`s leadership, and so on. In order to remove the obstacles and improve the ability of local government`s crisis managing function, I suggest the following steps be followed. First, relevant laws and regulation should be revised as soon as possible. we need to give more room to local government to control the crisis management. Second, the vertical administration system, especially for crisis management part, should be reorganized to boost cooperation between state and local departments. we need a hybrid organization in which related organization communicate the effectively. Third, we need to establish the evaluation system on the governor`s leadership on the crisis management and decision-making ability. Evaluating on the governors with objective standard is key-element for the system`s continual growth. Forth, local government need to establish teaching institutions by which administrators can learn the theories and real fields on crisis control. The institutions would not only give certificates but also help them to find a job in public and private sectors. Lastly, for more effective crisis management, we need to construct the governance system in which three sectors can help, and hold each others in check. As security environment changed, government should cooperate with other sectors, such NGOs, and corporations. One-side crisis management system is not effectiveness nowadays. In conclusion, the local government has to solve their week crisis management ability. the successful crisis management of local government depend on their strong will and action.

      • 예비전력 정예화를 위한 제도개선 방안에 관한 연구 -학생예비군 훈련보류,예비전력관리군무원,동원집행기구를 중심으로-

        The purpose of This article is to suggest the Reserve Force`s strengthening method. Recently Our environment of security has a unstability and uncertainty everyday because there is still in existences of the North Korea` military threat and provocation. for example Nuclear& missile, long-range artillery etc WMD Weapon and Special Operations Force etc. therefore we need to prepared posture against the various localized or general War. Specially the Reserve force`s timely mobilization and strong combat power is very important In wartime. According to National Defense Innovation 2020, the reduction of standing army is inevitable. moreover a fall of birth rate does make to difficult a maintenance of proper strength. Nevertheless our concern about reserve forces is low yet. In order to strengthen the reserve frees, I suggest three elements in a point of institutional and legal. These are as followers. First, reserved training institution for College rodent should be abolished. Because the present system not only irrationality and unfairness but also give me to social conflict between reserved army. Second, restructuring of the rational personnel management system is demanded for the officer of reserve forces management officer`s promotion and position transformation must be linked to a result of theirs service, office job training record and reward & punishment etc. lastly, Need to establish me Command of Mobilization under the direct control of The Joint Chief of Staff Council Because The present mobilization system has a some problem such as personnel management of the reserve forces management officers, training system, and the requirement, appointment, and organization for mobilization etc.
