노후 산업단지 재생을 위한 금융지원 방안

본 논문은 산업단지의 공적인 성격을 감안하여 민간이 사업을 시행하되, 공적자금으로 금융지원하는 방안을 고찰하였다. 국내ㆍ외 사례 및 노후 산업단지 재생의 특성을 감안하였을 때 공적 자금으로 재간접펀드의 형태로 조성하되, 객관성ㆍ투명성을 보장하고 투자대상인 프로젝트 새행의 자율성을 보장하는 방안을 제시하였다. 노후 산업단지 재생을 위한 정부의 금융지원은 복수의 프로젝트를 대상으로 하여야 하고, 지속적인 지원이 될 수 있도록 자금의 선순환구조로 설계되어야 한다. 아울러 민간의 자율성을 보장하되, 산업단지의 공적인 성격을 감안하여 공익과 사익이 조회를 이루도록 하여야 한다. 또한 공적부문과 사적부문이 위험을 분담하여 민간부문의 도덕적 해이를 방지하여야 한다. 국내외 사례분석과 노후 산업단지의 재생 목표를 종합적으로 살펴보았을 때, 정부의 금융지원방법은 재간 접펀드구조가 가장 타당성있는 대안으로 판단된다. 이러한 공적자금으로 저성된 펀드를 바탕으로 프로젝트시행을 위하여 설립되는 PEV 또는 RITEs에 금융지원을 하고, 이를 통해 발생하는 수익을 수익성이 낮은 사업에 교차지원하게 되면 장기적 자금조달 및 자금의 선순환구조를 달성할 수 있을 것이다. This article explores a way to provide financial support with public funds considering the public nature of industrial complexes, while having the projects carried out by the private sector. Based on a review of cases in and outside of South Korea and consideration of the features characterizing industrial complex regeneration projects, this article proposes a way to form a fund of funds with public funds, while ensuring objectivity, transparency, and autonomy in terms of implementation of the projects to be invested in. Financial supports from the government for industrial complex regeneration should target multiple projects, and designed to generate a virtuous cycle of the funds so as to ensure continuous support. In addition, the autonomy of the private sector should be guaranteed, while harmonizing private interests with public interests considering the public nature of industrial complexes. The public sector and the private sector should also prevent moral hazards in the private sector by also sharing risks. A comprehensive review of cases in and outside of South Korea and the goals of industrial complex regeneration shows that the fund of fund structure is the most feasible alternative for financial supports from the government. Long-term financing and a virtuous cycle of funds can be achieved by using funds formed with public funds to provide financial supports to project financing vehicles (PFVs) and real estate investment trusts (REITs) established for project implementation, and using the profits from such support to provide cross-support to projects with low profitability.

다중 사용자 MIMO 채널 환경에서 셀 용량을 증가 시키는 사용자 선택 기법

본 논문에서는 하향링크 다중 사용자 Multiple Input Multiple Output (MIMO)채널 환경에서 셀 용량을 증가시키기 위한 Zero Forcing 기반의 효율적 사용자 선택 기법을 제안한다. 이 기법에서는 채널 전력이 미리 결정된 한계점을 초과하는 사용자들을 주요 그룹으로 구성한다. 100명의 사용자와 4개의 기지국 안테나를 가정한 컴퓨터 모의실험을 통해서 제안된 기법이 기존 기법보다 0.33 bps/Hz만큼 셀 용량을 추가로 제공할 수 있음이 밝혀졌다. This paper proposes an efficient user selection algorithm that provides a maximum 셀 용량 based Multi-user MIMO system based on zero-forcing criterion. The proposed scheme forms a primary group of users whose channel power exceeds a predetermined threshold. Through computer simulations, we have found that the proposed method outperforms the conventional scheme yielding a sum rate that is 0.33 bps/㎐ higher when the total numbers of users and transmit antennas in the cell are 100 and 4, respectively.

고용 유연화가 기업의 훈련투자에 미치는 영향

본 연구는 「사업체패널조사」 1차ㆍ2차년도 자료와 「고용보험전산망」 자료를 이용하여 고용 유연성을 추구하는 기업의 인사정책이 노동이동과 교육훈련투자에 어떤 영향을 미치는지를 분석하였다. 분석결과에 따르면, 비정규직 고용 비중이 높을수록, 경력직 채용 비중이 높을수록 이직률이 높을 뿐만 아니라 기업의 순고용변동과 무관한 초과노동이동률이 높게 나타난다. 또한 명예퇴직이나 정리해고와 같은 고용조정도 이직률을 높인다. 그리고 이직률이나 초과노동이동률이 높아지면 기업의 교육훈련투자가 감소하며, 비정규 고용의 증대 또한 기업의 교육훈련투자를 감소하는 효과를 가지는 것으로 나타난다. 근로자의 능력개발이 경쟁우위의 원천이라는 점에서, 이상의 분석결과는 고용 유연화가 경영환경의 불확실성에 대한 단기주의적인(myopic) 인력관리 방식일 수 있음을 시사한다. This paper explores the effect of company's personnel policies for labor market flexibility on its labor turnover and training investments, using the first two waves of the Workplace Panel Survey(Korea Labor Institute) and Employment Insurance Database(Ministry of Labor). Our results show that in companies which are using more irregular workers or hires more experienced workers, the separation rate and the churning flow rate are high significantly. It implies that as job match quality decreases, labor turnover increases. Meanwhile, employment adjustment such as layoff increases the separation rate but has no significant effect on the churning flow rate, which suggests that employment adjustment does not improve the job match quality in the short run at least. The separation rate and the churning flow rate have negative effect on the employer-provided training. And companies using more irregular workers are significantly less likely to be involved in any training to improve employees' skills. Our findings suggest that there a trade-off between labor market flexibility and employer-provided training.

노후 산업단지 개선을 위한 혁신펀드 활성화 방안

정부는 노후 산업단지 환경개선을 위하며 QWL 펀드를 조성하였으나, 민간투자의 촉진은 미흡한 측면이 있었다. 이에 QWL 펀드의 실태 및 문제점을 분석하고, 이를 토대로 새로운 산업단지 혁신펀드의 조성 및 운용방안을 제시하였다. 또한 향후 산업단지 혁신펀드에 대한 정부 재정 출자 및 정책펀드에 대한 효과적인 조성 o 운영에 대한 가이드라인을 수립하여 효율적인 정책 및 재정 집행에 대한 대안을 제시하고자 하였다. 산업단지 혁신펀드는 조합형 · 재간접펀드의 형태로 조성하여 구조고도화사업을 목적으로 하는 사업시행 또는 대행을 위한 펀드에 투자한다. 이를 통하여 혁신펀드는 마중물의 역할을 하고, 프로젝트 펀드에 민간 자본 참여를 유도하는 역할을 하게 된다. 다만, 기본적으로 구조고도화사업이 수익성 사업이 아니기 때문에 공공자금을 투입한다고 하더라도 민간 참여가 저조할 가능성이 있다. 이에 수익성의 정도를 평가 분류하여 수익성이 높은 사업에 민간 자본 참여를 활성화하고, 이로 인한 수익을 공공성이 높은 사업에 재투자 할 수 있는 방안을 제시하였다. 따라서 향후 산업단지 혁신펀드가 시장에 안착하기 위해서는 구조고도화사업에 대한 정밀한 사업성 · 위험성에 대한 평가가 선행되어야 하고, 객관적이고 투명한 사업관리가 이루어져야 한다. 아울러 원활한 민간 자본의 참여를 위해서는 민관협의체의 운용을 통한 투명한 투자사업 선정도 중요한 역할을 할 것이다. 이러한 장기적 자금순환 노력을 통해 노후화된 산업단지를 지속적으로 개량하고 관리할 수 있는 체계가 마련될 수 있을 것이다. The Korean government`s effort in QWL fund raising for improving conditions of the old industrial complex was not fully announced to the private investors. This study analyzed the status and problem of QWL fund and suggested a new innovation fund and its strategy. For the future improvement of the industrial complex, this study set the guidelines to establish and operate efficiently regarding the governmental finance investment and the policy fund. The guideline will be used to operate the policy and finance efficiently. The Innovation Fund of the industrial complex includes a combination fund and the funds of funds. The funds will be invested to implement or execute various businesses for the Restructuring Industrial Complex. In this process, the Innovation Fund will announce the private capital to the project fund. However, restructuring the Industrial Complex has low profitability. So the private investment will possibly be low. This study assessed and categorized the profitabilities of various projects. On the basis of the categorization, the private capital can be invested to the highly profitable projects and, with the profit, re-invest in the highly public projects. For safe arrival of the industrial innovation fund in the market, the potentiality and risk of the market of the Restructuring Industrial Complex should be preceded. The objective and transparent management of the business should also be required. For the effective participation of the private capital, the transparent selection of the investment project by the Public-Private Investment Council is important. With this long term flow of funds, the effective management and improved system for the old industrial complex could be settled.

의료기기의 해외시장 진출방안에 관한 연구

최근 국내 의료기기산업은 선진국에 비해 빠른 성장을 지속하고 있고, 기술수준도 점차 향상되고 있다. 그러나 국내 산업은 높은 수입비중, 낮은 투자여력, 전문인력 부족 등 전반적인 경쟁여건은 여전히 취약한 문제점으로 나타났다. 이에 본 연구에서는 세계 의료기기시장과 산업에 대해 살펴봄으로써 의료기기 산업의 발전방안을 모색하였다. 또한 의료기기 수출확대방안으로 단기적인 정책의 효과보다는 중장기적인 접근이 필요하며, 정부의 제도 개선 및 지원, 영세성을 극복할 수 있는 생산단지 클러스트화, 시장세분화 및 해외마케팅 강화 등이 필요하다고 하겠다. The domestic medical device industry compared by advanced nations continues a quick growth, also the level of technique is gradually improving. However, the high import percentage, low investment, shortage of professional manpower and etc. are remained as weaknesses in the competitive circumstance. In this paper, researched world medical device market and industry, and tried to find the development plan of the domestic medical device. The approach could be in mid-long term rather than short-term, The institutional improvement and support of the government, the production complex, the market segmentation and overseas marketing reinforcement and etc. are necessary for export expansion plan.

이동통신 중계기와 무선랜 AP 의 수동소자 공유에 관한 실험 연구

제한적 합리성 하에서 경품 당첨 경합에서의 설득에 관한 연구

본 논문은 네이버 공연전시 초대권 이벤트 자료를 이용해 전략적 행위 및 언어적⋅비언어적 설득행위를 통한 경합(tournament)을 실증적으로 분석한 연구이다. 참여자들은 당첨을 위해 자신의 댓글에 대한 공감 및 타인의 댓글에 대한 비공감을 전략적으로 선택할 수 있는데, 그 결과인 ‘베스트댓글’ 선정여부는 당첨에 유의하게 긍정적인 영향을 미치는 것으로 나타났다. 또 공감이 많이 달릴수록, 비공감이 적게 달릴수록 댓글이 당첨될 확률이 유의하게 높아졌다. 이는 게시판 이용자들과 당첨 선정자의 제한적 합리성 또는 이타적 행위의 결과로 해석할 수 있다. 언어적 설득 변수에 대해서 살펴보면, 보다 긴 댓글일수록 당첨 확률이 높게 나타났는데 이는 경품에 당첨되기 위해서 참여자들이 들인 노력이 호의적으로 평가된 결과라 할 수 있다. 공연⋅전시의 동반자를 드러내는 가족, 부부, 친구 단어군, 신청자의 지위를 나타내는 직장인 단어군의 영향은 유의하게 나타났다. 진위여부를 확인할 수 없는 기념일 단어군의 경우 당첨에 미치는 영향이 유의하지 않았고, SNS를 통한 간접 광고를 제안할 경우 당첨확률이 높게 나타났다. 비언어적 설득 변수로서 댓글 순서의 영향을 살펴보면, 이벤트에 참여한 순서가 빠를수록 당첨 확률이 높게 나타났다. This study empirically analyzes participants’ behavior in a contest by persuasion by using data on the performance/exhibition invitation contests hosted by Naver, the largest web portal in Korea. In the contest, participants write the reason why they want to go to the performance/exhibition as a comment and hosts pick a limited number of comments and offer free tickets. Some of the comments become “Best Comment” which appear in the first page of comments when they earn “Like” fairly more than “Dislike”. Participants for the events can give “Like” or “Dislike” to the other participants’ comments, therefore they can use Like/Dislike strategically. We investigate what are the attributes of the comments (persuasion) that determine the probability of winning. The results of estimation show that becoming a “Best Comment” could be effective in persuasive competition. We also found that words categorized as a “family”, “married couple”, “friend”, “worker”, “social media” increase the probability of being selected while the effects of “anniversary” related words are not significant. The order of reply is another effective route of persuasion. We interpret the results in a context of contest under bounded rationality and uncertainty.

A laboratory experiment was carried out to observe and visualize ventilated supercavitation phenomena around a moving underwater body which is attached to a newly designed high-speed (Max. 20 m/s) carriage system in a wave tank. Compared to the existing many other experimental studies using cavitation tunnels, where the body is at rest and the fluid is in motion in a bounded or closed environment, the present experimental study deals with super-cavity formation in unbounded or free-surface bounded environments, where the body is in motion and the fluid is at rest. Main attention is paid to the effective visualization of the steady-state cavity formations around a moving body and, those cavity formations are reported pictorially according to the body speed, ventilated air-pressure, and with or without a cavitator.
