내용 적정화를 위한 사회과 교육과정 구성의 방략 -‘주제 스트랜드’를 도입한 단원 재구성을 중심으로-

≫7차 사회과 교육과정의 내용 구성에서는 종전 교육과정 내용의 70% 수준으로 감축한다고 강조하였지만, 여전히 학교 현장에서 받아들이기에는 사회과 내용이 너무 많고 또한 어려운 것으로 인식하고 있다. 이는 사회과 학습의 내용량을 적정화하여 학습자들에게 적은 내용으로 재미있고 깊이 있게 학습하도록 구성해야할 필요성이 제기되고 있다. 이러한 관점에서 사회과의 교육과정과 교과서의 내용량에 대한 적정화의 연구가 이루어져야 한다.본 연구에서는 내용 적정화를 위한 사회과 교육과정 구성으로서 주제 스트랜드를 도입한 단원 구성 방략을 제시하려고 한다. 이를 위하여, 먼저 교육 내용의 적정화의 개념과 기준을 규명해 보고 사회과 교육의 내용 구성에 있어 주제 스트랜드의 도입과 그 구성 절차를 제시한다. 이러한 과정을 거쳐 사회과의 내용 적정화를 위한 교육과정 구성을 논의하면서 내용 적정화를 위한 주제 스트랜드 중심의 초등학교 4학년 사회과 단원 구성의 실제를 제시하고 있다. The purpose of this article is to investigate the meaning of citizenship as a goal of social studies.Citizenship is healthy social consciousness that contributes to the development of the society and nation in the base of knowledge, skill, the value and attitude. It provides essential knowledge to a social life and the ability to solve problems reasonably in community life.The desirable attitude of citizenship has defined differently according to places, eras and social changes. In the conclusion, the desirable citizen can respect other people and solve general social problems reasonably. The desirable citizen is a creative person who can participate in solving social problems positively. The improvement in skills of the rational decision-making is the core to the attitude of citizenship better. In the future, citizen education must toward to a specified citizenship education and the improvement in practicing method. It also has to present contents regarding a skill of citizenship and to accept multiplex citizenship as a new study theme. Education for thinking ability must be strengthened as the quality of desirable attitude for citizenship. 시민성이란, 지식, 기능, 가치태도 측면을 기반으로 사회 생활에 필요한 지식을 갖추고, 공동체 생활에서 합리적으로 문제를 해결할 수 있는 능력을 길러, 사회와 국가의 발전에 기여할 수 있는 건전한 사회 의식이라고 개념화 할 수 있다. 또한, ‘바람직한 민주 시민의 자질’로는 지역과 시대, 그리고 사회의 변화에 따라 각기 다르게 규정되어 왔으나, 현 시점에서 이를 종합하여 본다면, ‘상호 존중하고 타인을 배려하는 인성, 제반 사회 문제에 대해 합리적인 문제 해결력과 의사 결정력, 그리고 사회와 세계 문제의 해결에 능동적으로 참여할 수 있는 능력과 창의력’이라고 할 수 있다. 이러한 민주 시민의 자질 향상을 위해 ‘합리적인 의사 결정 능력의 향상’이 그 핵심적인 목표라고 볼 수 있다. 그 이외에도 비판적 사고력, 사회 문제의 해결에 능동적으로 참여하는 능력, 문제 해결력 등을 들 수 있다.

교육과정 개정기에 따른 사회과 목표로서의 ‘민주시민’에 대한 의미와 그 시사점

This study needs to find out the meaning and the factors of democratic citizen in an ultimate goal of social studies "Promoting the quality of democratic citizen." And the purpose of it is to make clear the suggestion of the way to the education for the democratic citizen through exploring the changes and the meaning of Citizenship as a goal of social studies. Citizenship is a healthy social consciousness that contributes to the development of the society and the nation, by getting the essential knowledge for a social life and the ability to solve a problem reasonably in a community life based on the knowledge, skill, the value and the attitude. Also, the factors of "desirable quality of democratic citizen" have been defined differently according to the places, eras and the social changes. In the aspect of researcher, however, they have been presented like this; Respecting each other, the ability to solve general social problems reasonably and make a decision, participating in the solving the social and world-wide problems positively, and the creativity. Furthermore, it makes clear the suggestion through analyzing the changes and the meaning of Citizenship according to the period of curriculum revision, and provides the way to the education for citizen in the future. 본 연구에서는 사회과의 궁극적 목적인 ‘민주 시민성’의 함양에 있어서, 사회과 목표로서 민주 시민적 자질의 의미와 요소를 살펴보고, 지금까지의 교육과정 개정기에 따른 민주 시민성의 변화와 그 의미 탐색을 통하여 우리나라 민주 시민 교육의 방향에 대한 시사점을 밝혀보고자 하는데 목적이 있다. ‘시민성’이란, 지식, 기능, 가치태도 측면을 기반으로 사회생활에 필요한 지식을 갖추고, 공동체 생활에서 합리적으로 문제를 해결할 수 있는 능력을 길러, 사회와 국가의 발전에 기여할 수 있는 건전한 사회의식이라고 개념화 할 수 있다. 또한, ‘바람직한 민주 시민의 자질’에 대한 요소로는 지역, 시대, 그리고 사회의 변화에 따라 각기 다르게 규정되어 왔으나, 본 연구에서는 ‘상호 존중과 타인을 배려하는 인성, 제반 사회 문제에 대해 합리적인 문제 해결력과 의사 결정력, 그리고 사회와 세계 문제의 해결에 능동적으로 참여할 수 있는 능력’으로 제시하였다. 교육과정 개정 주기에 따른 시민성의 변화와 의미의 분석을 통하여 크게 다섯 가지의 의미를 부여하였으며, 앞으로의 민주 시민 교육에 대한 방향도 제시하여 두고 있다.

Social studies is a subject which emphasizes the thinking skills necessary to applies and discovers the knowledge regarding social fact and an actual condition. thus, It begins a logical thinking, it must apply a teaching-learning method which it will be able to extend critical thinking, creative thinking, and decision-making ability. on teaching social studies, the right answer of the method sees that it is not. It teaches in the method which is various, but the originality method which planned which develops an creativity there is a possibility of bearing an creative thinking. When the teacher the method applying in classroom study and the child individual, It becomes with creative instruction method, and there is a possibility of role to extend an creativity to students. Consequently, in this study It discusses an creativity on teaching social studies in elementary, to search the creative thinking technique(six thinking hats, P․M․I) and creative problem solving it will be able to extend an creativity.
