According to Ministry of knowledge and Economy's notice in 2009 which called 「Power System Reliability and Guideline for Power Quality」, the generator, excitor, governor and PSS over 20MVA must bring forward to KPX that above utilities characteristic test report. The report which is model fixed numbers for PSS/E simulator program and these numbers calculated by recursive method based on testing data. In this paper's object is a developing equipment for these utilities characteristic test and producing fixed numbers.
Modeling Technology on Free-form Surface of a New Military Personal Head using Quick Surface Method

Recently, weapon system requires personal protection products due to the explosion of rapid-fire explosion, which is considered to be multi threat in modernization, complication and war against terrorism. However, the conventional Korean military bullet protection helmets are not suitable for wearing convenience and combatant interoperability in terms of ergonomic. In this paper, we propose a suitable 3D Scanning method for the head, and compare the measured 3D dimension with the existing 2D measurement value to identity the reliability. Reverse engineered soldier head using the quick surface method was realized with a perfect free-form surface and satisfactory tolerance range (±0.2 mm). Through the comparison of 3D and 2D measured head dimensions, the absolute error value was 0.73 mm on average and relative error was 0.35 %, confirming the high accuracy of the 3D scan modeling. Also, quick surface method using 3D scanner is suggested a fast and accurate skill for ergonomics in obtaining the head modeling needed for military’s personal bullet protection helmet design.

Recently, the lightweight paradigm has emerged in the automobile industry. Moreover, there are three main methods for reducing the weight of the control arm during design. The first method involves using lighter materials in place of heavy ones. The second method is via optimization analysis technique using CAE. The third is via correlation, which checks the correlation between CAE results and actual testing. Because the CAE includes a safety rate, checking the difference between the actual tests and reducing the weight based on the difference are possible. The forged control arm can be thickened using mold open tolerances, the strength range of the mold open tolerance can be determined, and the optimal strength can be derived. The optimal strength control arm derived from the correlation reduces the ratio compared with the existing design, which can lead to weight reduction.

A concrete docking hose of pump car’s boom pipe line have been used in many construction sites. They are long structures with continuous cornering, similar to a trunk of the elephant, characterized by a very high pressure resistance of 20MPa. They need flexible materials and structure in order to move the hose smoothy. But commercial concrete hose is hard to handle and heavy owing to adaption of steel reinforcement. In this study, it is tried an experimental approach to the characteristic of inner rubber layer and abrasion resistance. Also, we are investigated the bursting pressure according to the reinforcement of the hose and propose the usefulness of the hose reinforced with high strengthened aramid fiber.

This paper presents a machinability evaluation of Inconel 718 material when using a new uniform-temperature indirect cooling method that incorporates constant-pressure liquid nitrogen (LN2). The flank wear of a TiAlN coated tool used with this indirect cooling system was much lower than that of the tool used with dry machining under all machining conditions. Also, the surface roughness resulting from machining with this indirect method was far less than that of a dry machined surface after the same cutting time. Reduced heat generation and uniform temperature in turning operations play important roles in tool life and surface quality.

This study was initiated to minimize head injuries, which is the largest cause of increased external activity, traffic accident injuries, and death. We developed a low cost airbag that can be covered by a safety helmet based on consumer needs. The results of the survey showed that safety is the most important aspect of consumers" safety helmets. It also predicted that increasing the weight would present the biggest problem. Curved airbag cushion parts that can be attached to a helmet and the sensor part of a block type were designed. Impact analysis was performed by specifying the pressure inside the airbag and the volume of the airbag as variables.

The industrial safety helmets are personal protective equipment (PPE), used to protect the head against falls from a height. This study indicated the necessity of wearing a safety helmet while working at heights below 4 m, through analysis of fall accidents occurring in the industrial field. The stress, displacement, and strain of the safety helmet shell structure have been analyzed using the finite element method with various thicknesses, engineering plastics, and designs. It was preferred that the safety helmet shell structure had a reinforcement frame of uniform thickness in terms of increased impact strength and strain energy absorption rate. The thickness can be reduced to lighten the total weight for workers wearing safety helmets.
금융감독기구의 조직과 보직순환 고찰-전문성과 금융 소비자 보호 측면의 시사점

본 연구는 금융감독기구의 조직구조 및 인사관리 시스템에 대한 각종 문헌과 보험부문 직원들의 보직이동 경로를 분석하여, 전문성과 소비자보호 측면의 시사점을 살펴보았다. 이를 위해 지난 12년간 금융위원회 (이하 금융위) 보험과장의 발령기록과 금융감독원(이하 금감원)에서 매년 발간하는 전화번호부를 활용하여 순환보직 횟수와 유형을 분석했다. 그 결과 금융위 보험과장의 평균임기는 14개월에 불과했고, 금감원은 외관상 통합 감독기구이기는 하지만 이전의 기관별 감독기관을 물리적으로 결합한 수준에 머물고 있다. 이로 인해 금융위의 영역별전문성이나 금감원의 기능별 전문성은 취약하고, 2000년 감독기관 통합의 목적인 기능별 또는 목적별 감독이나 동분야 전문성 추구와 거리가 먼 것으로 보인다. 이에 금융소비자보호의 강화 및 건전성 감독과 영업행위 감독 등 목적별감독을 위한 전문성 강화를 위해서는 조직 및 인사시스템의 개선이 필요한 것으로 보인다. 또한 감독, 검사에 비해 소비자보호나 민원을 기피하는 직원들의 문화도 개선되고, 직원중심이 아닌 소비자(보호)중심의 금감원으로 재조직화되고, 기능별, 목적별 전문성을 강화하는 방향의 감독체계 개편(쌍봉형 금융감독체제 도입 등)이 요망된다. This research aims to analyze organization structure and human resource management system of Korean financial supervision agencies through literature survey and job rotation structure, focusing on insurance division. In particular, the empirical research was based on appointment history of insurance director of the Financial Supervision Agent (FSA) and job rotation history of general managers in insurance division of the Financial Supervision Service (FSS), relying on its telephone lists, over the last 12 years. As a result, directors of the FSA has had just 14 months in the position on average and the FSS has shown areal supervision system rather than functional supervision system, differently from its original purpose of integration dating back to 2000. Consequently, the FSA seems to lack in expertise, even in areal sense, and the FSS is weak in functional expertise so that their structure may be far from their original integration goal of functional supervision or purposeful one. Therefore, those supervision agents need to improve organizational structure or human resource management system in such a way to uphold its original goal of purpose-seeking supervision and thus to enhance consumer protection, prudential regulation and market conduct regulation. Hopefully, moreover, they may change their current organizational culture to value consumer protection function less than supervision or examination functions, and to reshape them into consumer-centered organizations rather than employee-centered one as well as into functional or purpose-seeking ones such as the twin peak system in Australia or in U.K..
