The expansion of the Social Overhead Capital plays an important role on the strengthening of the regional competitiveness as well as of the national economy. The purpose of this study is to indicate the direction of policy for the investment of the Social Overhead Capital(SOC) in order to approach the average level of all the cities and the sectional equalization of SOC in Mokpo. There were three times about the study on SOC of Mokpo before this study. The index for all the datum has been made use of in all the studies to estimate the relative position of mokpo in terms of SOC. This index could be got by selecting the average of all the cities in Korea as the basis of estimation. If the index value is above the unit, the relative position of SOC in mokpo can be valued in excess of the average level of all the cities. On the other hand, if the index is below the unit, the level can be valued under the average. This study can be summarized as follows. As for the sectional SOC, Mokpo was in poor condition as compared with the average level in case of the length of road per one hundred of inhabitants, the prime cost of water supply, the ratio of running water, the supply rate of sewerage, and the sewerage facilities in 2000. Therefore, the investment policy of SOC should be concentrated upon such sectors to enhance the equalized regional development. Mokpo should be interested in the direction of policy for the investment of SOC in order to approach the level of all the cities and the sectional equalization of SOC. That would approve to improve the quality of life in region and to bring the equalized regional development.

Chodo & Sonjukdo have the potential value of becoming a region for tourists, even though the islands are in quite a distance(92.7km) from the Yeosu`s harbour. It takes one hour and thirty minutes from the harbour to the islands. The islands hold a lot of interesting characteristics related to historical facts, cultural resources, natural scenes, etc. The aim of this research is to place emphasis upon the value of Chodo & Sonjukdo in regards to tourist resources. We could find out its precious value by considering the facts as below: Firstly, we can indicate that the oriented-ocean development and Expo 2012 YEOSU KOREA will give a spread effect to Chodo & Sonjukdo. Secondly, two islands are located near Geomundo & Baekdo, a place famous for its marine scenic beauty and the Dadohee Marine National Park. Therefore a lot of tourists will visit Chod & Sonjukdo after their tour in the Geomundo area. Thirdly, especially in Sonjukdo, there was sea fight in 1587, where the general, Dae-Won Lee went to fight the war against Japanese in the ocean near these islands. It is also known that the people of Chodo& Geomundo have developed the Ullungdo & Dokdo since 1892. Fourthly, in Chodo & Sonjukdo there are many tourist resources which are very beautiful, and thus provide a enjoyable natural scene for tourists. Fifthly, Chodo & Sonjukdo have high value when we consider its linkage tourism with other near-by islands such as Geomundo. Sixthly, its characteristics hold many elements that will attract tourists. Its marine experience, indigenous products, special food and food culture, and also the lodging in a private house are inherent only in Chodo & Sonjukdo. Lastly, we can also propose that the place marketing and storytelling for special assets of two islands will contribute the activation of its local economy.

This research covers the environment of Jisimdo, located in Geojedo, where the investigator visited twice for this paper. It was once the military base of the Japanese navy during the Japanese colonization, and now belongs to the Ministry of National Defense. Gisimdo has a beautiful natural scenery and thus should be called as the island of ecology, history and rest. The island is located in Hallyo National Sea Park, and every year marine tourists visiting Jisimdo (one of Geoje`s Eight Spectacles) is sharply increasing. The basic elements underlying tourism development can be the advent of marine tourism, blue tourism & marine-therapy, shift of time and space in tourism behaviour, locational approach、 and so on. Gisimdo is valuable for it holds a locational pattern(land-approached island), has plentiful cultural resources, is one of Geoje`s Eight Spectacles and also is a historical and ecological region. However, Jisimdo faces difficulties in tourism development due to matters of jurisdiction. Geojesi is planning to develop Jisimdo`s tourism, but since the Ministry of National Defense is holding jurisdiction, Geojesi might fail to carry out their plan. In Gisimdo, there are fifty-two inhabitants hoping for the transfer of state property to private ownership, especially land. It is desirable that the Ministry of National Defense should respond to the problem affirmatively so that Jisimdo`s tourism does not fail.

The aim of this study is to stress the locational and historical characteristics of Gajodo, an island belonging to Geojedo. Geojedo is abundant in farm products and marine products due to their natural environment. Also, this island is the center of fish-raising industry, due to its past historial development of the fish industry. In the past, this area suffered from many invasions from Japanese. From 1592 to 1598 there was a big war between Chosun and Japan, and many fights between the two took place in the coast around Geojedo and Gajodo. Also in 1904, the war between Russia and Japan broke off and in 1905, the Japanese destroyed the Baltic fleet of Russia at Straits of Korea. Based on these historical facts, we came up with several propositions. Firstly, we should not overlook the importance of locational & historical characteristics for Gajodo. Secondly, there should be some kind of historical memorial in order to inform people of Gajodo`s historical characteristics. Thirdly, for existence of inhabitants, we should focus on measurements that could prevent the decline in fishery industry, which has developed through the past several years. Fourthly, we should take interest in marine tourist and blue tourism, especially since the construction of bridge between Gajodo and Geojedo has made the island more accessible. Lastly, the natural environment of this island should be preserved. We should plant trees and preserve the locational & historical characteristics of this place.
