본 연구는 전신진동 자극시 스쿼트의 형태에 따른 하지근육의 근활성 효과의 차이를 분석함으로써 전신진동운동의 효과를 규명하고 효율적인 운동을 위한 과학적 근거를 제시하는데 그 목적이 있다. 본 연구는 정형외과적 질환이 없는 건강 한 20대 남성 10명을 대상으로 똑바로 선자세, 슬관절을 90도, 120도 굴곡시킨 일반적인 스쿼트 자세와 뒷꿈치를 들어 올린 혼합 스쿼트 자세의 진동자극 시 근활성도를 측정하였다. 근활성도는 외측비복근, 전경골근, 외측광근, 대퇴이두근에 근전도 전극을 부착한 후 RMS를 구하여 비교하였으며 진동 자극의 강도는 각 자세에서 볼륨 50, 80, 주파수 10, 25, 40Hz를 혼합하여 적용하였다. 분석 결과 외측비복근과 전경골근 외측광근에서 자세별 근활성도의 차이가 나타났고 뒷꿈치를 들어올린 자세에 서 근활성 효과가 높음을 확인할 수 있었다. 이와 같은 결과는 전신진동 자극 시 스쿼트 자세와 강도에 따라 근활성 효과에 차이가 있으며, 운동의 효율을 극대화하기 위하여 목표 근육에 따라 다양한 자세와 강도가 적용되어야 함을 의미한다. The purpose of this study is to clarify the effects of whole-body vibration and to provide scientific basis for effective exercise by analyzing the differences in lower extremity muscle activation according to squat position during whole body vibration. In this study, muscle activation during whole-body vibration was measured in 10 healthy males in their 20s with no orthopedic conditions during standing posture, deep squat, half squat, and heel raise squat. Muscle activation was compared by measuring the root mean square (RMS) with electromyography electrodes attached to lateral gastrocnemius, tibialis anterior, vastus lateralis, and biceps femoris. The vibration intensity was applied in combinations of the volumes of 50 and 80 and the frequencies of 10, 25, and 40 Hz in each posture. The results showed that there were differences in muscle activations of external gastrocnemius, tibialis anterior, and vastus lateralis among the position(p<.05). The heal raise squat was found to have a high muscle activation effect.

Japan has actively introduced taxes on nuclear power, such as fuel and spent fuel taxes. Korea is also considering similar taxes on nuclear power in addition to new local taxes on spent fuels in power plant sites and raising the tax rates of existing local resource facilities. This study examines the taxation of nuclear power generation in Japan and attempts to derive implications for similar taxation in Korea. Japan’s introduction and revision of taxes in the nuclear power sector is a method of raising sufficient funds to support daily life, environmental protection, industrial promotion, and implementing nuclear safety measures in the region. The tax framework in Japan can be a useful benchmark in revising Korea’s energy tax system to introduce nuclear-related taxes. 일본은 지방세로서 핵연료세, 사용후핵연료세 등 원전에 대한 과세를 적극적으로 도입하였고, 다양한 형태 로 세금을 부과하고 있다. 우리나라도 원전연료세, 사용후핵연료세의 도입, 기존 지역자원시설세(지방세)의 세율 인 상 외에, 원전 부지 내 저장 핵연료에 대한 신규 지역자원시설세의 도입 등을 검토하고 있다. 이에 본 논문은 일본의 원자력발전에 대한세제를 조사하고, 이 조사 내용이 우리나라의 원자력발전 관련 조세에 대해서 갖는 시사점을 도출 하고자 하였다. 일본의 원전에 대한 과세 도입 및 조정은 원칙적으로 원전이 입지한 해당 지역의 민생 안정, 환경보전 대책, 산업진흥 대책, 원전 안전 대책 등을 위해 부족한 재원을 마련하는 방안이다. 일본은 원전 과세 개편, 신규 조세 발굴 및 부과는 조세 부과에 따른 왜곡효과를 분석하고, 중앙정부, 지방자치단체, 이해당사자간의 협의 및 합의과정 을 통해 최종적으로 결정하고 있다. 일본의 과세 사례는 핵연료세, 사용후핵연료세, 지역자원시설세 등과 같은 원전 관련 조세를 도입하려는 국내 에너지 세제 개편에서 유용한사례가 될 것이다.

본 연구는 참여 민주주의 확산 기조에 따른 강원도민의 도정 제안제도에 대한 접근성 개선과 도정 참여도 증대를 위한 강원도 제안제도의 활성화를 다룬다. 연구의 목적은 강원도 제안제도의 활성화를 위한 제도개선 방안의 도출과 제도의 활성화를 위한 정책적 방안의 도출에 있다. 이를 위해 본 연구에서는 강원도 제안활동 참여도 제고를 위한 방안, 제안제도 관련 홍보방안의 모색과 아울러 전문적·창의적인 제안이 접수될 수 있는 방안을 모색하고 제안한다. 또한 제안심사 및 평가 활성화 방안 연구로서 심사 담당자의 능동적 접근방안에 관해 논의하며, 채택제안에 대한 시책추진 활성화 방안으로서 채택제안의 사후관리 방안 및 시책추진 담당자의 능동적 추진을 위한 인센티브 방안 등을 모색하고 제안한다. This study addresses the activation of Gangwon Province's proposal system in response to the prevailing trend of participatory democracy. It focuses on enhancing accessibility to and increasing participation in the provincial proposal system among Gangwon residents. The purpose of the research is to derive institutional improvement measures for the activation of Gangwon Province's proposal system and formulate policy approaches to foster its activation. To achieve this, the study explores strategies to boost participation in Gangwon Province's proposal activities, investigates promotional methods related to the proposal system, and seeks ways to encourage the submission of professional and creative proposals. Furthermore, as part of the examination of measures to enhance proposal evaluation, the study discusses proactive approaches for assessors. In terms of promoting policy implementation for adopted proposals, the research suggests post-adoption management strategies and incentive measures for the proactive pursuit of policy implementation by those responsible for proposal adoption.
