It is self-evident that Korean public administrative environment has been changed in terms of its quantity and quality as well. And it is true that the pursuit of quantitative development and expansion have caused a lot of social pathological results and distrust. So it is needed to present some directions to develop along with changing environmental factors. My effort here is therefore to show reformative ways in public administration in Korea. First of all, it is reduction of the governmental institutions which has been only expanded quantitatively so far. Secondly, it is reallocation of the overlapped operational functions so that separation of responsibility and authority can be more vividly emerged. Thirdly, it is appropriate delegation of central authority to its sub-level institutions. Fourth, it is making an more organic entity of public administrative organization to adapt to its continuously changing environment. Fifth, it is development of human resource management strategies in order to arrange the right civil servants in the right places. These problems to be solved are focusing upon actualization of the values of the Korean people as they desire. In this paper, I will deal with some better directions for the on-going Korean public administrative reformation based upon relevant relationship between changing environmental factors and public administration itself as they cause Korean people's needs to change and new needs emerge as well.

Objective: This study was designed to analyze the utility of routine chest X-ray on Korean medicine hospital admission. Methods: The chest X-ray reports and medical records of 618 patients who were admitted to Daejeon Korean Medicine Hospital from May 1, 2021 to June 30, 2021 were retrospectively reviewed. Results: Of the 618 patients newly hospitalized from May 1, 2021 to June 30, 2021, 560 patients (excluding readmission) were analyzed. The mean age of 560 patients was 53.26±17.20 years. There were 52 patients with abnormal findings, and their mean age was 69.62±15.59 years. Many of these patients had chest symptoms and a history of chest disease. There was no case that showed a significant diagnostic result by chest X-ray examination. Conclusion: The diagnostic usefulness of routine chest X-rays in Korean medicine hospital admission is low. But this does not mean that there is no need to perform routine chest X-rays upon admission.
호중구 감소를 동반한 길랑바레 증후군에 대한 한의 복합 치료 증례보고 1례

본 증례보고는 GBS를 진단받고 IVIg치료 후 호중구 감소증이 동반된 환자를 위증(痿證)으로 변증하여 한약, 침구치료, 물리치료를 통해 환자의 증상 호전을 보였기에 보고하는 바이다. ■ Objectives This study reports a case of improvement in a patient with neutropenia after Guillain-Barré treatment through combined Korean medicine treatment. ■ Methods This patient was hospitalized for 22 days and was treated by herbal medicine, electroacupuncture, and physical therapy. Symptom improvement was evaluated through periodic clinical pathology examination, manual muscle test(MMT), yanagihara scale, and numeric rastic sclae(NRS). ■ Results The clinical symptoms and absolute neutrophil counts of this Guillain-Barré patient improved after the combined Korean medicine therapy treatment. ■ Conclusion This study suggests that Korean Medicine can be effective in reducing Guillain-Barre syndrome symptoms and improving intravenous immunogloubulin induced neutropenia, but more research is required to confirm these results.
금은화가 HUVEC에서 죽상동맥경화증 관련 염증인자 발현 억제에 미치는 영향

Objective: The purpose of this study was to investigate the effect of Lonicera Japonica Thunberg (LJT) on the inflammatory factor expression associated with atherosclerosis in human umbilical vein endothelial cells (HUVECs). Methods: After treatment with LJT in HUVEC which is treated with TNF-α, we measured the expression levels of biomarkers (MCP-1, ICAM-1, VCAM-1, KLF2, and eNOS), mRNA (CCL2, ICAM1, VCAM1, KLF2, and NOS3), and the proteins (MCP-1, ICAM-1, VCAM-1, KLF2, eNOS, ERK, JNK, and p38). Results: 1. Compared to the control, LJT significantly reduced MCP-1 and VCAM-1 levels at concentrations of 100, 200, and 400 ㎍/ml and ICAM-1 expression at 200 and 400 ㎍/ml compared to the control. It increased KLF2 levels at all three concentrations, but not significantly, while eNOS expression was significantly increased at 400 ㎍/ml. 2. LJT was seen to significantly reduce the expression of CCL2, ICAM1, and VCAM1 mRNA at concentrations of 100, 200, and 400 ㎍/ml compared to the control. In contrast, significantly increased KLF2 and NOS3 mRNA levels were observed at 400 ㎍/ml and at 200 and 400 ㎍/ml, respectively. 3. Compared to the control, LJT significantly reduced the protein expression of MCP-1 and VCAM-1 at 200 and 400 ㎍/ml and of ICAM-1 at 400 ㎍/ml. In addition, it increased both KLF2 and eNOS protein levels at 200 and 400 ㎍/ml. Although LJT did not have an effect on ERK expression in comparison with the control, it significantly reduced JNK levels at 200 and 400 ㎍/ml and p38 levels at 400 ㎍/ml. Conclusions: These results suggest that LJT has an effect on the inhibition of inflammatory factor expression associated with atherosclerosis in HUVECs which could contribute to the prevention of cardiovascular and cerebrovascular diseases.
