        개발이익환수 수단으로서 공공기여의 효과에 관한 연구

        The goal of this paper is to analyze the effect of public contribution in the special planning districts and to offer improvements for this system. This paper analyzes the present conditions of incentives for land donation in the special planning districts with detailed development plans and attempts to analyze quantitatively the effects of public contribution through land donation. This paper also tries to compare the effect of public contribution in special planning districts with that of the pre-negotiation system. This paper reveals that public contribution has been used not as a means of restitution of development gains but as a catalyst for promoting high-rise residence-commercial complex buildings. The results of the comparison analysis show that the effect of public contribution is somewhat lower than that of the pre-negotiation system. This paper suggests the following policy improvements: that the size of public contribution be measured not by the size of the lots but by their value; that role allocation between the public contribution and the pre-negotiation system be put forth; that the pre-negotiation system be introduced in the special planning districts.

        왕조실록으로 본 조선시대 부동산정책의 고찰 : 주택정책을 중심으로

        역대 정권마다 부동산 가격 안정화라는 목표로 발표되는 수많은 정책들이 시장에서는 여전히 그 기능을 발휘하지 못하고 있다. 과연 어떤 정책을 수립하여야 부동산 및 주택시장에 효과가 있을까 하는 의문에서 조선시대 부동산정책에 관련한 문헌분석 연구를 통해 현 시대의 정책과정 및 내용에 대한 시사점을 도출하고자 한다. 이를 위해 조선왕조실록을 중심으로 분석하며, 연구내용은 주택정책으로 한정한다. 분석결과 조선시대는 건국 초기부터 인구증가와 택지 및 주택 부족이 심각하였고, 이를 해결하기 위해 도성안의 인구를 강제로 이주시키거나, 무허가 주택을 철거하여 택지를 마련하였다. 또한 다주택 소유를 금지하는 규제도 있었다. 이러한 정책에도 주택재고 부족을 해결하지 못함에 따라 도성 밖으로 도시를 확대하는 정책을 추진하였다. 그 외에 집터와 가옥에 세금도 부과하였고, 한성의 사산을 중심으로 개발억제 정책도 시행하였다. 당시의 사회적·역사적·정치적 환경을 반영한 결과로 분석되며, 이는 당시 사회발전을 위한 반드시 필요했던 과정이며, 시장의 움직임에 시시각각 대응하는 것보다 거시적 관점에서 접근이 필요하다는 교훈을 얻게 한다. Numerous policies announced by previous administrations with the goal of stabilizing real estate prices are still not functioning in the market.There is a question of what kind of policies should be established to effect the real estate and housing market. Therefore, it is intended to derive implications for the policy process and contents of the current era through a literature analysis study on real estate policies during the Joseon Dynasty. For this, the study focuses on the Annals of the Joseon Dynasty, and is limited to the contents of housing policy. According to the analysis, the population growth and housing shortage were serious from the early Joseon Dynasty, and to solve this problem, the population of the city was forcibly relocated or unauthorized houses were removed to prepare housing sites. There were also regulations prohibiting the ownership of multiple homes. Despite these policies, the lack of housing stocks could not be resolved, so a policy to expand the city outside the fortress was promoted. In addition, taxes were imposed on homes and houses, and development deterrence policies were implemented, centering on Hanseong. It is analyzed as a result of reflecting the social, historical, and political environment of the time, which is a necessary process for social development at the time, and learns that an approach is needed from a macro perspective rather than responding to market movements.

        RNA - dependent RNA 중합효소 (重合酵素) Mofif 를 포함하는 오돈토글로썸 윤문 바이러스 52 kD 유전자의 특성과 다른 Tobamovirus 와의 비교

        Complementary DNA of the genomic RNA of odontoglossum ringspot virus Cymbidium strain (ORSV-Cy) was synthesized from polyadenylated viral RNA and cloned. Selected clones containing the viral RNA-dependent RNA polymerase gene of the virus has been sequenced by automated sequencing system. The complete nucleotide sequence of an open reading frame is 1377 base pairs in length, and encodes a protein of 458 amino acids about 52,334 D. The 52 kD protein of ORSV is 16 amino acids shorter than that of tobacco mosaic virus (TMV). The 52 kD protein of ORSV shares four sequence motifs characteristic of viral RNA-dependent RNA polymerase. Comparison of the ORSV 52 kD protein sequence with that of other five viruses in tobamovirus group showed 76.0 to 60.7% homologies at the amino acid level and the conservation of the four motifs between the viruses.

        미래 지속가능성을 위한 통일정부 토지제도 정책방향 연구 토지소유권 논쟁을 중심으로

        This study aims to seek for land policy direction of the prospect government in the unification era of Korean Peninsula for future sustainability through the analysis of disputes over existing land ownerships. Possible disputes on the land ownerships in North Korea after unification of Korean peninsula are classified into disputes according to unification method, disputes about disposal of expropriated land, and disputes about land system of the prospect unification government. As a result of evaluation on the disputes over land ownerships in the unification government from the existing private land ownership system, it would be desirable to apply land privatization in tandem with public land lease system of the land together, and permanent lease system of public land, for restructuring future land ownership policy. It is because such method reflects certain part of public nature of land and the concept of priority on land use. Therefore, the policy direction for restructuring land system of the prospect unification government of Korean peninsula should be made in macro perspective for future sustainability, focusing on public purposes, land use, and management-centered land system.

        소득 및 자산수준에 따른 주거이동 특성에 관한 연구

        This study shows how the level of incomes and assets of households differentiate the characteristics of residential mobility. So this study analyzes their level of incomes and assets for households which experience residential movements based upon the residential mobility data in the whole country, and proves if the level of incomes and assets has the significant impact on the choice of residential area. The analysis was carried out on the five perspectives. First, the household’s movement characteristics that households usually moves to somewhere in the same district where they resided or to close areas. Second, the difference in the level of incomes and assets across five residential spheres in Seoul. Third, the difference in the level of incomes and assets among households moving in the same district or into other districts. Fourth, bigger difference the level of real estate and financial assets rather than the difference of the level income. Finally, causes for residential movement between homeowners and renters are different.

        담배 모자이크 바이러스 란 (蘭) 계통 게놈 RNA 의 cDNA 클로닝

        Viral RNA was extracted from a purified orchid strain of tobacco mosaic virus (TMV-O) from Cymbidium Grace Kelly. Polyadenylated viral RNAs were primed with Not l-oligo (dT) primer-adapter. First-strand cDNAs were reversely transcribed by Moloney murine leukaemia virus reverse transcriptase (RNase H^-), and then second-strand cDNAs were synthesized by RNase H and DNA polymerase Ⅰ. The resulting double-stranded cDNAs were ligated into pSPORTⅠ vector and transformed into competent E. coli strain JM109 cells. The size of cDNAs within the recombinant plasmids was ranging from 0.9 to 3.9 kb. Among the selected clones, pTMO-0205 and -0210 covered the 3` half and the 5` half of the viral genomic RNA, respectively, which were covering more that 99% of the viral genome size based on sequencing analysis. Two cDNA fragments which were 3.1 kb BamHI and NotⅠ fragement released from pTMO-205 and 3.3 kb salⅠ and BamHⅠ fragment released from pTMO-0210 were ligated with T4 DNA ligase. The clone was almost entire length, lacking only 31 nucleotides from the 5` terminus based on the sequencing result. This method was shown to be efficiently applicable to other plant viral genomic RNA for the construction of cDNA.
