비영리 영역의 일자리 실태와 정책과제 : 청년세대를 중심으로

청년 일자리 문제는 우리 사회 화두의 중심에 서 있다. 정부가 청년 일자리 문제를 정책의 최우선 과제로 삼고 있지만 해결될 기미를 보이지 않는다. 선행연구와 실천 현장에서는 해외의 비영리 영역의 높은 고용기여도와 경제위기 완충효과를 근거로 삼아 비영리 영역이 청년세대에서 새로운 일자리를 제공할 가능성에 대해서 탐색해왔다. 본 연구자들은 정책과제를 구체화하기에 앞서 비영리 일자리를 둘러싼 개념, 범위, 실태, 경험사례 등을 종합 검토하는 것이 필요하다고 판단했다. 이에 본 연구는 한 축으로는 비영리 일자리에 대한 개념, 규모 추산 등에 관한 국내외 자료를 검토하여 비영리 일자리의 국내외 논의 맥락의 차별성을 파악하였다. 다음으로는, 전통적으로 일자리로 여겨지지 않았지만, 최근 정책적으로 비영리 일자리의 범주로 주목하는 ‘시민사회단체 일자리’에 초점을 두어 현장의 경험사례를 분석하였다. 결론으로 연구를 종합하여, 비영리 국가통계의 개발, 비영리 일자리 정책의 관점, 그리고 청년과 비영리 영역을 연결하기 위한 구체적인 정책과제를 제시하였다. The youth employment is at the center of our social topic. The government has made the youth employment a top priority for its policy, but it shows no signs of being solved. Researchers and practitioners have been exploring the possibility that the non-profit sector will provide new jobs to the youth based on the high employment contribution of the non-profit sector and the buffering effect of the economic crisis announced abroad. We believed that it is necessary to comprehensively review the concepts, scope, actual conditions, and experiences surrounding non-profit jobs before realizing government policies. From this point of view, we first reviewed domestic and foreign data on the concept and size estimation of non-profit jobs to identify differences in the context of domestic and international discussion of non-profit jobs. Next, we analyzed the field experiences by focusing on civil society jobs , which were not traditionally regarded as jobs, but recently received attention. In conclusion, we synthesized the research and presented the development of non-profit national statistics, the perspective of non-profit job policies, and specific policy tasks to connect youth and non-profit sector.

매니페스토 이행과정에서 심의 민주주의 적용 사례 연구 -지자체단체장 공약이행 평가를 위한 주민배심원제 운영 평가-

공동체와 더불어 자신의 삶을 스스로 가꿔가는 민주 사회에서 대의제 민주주의는 많은 한계를 드러내고 있고, 실질적인 시민 권리가 작동되기 위해서는 어떻게 대의제 민주주의와 시민 간의 간극을 좁힐 수 있을 것인가가 핵심이라고 볼 수 있다. 본 연구는 대의제 민주주의의 한계를 보완하기 위해 심의 민주주의에 주목하고 있다. 그리고 매니페스토 이행과정에서 심의 민주주의를 실제 적용한 주민배심원제 사례를 평가하는 데 목적을 두고 있다. 심의 민주주의를 적용한 주민배심원제는 투표를 통해 시민들의 의사가 집합되는 선호집합적인 민주주의를 넘어 공약의 이행과정에서 시민들이 주도적으로 참여하여 공약에 대한 재검토와 공약 이행도 평가를 통해 공약정책의 집행과정에 영향을 미치고자 하는데 그 의의가 있다. 공약 이행과정에서의 주민배심원제는 한국사회에서 최초로 2012년부터 2013년까지 9개 지자체에서 진행되었고, 그 가운데 본 연구는 대구시, 서울 관악구, 인천 남동구, 경기 양평군 등 4개 지역에 대하여 심의 민주주의의 중요한 요소 및 기능으로서 시민참여와 심의성, 민주시민교육적 기능의 효과성, 지방정부의 신뢰성 제고 등을 기준으로 평가하였다. 한국사회에서 심의 민주주의의 가능성을 확인하고 향후 발전방향을 모색하는 데 기초 자료로 활용될 수 있기를 기대한다. Representative democracy in a democratic society, where people live their lives with the community, has many limitations. Therefore, for its citizens to exercise their actual rights, it is essential to reduce the gap between the representative democracy and citizens. This study pays attention to deliberative democracy as a way to remedy the limitations of representative democracy. The purpose of this study is to evaluate civil jury cases, to which deliberative democracy is applied, in the process of implementing the manifestos. The purpose of civil jury system, to which deliberative democracy is applied, is to influence the implementation of election promises by reviewing and evaluating election promises through active participation of citizens beyond aggregative democracy in which the preferences of citizens are aggregated through elections. Civil jury system has been used by 9 local governments in Korea between 2012 and 2013. Of these, this study used the cases in Daegu, Gwanak-gu; Seoul, Namdong-gu; Incheon, and Yangpyeong-gun; Gyeonggi-do. This study examined the cases based on citizen participation and deliberation, effectiveness of democratic citizen education function, and improvement of the local government`s reliability as important elements and functions of deliberative democracy.

매니페스토 운동과 심의 민주주의: 한국의 경험에 대한 평가와 대안

매니페스토 운동은 선거시 정책공약의 검증을 통해 대의제 민주주의를 정상화하고 성숙한 민주주의와 신뢰공동체를 실현하는 데 그 목적이 있다. 한국에서 매니페스토 운동은 지난 2006년 5.31지방선거에서 처음 등장하여 17대 대통령선거, 18대 국회의원선거를 거치면서 비합리적 정치문화·선거풍토를 개선하는 데 어느 정도의 성과를 거두었다고 할 수 있다. 그럼에도 매니페스토 운동이 현재 선거제의 구조적 한계와 정치냉소주의를 얼마나 극복할 수 있었는가는 여전히 남은 문제다. 특히 온전한 정책검증을 가능하게 할 제도적 여건과 장치는 여전히 매우 미약한 상태다. 아울러 후보자와 시민들의 자유로운 정치활동을 제약하는 선거제도의 문제점, 매니페스토 운동 개념 및 방향의 오해와 운동 내부의 역량 부족은 여전히 매니페스토 운동의 과제로 남아있다. 이 글은 먼저 한국에서의 매니페스토 운동 과정을 정리해 볼 것이다. 이어 그 속에서 드러난 주요 한계점을 도출해 볼 것이다. 그리고 드러난 한계를 극복할 수 있는 구체적 방안을 제안한다. 그 핵심은 국회법에 의해 독립적 위상을 갖는 `매니페스토 시민심의위원회`를 분야별 전문가집단과 무작위 선발된 시민들로 구성하자는 데 있다. 이 시민심의위원회는 선거기간 공약을 검증하고 선거 이후에는 공약 이행을 평가할 뿐 아니라, 공약 이행 및 정책 사안에 대한 일상적인 권고 및 제안이 가능한 기구다. The purpose of Manifesto Movement is to achieve mature democracy and trustworthy community by normalizing representative democracy and restoring citizen sovereignty. In Korea, this movement began to prepare for the May 31st local election in 2006 and proceeded to engage in the 17th presidential election of 2007 and the election of members of the 18th National Assembly in 2008. This movement contributed to improve political culture and electoral practices to some extent. Nevertheless, it still remains that how much manifesto movement can fix cynicism and apathy toward politics and structural limitations of election system which bans sufficient freedom of candidates and citizens. This essay attempts to find a way to overcome those limitations. This essay suggests to establish `The Citizens Committee on Manifesto,` as a legal institution. It deliberates campaign promises during the campaign, evaluates the implementation of these promises after the election and proposes policies. In the Citizens Committee on Manifesto, Manifesto movement and deliberative democracy meets.

釜山地域 輸出企業의 電子商去來 活用實態에 관한 考察

As we increase installing computers, traditional commerce by paper document is replaced by Electronic Commerce, paperless document commerce. Electronic Commerce proves to be and intermediary for increasing efficiency on work, which makes us use it more. This study aims to contribute to streamline local export by analyzing trade firms and manufacturers' using status of Electronic Commerce on work in Pusan. I sent questionnaires to 202 firms working on trade in Pusan to do survey. The sample of this study consists of 96 of them. I analyze using status of Electronic Commerce on work based on those data. The result shows that the more he firms install facility to be able for Electronic Commerce and the better they understand Electronic Commerce related laws, the more they select that on work. Generally The firms in Pusan rarely select Electronic Commerce on work and even acknowledges how much that is needed on work. Considering all of them, this study shows the methods of streamlining local export by Electronic Commerce as follows; First, all kinds of Electronic Commerce such as trade related site in Internet should be systemized. Second, the laws on Electronic Commerce should be established in details. Third, works on firms should be educated on Electronic Commerce. Forth, the firms should install the facility for Electronic Commerce, assist financially and make marketing strategy for selecting Electronic Commerce on each step in work. In conclusion, export in Pusan would be streamlined when the use of Electronic Commerce, effective intermediary, is motivated and we take that method to use on work properly.
