Faithful evaluation of the meteorological input is a prerequisite for a better understanding of air quality model performance. Despite the importance, the preliminary meteorological assessment has rarely been concerned. In this study, we aim to evaluate the performance of the Weather Research and Forecasting (WRF) model conducting a year-long high-resolution meteorological simulation in 2016 over the Seoul metropolitan area. The WRF model was configured based on a series of sensitivity simulations of initial/boundary meteorological conditions, land use mapping data, reanalysis grid nudging method, domain nesting method, and urban canopy model. The simulated results of winds, air temperature, and specific humidity in the atmospheric boundary layer (ABL) were evaluated following statistical evaluation guidance using the surface and upper meteorological measurements. The statistical evaluation results are presented. The model performance was interpreted acceptable for air quality modeling within the statistical criteria of complex conditions, showing consistent overestimation in wind speeds. Further statistical analysis showed that the meteorological model biases were highly systematic with systematic bias fractions (f<SUB>SB</SUB>) of 20~50%. This study suggests that both the momentum exchange process of the surface layer and the ABL entrainment process should be investigated for further improvement of the model performance.

This paper investigates the fifteen OECD member countries and tries to identify the main factors affecting the efficiency of R&D investment. The empirical results show that the regal environment on the technological development, industry-university partnership, the density of full-time researcher, and government support are positively associated with the R&D performance, which is measured by patent application. The regression results, however, suggest that intellectual property right and the efficiency of venture capital market do not have significant effect on the performance.
일제 강점기 동안의 우리나라 영어교육 - 공립 중등학교를 중심으로

English teaching in Korea during the Japanese colonial period has often been described as the victim of a dark age. Most previous studies on the topic tended to cover diverse aspects of English teaching in Korea at different school levels and in different contexts, thus making it impossible to characterize the nature of English teaching at public schools. In an attempt to better understand the nature of English teaching in Korea during the Japanese colonial period, this study focused on English teaching at Korean public secondary schools during the period. First, the study looked at weekly instructional hours as dictated by four educational edicts to evaluate the commonly made claim that English teaching in Korea experienced a dark age throughout the Japanese colonial period. In addition, the study examined why the grammar-translation method was the most commonly adopted approach to teaching English at public secondary schools. An analysis of the four educational edicts showed that there were substantial differences in the number of instructional hours across different periods of Japanese colonial rule. Thus, characterizing the entire colonial period as a dark age of English teaching seemed to lack validity. In addition, considerations of various contextual factors suggested that the adoption of the grammar-translation when teaching English at Korean public secondary schools during the Japanese colonial period was a forced choice, not a choice mandated by any political entity. Big class size, Japanese teachers’ inadequate English proficiency, high-stakes English examinations, and other factors seemed to be responsible for widespread use of the grammar-translation method.

최근에 전력계통에 전력파형을 검출하기 위해 주파수 계전기가 사용되어지고 있다. 기존에 사용되었 던 전자기계식 주파수 계전기는 정확한 측정이 어렵고, 이후 연구 개발된 전자식 계전기는 노이즈와 왜곡에 영향을 많이 받는 단점이 있다. 최근에 개발된 Microprocessor 계전기는 50ms에서 수초정도의 주파수 측정 시간상의 문제점을 가지고 있다. 본 연구에서는 주파수 계전기의 신속하고 정확하게 측정할 수 있는 개선된 알고리즘을 개발하였으 며, Matlab 프로그램을 작성하였다. 작성된 알고리즘의 효용성을 검출하기 위해 임의의 전압파형을 Matlab 프로그램에 입력하여 수행함으로서 정확하고 신속한(약 30ms) 알고리즘의 효용성을 입증하였 다.
