It is evident that natural disasters, such as floods, typhoons and blizzards are affecting the world in various measures. When an unexpected disaster has occurred, citizens are directed to be quickly and safety evacuated to the designated evacuation facilities which includes; community service centers, government offices, village halls, and schools. Although school facilities are most commonly used, current studies have supported that South Korea is insufficient in providing so. This study conducted mainly in Seo-gu, Incheon, included the analysis of schools designated as evacuation facilities. Based on this research, design guidelines have been improved, and applied drawings are to provide data for enhancement of the victims" amenity and safety when evacuation schools are newly built or remodeled.

Social interest is on the rise in modern cities, where the frequency and damage of disasters are increasing. Therefore, domestic facilities are designated as shelters. However, The shelter"s habitability Environments are falling short of the victim"s expectations. Therefore, this study suggested the design of indoor temporary housing for the victims of disaster to be used during their life in shelters and improved the design direction of the habitability environment. The method of study was first, taken to define the indoor temporary housing. Second, the design direction of the indoor temporary housing based on theories and literature considerations. and The design of types A, B, C, and D of indoor temporary housing was suggested. Third, Design directions and design of indoor temporary housing were suggested through mock-up and post-occupancy evaluation.
국내 현황을 고려한 방재거점시설 설계방안 연구 : 인천광역시를 중심으로

본 연구의 목적은 일본의 광역방재거점과 같이 광범위한 재난재해에 대비하는 방재거점시설을 국내에 도입하여 도시방재력을 향상하는 것에 있다. 이에 선행연구, 국내와 일본의 법제도, 그리고 일본의 광역방재거점 선행사례를 분석하여 방재거점시설의 개념을 도출하였다. 그리고 도시지역에 방재거점시설을 확보하기 위하여 기존 시설을 평가하기 위한 평가항목과 평가지표를 도출하였다. 그리고 연구의 공간적 범위인 인천광역시의 체육시설을 중심으로 평가지표를 활용한 분석을 진행하여, 적합한 기존 시설을 선정하였다. 이를 통해 선정된 문학경기장의 공간을 분석하고, 각 공간의 이용계획을 제시하였다. 또한, 방재거점시설의 기능을 확보하기 위한 건물의 설계를 제안하였으며, 이를 통해 국내에 적합한 방재거점시설의 설계방안을 제시하였다. 이에 국내 현황에 없는 광범위한 재난재해에 대비한 방재거점시설의 개념과 설계방안을 제안하여 도시방재력 향상에 기여하였다. The purpose of this study is to improve urban resilience capability by proposing resilience base facilities to prepare for a wide range of disasters, such as Japan s wide area resilience base. Accordingly, the concept of resilience base facilities was derived by analyzing previous studies, domestic and Japanese legal systems, and cases of Japan s wide area resilience bases. In addition, in order to secure resilience base facilities in urban areas, evaluation items and evaluation indicators for evaluating existing facilities were derived. In addition, an analysis using evaluation indicators was conducted centering on the sports facilities in Incheon, which is the spatial scope of the study, and appropriate existing facilities were selected. Through this, the space of the selected Munhak Stadium was analyzed, and the use plan of each space was presented. In addition, the design of the building to secure the function of the resilience base facility was proposed, and through this, a design plan of the resilience base facility suitable for Korea was suggested. Accordingly, it contributed to the improvement of urban disaster resilience capabilities by proposing the concept and design of resilience base facilities in preparation for a wide range of disasters that are not present in the domestic situation.

기후변화로 인해 이상기후 현상으로 인해 전 지구적으로 재산 및 인명 피해가 증가하고 있다. 우리나라는 지진, 호우, 산불, 태풍 등의 다양한 사회재난 및 자연재해로 인한 피해가 발생하였다. 장기간에 걸친 대규모 재난재해가 발생할 시, 지금까지 활용되었던 시설보다 높은 성능과 다양한 기능을 갖춘 시설이 요구될 것이다. 이에 본 연구는 광역을 대상으로 재난재해 상황을 지휘·통제하고, 구호·복구 활동의 거점의 기능을 하는 방재거점시설의 개념과 계획방안을 제안하여 방재력을 향상시키고자 하였다. 이에 방재거점시설과 관련된 국내·외 현황을 분석하여 방재거점시설의 역할 및 개념을 정의하고, 관련된 선행연구를 분석하였다. 또한, 국내·외의 관련 시설의 사례를 분석하여 계획 방향을 도출하였다. 이를 통해 방재거점시설의 계획요소와 고려사항, 공간구성 방안 등 계획방안을 제시하였다. 이를 통해 방재거점시설의 확보를 위한 기본적인 사항을 제시하였으나, 방재거점시설의 실용화를 위해서는 보다 다양한 연구가 이루어져야할 것이다. Due to climate change, damage to property and people is increasing worldwide. In Korea, various social and natural disasters such as earthquakes, heavy rains, forest fires, and typhoons have caused damage. When extensive disasters occur for a long period of time, facilities with higher performance and various functions than those that have been used until now will be required. Therefore, this study aimed to improve disaster prevention by commanding and controlling the disaster situation in a wide area and proposing the concept and planning method of the disaster prevention base facility, which is a base for relief and recovery activities. Accordingly, the role and concept of the disaster prevention base facilities were analyzed by analyzing the domestic and foreign conditions related to the disaster prevention base facilities, and related prior studies were analyzed. A plan direction was derived by analyzing cases of related facilities at home and abroad. Through this, the planning elements and considerations of the disaster prevention base facilities, and the planning plan such as space composition plan were presented. As a result of the study, a location selection plan and required space and function were derived, and a suitable space composition plan for each disaster situation was proposed, and basic matters for planning were presented. Through this, basic matters for securing disaster prevention base facilities were suggested, but more diverse studies should be conducted for practical application of disaster prevention base facilities.
