다목적 가변 모형을 통한 제주지역 크루즈항구의 모항여건 분석에 관한연구

본 연구에서는 제주도, 상하이, 요코하마 크루즈 항만을 비교하여 제주도가 가지는 강점과 약점을 알아보는 것이다. 이를 위해 Cruise Network 분석 프로그램을 통하여 8개요인(공항, 선석, 비용, 거리, 시내접근성, 쇼핑시설, 소스마켓(배후시장), 관광)비교를 통하여 평가하였다. 세 개의 크루즈 항구를 비교하여 평가한 결과 제주도는 민군복합항을 완공하여 크루즈 2개선석(접안능력)을 확보하는 것만으로도 상하이 크루즈 항만보다 우위에 있을 수 있고, 신공항이 완성되면 요코하마 크루즈 항만보다 우위를 점할 수 있어 향후 동북아시아 최고의 크루즈 항만의 조건을 갖출 수 있을 것이라는 결과를 얻을 수 있었다. Cruise Network 분석 프로그램을 통하여 얻은 결과는 행정 정책이 뒷받침이 되어야 한다는 과제를 안고 있다. 이 연구가 크루즈 항만의 특성 및 배후지 평가를 위항 8개의 요인만을 가지고 각각의 지역을 평가하여 결과를 도출한 점은 평가 대상지지역의 다양하고 복잡한 여건을 충분히 종합하지 못한 한계를 가진다. 그리고 향후에는 크루즈 항만에 대한 평가요인을 세분화 하여 평가할 필요성이 있다. 또한 향후 연구에서는 크루즈 산업의 경제적인 효과와 융ㆍ복합 산업으로서의 관련 산업에 대한 연관성을 연구해 볼 필요성이 있을 것이다. This study aims to compare Jeju Island, Shanghai, and Yokohama cruise ports and to investigate the relative strengths and weaknesses of Jeju Island. This study conducted comparative evaluation of 8 factors [airport, berth, expenses, distance, access to town, shopping facilities, source market (background market), and tourism] through a cruise network analysis. Comparative evaluation results find that Jeju Island, which secured 2 berths (berthing capacity) by completion of the civil-military complex port, has ascendancy over Shanghai cruise port and will have ascendancy over Yokohama cruise port once construction of the new airport is completed. Therefore, it will qualify as the best cruise port in Northeast Asia in the future. Results obtained from the cruise network analysis provide insights for administrative policy. Study limitations include only eight factors are used for evaluating the cruise-ship harbor area and surrounding hinterlands, and thus cannot sufficiently evaluate the complex conditions of the sites. In the future, it is necessary to reexamine the evaluation factors of the cruise ship harbor in detail. Furthermore, future research will need to consider the economic effects of the cruise ship industry, and its relevance to related industries as a possible fusion or hybrid industry.

Cr (Ⅵ)-Isoquinoline 화합물에 의한 알코올들의 산화반응에 관한 연구 (Ⅰ)

H$_2$O을 용매로 하여 헤테로고리 염기인 이소퀴놀린과 CrO$_3$를 반응시켜 Cr(Ⅵ)화합물인 [$C_9H_7$NH]$_2Cr_2O_7$을 얻었다. 이 화합물은 비흡수성이면서 물에 잘 녹았다. 그리고 원소분석, 적외선 분광법으로 이 화합물의 구조가 [$C_9H_7$NH]$_2Cr_2O_7$임을 확인하였다. 또한, 이 화합물이 여러 가지 알코올을 알데히드나 케톤으로 전환시킬 수 있는 산화제로 작용하는가를 알아보기 위하여 알릴, 일차, 이차 알코올을 각각 산화반응에 이용한 결과 알코올들에 대해 효율적인 산화제로 작용하였다. Chromium(Ⅵ) compound, [$C_9H_7$NH]$_2Cr_2O_7$ has been prepared by the reaction of isoquinoline with chromium trioxide under the presence of water. [$C_9H_7$NH]$_2Cr_2O_7$ is nonhydroscopic and dissolved in water very well. Structure of [$C_9H_7$NH]$_2Cr_2O_7$ is identified by FTIR spectra and elemental analysis data. The ability of [$C_9H_7$NH]$_2Cr_2O_7$ for the oxidation of alcohols were examined in methylene chloride. [$C_9H_7$NH]$_2Cr_2O_7$ was found as efficient oxidizing agent for the conversion of allyl, primary and secondary alcohols to the corresponding aldehydes or ketones.

요트마리나 입지요인 도출과 중요도 분석

본 연구의 목적은 요트마리나 항만의 입지결정에 중요한 요소를 찾아내고 향후 지방정부의 요트마리나 사업 관련 정책결정시 활용할 수 있도록 하는데 있다. 이를 위하여 이론적 검토와 전문가 면접조사를 통하여 2개의 상위요인과 11개의 하위요인 및 50개의 세부요인을 찾아내어 제주특별자치도 지역을 한정하여 제주도민 및 요트관광객을 대상으로 설문을 실시 하였고, 이를 분석한 결과 해상안전에 대한 중요도와 지역의 경제성장 및 주민의 참여하는 개발이 되어야 한다는 결과를 도출하였다. The aim of this study was to identify the significant factors for deciding yacht marina harbor location, and to use them for policy decision of a yacht marina project of local government. For this purpose, 2 top factors, 11 sub-factors and 50 specific factors were determined through a theoretical review and specialist interviews. This was followed by a questionnaire survey given to residents of Jeju and yacht tourists within the Jeju Special Self-Governing Province only. The results showed that marine safety is significant and the development must be made for local economic growth and by the participation of local residents.

Severe drawdown of Groundwater level(GWL) is observed from the analysis of the relationship between precipitation and GWL data during dry seasons in Ssangchun watershed. For Ssangchun watershed, the correlation was the strongest when we apply 70 day Moving Average(MA) for Groundwater dam Operation Index(GOI) calculation. To determine the critical infiltration, which is the spatially averaged maximum daily infiltration, a certain value is fixed as the maximum infiltration and precipitation data is modified. GOI is recalculated after the data modification and the correlation between GOI and GWL is checked. The critical infiltration is determined when the best correlation is obtained after we repeat the above procedure with different fixed values. The critical infiltration is 40mm for Ssangchun watershed. The correlation between GWL and GOI is higher when we consider critical infiltration than we neglected it.

제주국제관악제 만족도 조사 및 자체 평가를 통한 개선 방안 제안 연구

본 연구는 제주지역의 대표적인 축제인 제주국제관악제의 시민들이 만족도를 알아보고 이를 개선하는데 목적이 있다. 제주국제관악제는 음악을 통해 시민과 소통하는 하나의 축제로 자리를 잡고 있다. 관악인의 축제로 시작하여 음악이란 언어로 소통하고 있는 제주 국제관악의 만족도와 이를 통한 개선방안을 알아보고자 하였다. 시민들의 행사에 대한 만족도는 75.8%(만족+매우만족)로 높게 나타나고 있다. 또한 제주국제관악제의 프로그램 수준 및 행사공간의 적절성의 평균은 각각 86.9%(만족+매우만족), 85.2%(만족+매우만족)으로 높게 나타나고 있다. 그리고 단점으로 교통의 편리성의 증대되어 된다는 의견이 높다. 또한 인터뷰 조사에서는 장소와 나이를 불문하고 기획한 우리 동네 관악제와 밖거리 음악회는 선율로 관객과 소통하는 시민 모두의 축제를 만들어 주었다고 하였다. 제주국제관악제가 시민의 축제로 자리 잡기 위해서는 교통의 편리성 증대와 사무국 전담인력 확보, 제주국제관악제 홈페이지 활성화, 각 지역 문화예술 시설에 대한 인프라 투자 확대, 각 공연장 및 경연장에서 활동하고 있는 스텝 및 자원봉사자들의 처우 개선 등의 시사점을 제시하였다. 또한 이를 바탕으로 향후 연구과제를 제시하였다. The purpose of this study is to identify and improve the satisfaction of people attending the Jeju International Wind Festival, the representative festival in Jeju. The Jeju International Wind Ensemble Festival is a festival in which people communicate with each other through music. The objective of this study is to investigate user satisfaction of the International Wind Ensemble Festival and to make improvement plans. The average satisfaction rate for the event was 75.8% (Satisfaction + Great satisfaction). In addition, the average program level of the Jeju International Wind Ensemble Festival and average appropriateness of the event space were 86.9% (Satisfaction + Great satisfaction) and 85.2% (Satisfaction + Great satisfaction), respectively. The disadvantage is that public transportation that should be improved. According to results of the survey through the interview, the town wind ensemble festival and outside concert enabled performers to communicate with the audience through melody. In order for the Jeju International Orchestra Festival to take root as a festival for citizens, it is necessary to increase the convenience of transportation, secure personnel in charge of the secretariat, revitalize the Jeju International Orchestra Festival website, and promote volunteer activities. We present future research direction.

주차실태를 중심으로 한 제주도 공간구조 분석 연구

본 연구의 목적은 첫째, 주차 수급율 분석을 통한 제주지역의 공간구조를 분석하고, 둘째, 주차서비스의 지역간 불균형 정도를 파악하고자 하는 것에 있다. 셋째, 이러한 공간구조상의 주차수요서비스의 불균형 원인을 해석하고 대안을 제시하는 것에 목적이 있다. 제주지역은 급격한 인구 증가 및 관광객 증가로 인하여 교통체증 및 심각한 주차문제를 겪고 있다. 이러한 주차환경 악화는 차량을 이용하는 이용자의 불편과 보행자의 안전을 위협하는 사회적 문제도 이해되고 있다. 이를 위해 제주지역 주차실태조사 자료를 기준으로 공간구조 분석을 통해 만성적인 주차문제 해결을 위해 기존의 주차공간을 효율적으로 활용하기 위한 방안을 도출하였다. 단기 정책으로 읍 · 면단위 소규모 블록단위 전환, 주차공유제, 이면도로 주택가 정비 등이다. 중단기 정책으로 타 교통수단과 연계한 정책이다. 이는 대중교통 노선개편, 대중교통시설확충을 통한 대중교통 분담율 향상을 통한 주차수요관리 정책, 외곽환승주차장 확보, 시간대별 주차요금 차등화등을 제시할 수 있었다. 이러한 정책을 시행하기 위해서는 공공분야, 민간분야, 민 · 관 공동분야의 각각의 분야별 주체별 공감대 형성이 필요할 것이다. The purpose of this study is as follows: First, to analyze the spatial structure of Jeju by analyzing the rate of parking demand and supply; Second, to determine the parking service imbalance between regions; and third, to elucidate the causes of this spatial structural parking service imbalance and provide effective measures. Due to the rapid population and tourism growth, Jeju is suffering from traffic congestion and serious parking problems. For this, the ways to efficiently utilize the existing parking spaces were identified through spatial structure analysis based on the parking demand and supply in the Jeju area. As short-term policy, the following changes were proposed: switching to small-scale eup or myeon blocks of parking space, use of shared parking system, and repairing side streets in residential areas. As mid-to-long-term policy, it is linked to other means of transportation as follows: parking demand management policy through modal share by reorganizing public transportation routes or expanding traffic facilities; securing park-and-ride lots; and different parking pricing for different time periods. To implement these policies, each area of the public sector, private sector, and private-public partnership should develop the bond of sympathy by areas and participants.

마을자치와 제주 향약에 관한 연구 : 읍․ 면 지역 마을 향약의 리민의 자격․ 권리․ 의무규정을 중심으로

제주의 읍․ 면 지역은 급격한 인구변화와 개발 등으로 다양한 갈등을 겪고 있다. 마을의 갈등은 마을 규약인 향약을 기준으로 그 해결방안을 제시하고 있다. 또한 읍․ 면 지역 마을에서는 마을주민들의 기본 욕구와 규범을 담은 향약을 마을주민이면 누구나 지켜야 할 규약으로 인정받고 있다. 이에 본 연구에서는 마을 향약의 내용 중 리민의 자격․ 권리․ 의무에 관한 사항을 분석하여 마을자치를 활성화할 방안을 연구하였다. 연구 자료는 제주의 읍․ 면 지역 172개 마을 중 146개 마을의 향약을 수집하여 분석하였다. 향약 분석을 토대로 첫째, 향약에 정한 리민의 자격을 인정받기 전 재능기부 및 공동체 활동 참여를 위한 이주민 참여권 부여, 둘째, 마을재산에 대한 청구권 명시, 셋째, 마을주민 누구나 참여 가능한 마을총회 참여권 확대, 넷째, 성평등 참여권 보장을 위한 1인 1표의 리장 선거권 부여, 다섯째, 리장 후보자 자격 완화 및 나이 상한(65세) 지정, 여섯째, 리민의 의무사항 개선, 일곱째, 이주민들의 제주문화를 이해할 수 있도록 향약 및 마을 정보공개를 제언하였다. Jeju s Eup and Myeon villages are experiencing various conflicts due to radical population changes and development. Solutions for the conflicts of villagers are suggested based on Hyangyak, which is a set of rules for villages. Also, Eup and Myeon villages acknowledge Hyangyak containing the basic desires and norms of villagers, as the rules bindings for any resident in the village. The current study analyzed the sections of Hyangyak on the qualification, rights, and duties of Ri residents to discuss ways to revitalize village autonomy. For the resources, Hyangyak of 146 villages Hyangyak out of 172 Eup and Myeon villages of Jeju were collected and analyzed. The following are the suggestions made based on the analysis of Hyangyak: first, granting the migrants the right to participate in talent donation and community activities before being qualified as Ri residents based on Hyangyak; second, specifying the right to claim compensations for village properties; third, expansion of rights to participate in the village meetings that are open for anyone in the village; fourth, granting each person a vote to cast for the election of Ri chief to guarantee gender-equal voting; fifth, alleviating the qualification criteria for Ri chief candidates and capping the age limit (65); and sixth, improving the duties of Ri residents; and seventh, disclosing Hyangyak and village information for the migrants to understand Jeju culture.
