개항창조도시 융합관광 육성의 의미와 과제

최근 융합은 혁신, 창조성, 새로운 가치를 창출하는 핵심 수단이자 전략적인 개념으로 조명되고 있다. 관광분야 역시 융합관광의 개념 및 유형에 대한 논의가 확대되고 있으며, 융합관광 육성의 중요성이 커지고 있다. 지역에서의 융합관광은 지역관광을 구성하는 관광 자원·콘텐츠·산업과 타 영역 간 창의적인 결합과 복합화를 촉진시킴으로써 새로운 관광콘텐츠와 산업을 발굴하고, 지역관광의 혁신과 지역관광의 창조성을 제고하는 관광을 의미한다. 이러한 맥락에서 인천 가치 재창조 차원에서 추진되고 있는 개항창조도시 재생 사업을 융합관광 육성 정책 차원에서 체계화할 필요가 있다. 예술, 문학, 누들 등 지역자산을 핵심 요소로 추진되는 정책 특성 상 분야 간 융합 과정에서 지역관광 콘텐츠의 재창조와 혁신을 통해 도시관광 목적지로서의 경쟁력 강화와 도시재생 실현에 기여할 수 있기 때문이다. 이 연구에서는 인천시가 도시재생사업으로 추진 중인 개항창조도시를 대상으로 융합관광 육성의 의미와 과제를 도출하고자 하였다. FGI 분석 결과, 융합관광 육성 여건, 융합관광 육성 방향, 융합관광 정책과제 3개의 범주에서 6개의 주제와 11개의 하위주제가 도출되었다. 즉, 행정 및 공공기관, 민간 영역에서 융합관광 움직임이 형성되고 있는 가운데, 이에 대한 융합관광 주체 간 협력 및 파트너십 구축, 지역사회 역량 강화지원, 융합관광을 촉발하는 공간 및 실험적 사업 지원, 그리고 인큐베이팅 조직 구축에 대한 지원이 필요한 상황이다. 따라서 이 연구에서 제시한 바와 같이, 지역자산과 연계한 융합관광의 기획 및 실천지향적인 정책과제가 발굴되어야 한다. 이 연구는 지역관광 차원에서의 장소 특화적 융합관광 정책 개발이 이루어졌다는 측면에서 의의를 지닌다. Convergence is fundamentally regarded as both a primary means and a tactical conception that generates innovations, creations and new values. Concepts and categories with regard to the convergence tourism have been actively made in a field of tourism. At the regional scale, the convergence tourism integrates resources, contents and business that consist of regional tourism with those in other areas. In so doing, it produces new forms of tourism contents and industries and stimulates new creativities in the regional tourism. In this context, we need to organize and systemize the Incheon Open Port Area Project under the rubric of the convergence tourism. This project incorporates the arts, literatures and noodles as key elements, reflecting community resources. By facilitating convergence and integration of these different elements across fields, the project recreates and reformulates community resource contents. Furthermore, the project is expected to enhance the competitiveness of tourism and to contribute to urban regeneration in the city of Incheon. This study is an attempt to tease out the meanings and tasks of the convergence tourism by analyzing the Incheon Open Port Area Project that is a critical part of the urban regeneration in Incheon. After carrying out the focus group interviews, we derives three categories, six topics and eleven sub-topics. Recently, government offices, public sectors and private sectors try to cooperate and integrate with each other on many parts of what is regarded as important in common and form convergence. Supports in a variety of settings are needed now. For example, we need to help actors of tourism to cooperate and build partnerships with each other that are critical to facilitate convergence. It is also necessary to incubate organizations of convergence tourism by providing space and fiscal support. Consequently, it is urgent to generate more practice-oriented policy tasks that utilize regional resources for convergence tourist projects.

관광지 주민의 혼잡지각 형성 및 영향에 관한 이론적 고찰

인천시 섬 활성화를 위한 중간지원조직의 역할에 관한 연구

섬 정책 패러다임은 단순 개발에서 보전과 발전으로 변화되고 있다. 또한, 인천시의 섬 정책 영역과 섬 활성화 사업이 증가하는 가운데 섬 활성화 정책의 새로운 접근법으로 중간지원조직의 필요성이 제기되고 있다. 이러한 배경에서 이 연구는 인천시 섬 활성화 중간지원조직의 역할 제안을 목적으로 수행하였다. 연구에서는 인천시 섬 활성화 중간지원조직을 ‘인천시 섬 활성화 정책 및 사업의 추진과정에서 행정기관과 지역사회 사이를 연결하며, 섬 활성화 정책 및 사업의 안정적이고 전문적인 추진을 위한 통합지원조직’으로 정의하였다. 또한, 중간지원조직과 관련된 선행연구를 검토하고, 인천시 섬 활성화 사업 추진 경험이 있는 행정기관, 지역주민, 유관기관 등 이해관계자를 대상으로 면접조사를 실시하여 분석하였다. 범주화 결과, 인천시 섬 활성화 중간지원조직의 역할은 관련 주체 역량 강화, 사업 지원 및 컨설팅, 네트워킹 및 중개, 조사 · 연구 및 모니터링 4개 분야의 11개 세부 역할이 제시되었다. 구체적으로 관련 주체 역량 강화는 지역주민 인식개선 및 역량강화 교육 필요, 사업지원 행정기관의 전문성 강화, 섬 활성화 사업 추진 주체 발굴 등의 의견이 제시되었다. 사업 지원 및 컨설팅은 섬 활성화 사업의 지속가능성 확보와 상담 창구 마련, 섬 활성화 관련 정책 및 사업 발굴 · 지원 역할이 강조되었다. 네트워킹 및 중개는 섬 지역의 특성을 이해하고 필요 사업을 지원할 수 있는 전문가 등의 중개와 관련 이해관계자 간 네트워크 구축 및 교류 촉진 역할이 제안되었다. 조사 · 연구 및 모니터링은 섬별 기초자료 조사 및 지속가능한 발전 계획 수립, 섬 활성화 사업의 여건 및 특성을 고려한 가이드라인 개발, 사업 모니터링 및 사후관리를 통한 지속적인 지원 역할의 필요성이 제기되었다. 이 연구는 지역 단위의 섬 활성화 중간지원조직에 대한 개념을 체계화하고, 인천시 섬활성화 중간지원조직의 역할을 제시하였다는 데에 의의가 있다. The paradigm of island policy is changing from development to preservation and advancement. In addition, the need for intermediary organization as a new approach for the island invigoration policy is emerging while the scope of Incheon’s island policy and the island invigoration project have expanded. On this background, the purpose of this study was to propose roles of intermediary organizations" for invigorating islands in Incheon. In this study, the intermediary organizations for invigorating islands in Incheon are defined as "integrated support organizations for stable and professional implementation of island invigorating policies and projects and for connecting administrative agencies and local communities for the process of island Invigorating policies and projects in Incheon." Also, literature review related to the intermediary organization were conducted and interviewed with stakeholders such as the administrative agencies with the experience of promoting Incheon island invigoration projects, local residents, related agencies, and so forth. As a result of the analysis, the roles of an intermediary organization are given as eleven roles in four categories including, reinforcing capabilities of stakeholders, support and consulting on projects, networking and intermediation, and, research and monitoring. This study defined the concept of the intermediary organization for invigorating islands at the local level and suggested the roles of the intermediary organization for invigorating islands in Incheon.

지역관광과 연계한 관광 커뮤니티 비즈니스의 의미와 과제 -인천시 아시아 누들타운 사업을 중심으로-

이 연구는 지역관광과 연계한 관광 커뮤니티 비즈니스의 의미와 과제를 분석하기 위한 목적으로 수행되었다. 관광 커뮤니티 비즈니스는 ‘관광객을 대상으로 지역사회 내부 자원을 활용한 수익모델을 구축하는 것으로, 지역주민이 주도하는 비즈니스 활동’으로 정의하였다. 관광 커뮤니티 비즈니스는 커뮤니티의 참여를 통하여 커뮤니티를 사회적.경제적 발전시킴으로써 지역관광의 지속성을 확보한다는 의의를 지닌다. 그러나 관광 커뮤니티 비즈니스의 가능성과 잠재력에 비하여 이에 대한 실천적인 정책대안을 제시한 연구는 상대적으로 미흡하였다. 관광 커뮤니티 비즈니스 추진주체들의 의견을 분석한 결과, 3개 범주, 8개 주제모음, 11개 주제, 그리고 24개 구성된 의미가 도출되었다. 즉, 관광 커뮤니티 비즈니스 추진주체들의 진술내용은 지역 현안, 활용가능한 지역자원, 그리고 지역주민이 주도하는 비즈니스 모델 구축으로 분류되었으며, 이는 관광 커뮤니티 비즈니스의 개념과 연결되는 결과이다. 관광 커뮤니티 비즈니스 추진주체들은 지역주민이 주도하는 비즈니스 모델 구축을 위하여 지역 내·외부인력 확보, 누들 자체의 매력 제고, 그리고 관광 커뮤니티 비즈니스 역량 축적 등이 추진되어야 한다고 진술하였다. 특히, 지역자원을 활용하는 커뮤니티 비즈니스의 특성 상, 기존 연구에서는 내부 인적자원, 즉 지역주민의 참여를 강조하였으나, 관광 커뮤니티 비즈니스 추진주체들은 외부 주체를 지역으로 영입하여 지역주민화하는 방법이 필요하다고 강조하였다. 본 연구는 관광 커뮤니티 비즈니스의 개념적 토대를 제시하고, 응용 모델을 제시하였다는 의의를 지닌다. This study is to analyze an implication and task of a tourism community business related to a local tourism. A tourism community business(TCB) is to be defined as ``a business activity that a local resident leads``. Not only does the tour community business construct a profit model aimed at tourists that utilizes internal resources of a local community, but also it solves pending issues in a community. It is important that TCB makes it possible for a community to take an active part in the business, which accelerates a social and economic development of the community. As a result, the local tourism is able to gain sustainability. This study categorized the statements of main agents of TCB in the following manner as three significant categories, eleven subjects and twenty - four constructed meanings. Particularly, the significant categories explain pending issues, available resources and a building a business model that enables a local resident to lead. Additionally, the main agents of TCB contended that it is necessary to cultivate internal and external personnel, increase a flavor of a noodle, and accumulate an ability of doing a tourism community business. Specifically, they emphasized an embracement of an external subject, allowing the external one to be localized, that is contrasted with existing research studies that highlighted using an internal subject and a participation of a local resident. This research study presents a conceptual foundation and an application model and is expected to contribute to the field of tourism.
