부산글로벌파트너십(GPEDC) 활성화 전략 도출을 위한 탐색적 연구 : 델파이 방법을 적용하여

연구목적: 본 연구는 개발효과성 향상을 위한 논의와 실천의 플랫폼으로서 GPEDC 활성화를 위한 개선 전략 도출을 목적으로 한다. 지난 10년간 GPEDC 활동을 점검하고 효과적인 이행 방안을 도출함으로써 개발효과성 담론 강화에 기여하고자 하였다. 연구의 중요성: GPEDC 활동에 대한 선행연구가 미비한 바, 활동을 “거버넌스- 이행-교육 측면”에서 분석하고, 당면 과제와 개선 방안을 분석적 방법으로 도출 했다는 점에서 중요성과 독창성을 갖는다. 연구방법론: 국내 개발협력 전문가와의 심층인터뷰 및 델파이 패널을 구성하 여 총 3회에 걸쳐 델파이 조사를 실시하였다. 연구결과: 거버넌스 체계 강화와 SDGs와의 연계성 확보, 명확한 모니터링을 통한 결과 활용도 제고, 플랫폼으로서 GPEDC 활동의 실효성 제고 등에서 델파 이 패널 간 의미있는 합의를 도출하였다. 결론 및 시사점: 운영위원회와 고위급 참여 강화, SDGs와의 연계 강화, 모니터링 의 일관성을 보장할 수 있는 개도국의 역량 구축 및 LAP의 핵심 기능 재편 등 GPEDC의 역할과 기여를 강화하기 위한 후속 조치를 실행해야 한다. Purpose: This study explored a strategy to revitalizing the GPEDC as a platform to promote development effectiveness in the era of SDGs. With this study, we tried to contribute to the development effectiveness discourse by accessing GPEDC activities over the past 10 years. Originality: It analyzed the GPEDC’s activities in the “governance-performance-education” framework and derives the challenges and means for improvement in an analytical manner, as it lacks previous research on GPEDC activities. Methodology: In-depth interviews with development cooperation experts in Korea and Delphi panels were organized to conduct three rounds of Delphi surveys. Result: Significant agreements were reached between Delphi panels in strengthening governance systems, securing connectivity with SDGs, enhancing utilization of monitoring results, and enhancing the effectiveness of GPEDC activities as a platform for achieving development effectiveness. Conclusions and Implication: Following measures should be implemented to enhance the further advance GPEDC’s role and contribution in the SDGs era: reinforce the steering committee and high-level participation, strengthen linkages with the SDGs, build developing countries’ capacity to ensure consistency in monitoring and reorganize the core functions of LAP.

최신 국제개발협력 논의 동향 분석: OECD DAC를 중심으로

본 연구는 전환기에 직면한 개발협력을 둘러싼 국제적 동향을 분석하고, 특히 선진공 여국들로 구성된 OECD 개발원조위원회(DAC)의 주요 체제규범의 양상에 주목한다. 또한 OECD의 외연 확장 추세를 파악하고 최신 가이드라인 및 동료검토를 분석하며 지속가능개발목표(SDGs) 달성 전략을 분석함으로써 DAC의 최근 동향을 파악한다. 더 나아가, DAC의 최신 체제규범 분석을 토대로 향후 한국이 선진공여국으로서 도약 하기 위한 정책적 시사점을 제안한다. 방법론적으로는 문헌조사와 함께 OECD DAC, EU, 영국과 일본의 국제개발협력 정책수행기관 및 시민단체, 국내 개발협력 담당자와 이해관계자들과의 심층 인터뷰를 실시하였다. 본 연구 결과, DAC는 원조효과성을 넘어 개발효과성을 지향하고, OECD의 정책일관성 규범에 따라 개발을 위한 정책일관성을 최우선시 함을 확인하였다. DAC는 또한 외연 확대 전략을 적극적으로 추진하였는데 이는 신규 회원국 확대, 비회원국과의 교류 추진, 개발도상국과의 파트너십 강화, SDGs 달성 및 개발재원과 ODA 재정의 논의로 이어졌다. 이 과정에서 한국이 DAC 내 의제수립국으로서 역할을 강화하고 국내적 지지기반을 확대하기 위해서는 ODA의 적정 규모와 질적 기준을 준수하고, 회원국으로서 요구되는 다양한 정책규범과 가이드라인을 충실히 수용하는 것이 필요하다. This study focuses on the international trend on development cooperation, with special reference to the changing OECD DAC norms. It analyzes the latest trend of the DAC by taking into account the expansion of the OECD DAC outreach, OECD’s strategy on the SDGs, and the latest DAC guidelines and peer reviews. In addition, this study draws policy implications for Korea to become a more advanced donor based on the analysis. This study adopted the literature review and in-depth interviews with the international development cooperation stakeholders from the OECD DAC, EU, United Kingdom, Japan and Korea as the research methodology. The study showed that the OECD DAC has shifted from aid effectiveness to development effectiveness, strongly prioritized policy coherence for development in line with OECD’s emphasis on policy coherence, and promoted extensive outreach strategies. Such changes resulted in the increase of new OECD DAC member countries, formation of partnerships with non-DAC donors as well as developing countries, and contribution to the discussion on the SDGs, development finance, and the re-definition of ODA. The study also drew up policy recommendations for Korea to strengthen its role as an agenda setter in the DAC and receive wider public support. Korea needs to maintain an adequate ODA volume, comply to the qualitative standards, and internalize various norms and guidelines as a DAC member.

온라인 교사학습공동체를 통한 초등 영어교사 전문성 개발 탐색 : 인디스쿨 사례연구

본 연구는 초등 영어교사들의 전문성 개발 양상을 탐색하기 위하여 인디스쿨이라는 온라인 교사학습공동체를 선정 하여 초등 교사들이 공유하는 영어과 자료의 특징과 양상은 어떠한지, 이러한 온라인 교사 학습공동체가 초등 영어 교사 전문성 신장에 어떻게 기여하는지 게시물 분석과 교사 면담을 실시하였다. 연구 결과, 인디스쿨은 초등 영어 교과의 특성을 반영하고 있는 자료뿐 아니라, 교사의 수업 재구성에 필요한 자료, 시기와 용도별 교사들의 수요와 학습자 특징을 고려한 다양한 자료들이 탑재되어 있었다. 초등 영어 교사들의 인디스쿨 자료 활용은 경력 그룹별로 다른 양상을 보였으며, 교사 학습 공동체로서의 역할을 수행하였다. 초임 교사들은 인디스쿨을 <도제 체험> 방식을 통해 숙달을 경험 하였고, 저경력 교사들은 <문제 은행 활용> 방식으로 반성적 수업 실천을 수행하였다. 경력 교사들은 다양한 실천적 지식을 이미 가지고 있으면서 <전문가의 관람> 과정을 통해 최근 경향 탐색을 위한 도구로 활용하여 실천적 지식의 형성과 전문성을 촉진하는 성찰 과정이 나타났다. 하지만 초임 교사일수록 인디스쿨에 대한 의존도는 높았고 경력 교사들에게는 신뢰가 낮았으며, 심화된 컨설팅 기능의 부재 등 한계점을 지니고 있었다. 따라서 교직 경력 및 영어과 교수경력을 반영한 다양한 장학의 기회 제공과 교사 전문성 신장을 위한 오프라인 컨설팅 매칭 등에 대한 지원과 연구가 필요하다. This study examined how English teachers at elementary school developed their expertise through an online teacher learning community, Indi school. To accomplish this aims, the characteristics and preferences of the uploads were analyzed, and the teachers were interviewed about how the online community contributed to their professional development. The findings indicated that Indi School was equipped not only with materials that reflected the characteristics of the subject, but also resources that aided the teachers in adapting their lessons and addressed the teachers’ and students’ needs. Although the teachers differed in how they utilized these materials, the site was useful as a teacher learning community. While the novice teachers with less than one-year teaching experience tried to apply mastery with apprenticeship, teachers with one to three years of teaching experience used the site as an item bank to reflect their lessons. The ones with more than three years of teaching experience viewed the site as a gallery audience to check current trends. The less experienced were more reliant on the materials, whereas the more experienced perceived the stie with low trust as it lacked the function of providing in-depth consultations. Therefore, this study implies the necessity for providing offline consulting services as well as other scholarships that address the different experiences of teachers and support their professional development.
