        서울시 중심부 토지이용의 군집형성에 대한 공간적 자기상관분석

        The purpose of this study is to utilize spatial autocorrelation analysis to examine the status of land use agglomeration at central business district of Seoul. The appointed regions for the study were Jongro-gu and some part of Joong-gu in Seoul. These were the regions which underwent only gradual spatial changes without any big-scale urban development. The results of the analysis showed that the urban functions within the appointed regions were different in location according to their agglomeration process by an ecological unit. Also, viewed from a spatial pattern perspective, retail stores showed a linear pattem, restaurant businesses showed both linear and sectoral pattern, and manufacturing industries showed a sectoral pattern, Such agglomeration were divided into those formed through gathering of identical functions or mutual assistance functions. The latter function can be further divided into those with a clear linkage in their mutual activities and the ones without linkage, but which forms a relation of master and servant from the user`s aspect. Also, there exists spatial autocorrelation in the location pattem of retail stores. This study contributes greatly in the field of land use planning, since it successfully proved that in the status of land use agglomeration at central business districts, there definitely exists an organic order and ecological symbiosis relationship.

      • 기후변화에 대응한 에너지 자립도시 조성방안 연구

        Recently in connection with high oil price, as a result of global warming, climate change is major issue in the world. During the past 100 years, world' average temperature has risen 0.74℃, but korea has risen 1.5℃ more than twice world' average temperature. Because korea's urbanization has been progressed at a rapid pace. Major six cities in korea have differences between energy consumption and generation considerably. To overcome this, it is necessary to get out of using fossil fuel and develop new&renewable energy considering local environmental situation. It is important to promote supply expansion of endless and environment-friendly new&renewable energy as well as have an effort about energy saving. This study examines korea's new&renewable energy-related policy and problems including improvements. It suggests some plans on promoting energy self-reliant city for climate change.

        [연구논문] 도시주변 농촌경관의 문제점과 정책적 대응전략

        본 연구는 도시주변의 준농림지를 중심으로 발생한 난개발로 인해 자연경관이 훼손된 실태와 원인을 파악하고, 그러한 문제를 해결하기 위한 대책을 마련하는데 궁극적인 목적이 있다. 우선 이론적인 측면에서 농촌경관의 개념과 농촌경관의 구성요소 및 변화요인을 살펴본다. 농촌경관의 구성요소는 자연생태적 요소, 공적 요소, 문화적 요소로 나눌 수 있고, 변화요인은 농촌의 일상생활에서 발생하는 내부적 요인과 농업과 직접적으로 관련되지 않으면서 농촌경관변화에 큰 영향을 미치는 외부적 요인으로 나누어서 살펴본다. 농촌경관관리의 문제점에서는 경관보전을 위한 제도적 장치가 얼마만큼 미비한가, 경관평가가 얼마만큼 부실하게 이루어지고 있는가를 조명한다. 본 논문에서는 이러한 문제를 해결하기위한 대책으로서 농촌경관 관련법과 제도의 정비, 농촌경관계획의 수립, 농촌경관보전 기초연구와 프로그램의 개발이 필요하다는 것을 강조하고 있다. 이와 아울러 경관관리의 효율성을 극대화하기 위해서는 주민경관협정제도를 도입하여 지역주민이 자기 지역의 우수한 경관을 스스로 보전할 수 있도록 유도하는 것이 중요하다. This study examines the causes behind the natural landscape degradation due to reckless development taking place around semi-agricultural regions and provides countermeasures to such problems. The study explores the notion of the agricultural landscape, its composition elements, and transformation factors from various theoretical perspectives. It is shown in this paper that composition elements of agricultural landscape consist of the nature-ecological element, artificial element, and cultural element. Also, transformation factors are divided into internal factors which occur in daily lives of agricultural areas and external factors which are not directly related to agriculture but have huge impact upon agricultural landscape transformation. In dealing with the problems pertaining to agricultural landscape management, the inadequacy of legal equipments for landscape preservation and insufficiency of visual impact assessments are examined. For providing countermeasures to these problems, this study suggests several strategies, such as improvements in related laws and system, establishment of agricultural landscape plans, and development of basic research and programs. Also, in order to maximize the efficiency of agricultural landscape management, the landscape agreement system should be implemented in order to induce local citizens to voluntarily preserve their natural landscape in their own region.

        新都市의 持續可能한 土地利用 指標設定 및 評價

        This study is to evaluate how much the land use planning and management of new town, meet the purpose of the construction and sustainable principles. To do this. the study sets basic principles of new town land use. determines evaluation factors. develops evaluation index on the factors. and evaluates sustainability of land use in Pundang, Ilsan, Pyungchon, Sanbon, and Jungdong among new towns Seoul Metropolitan suburban areas. In the index setting is presented the principles of sustainable land use based on the image of a sustainable new town, guideline of sustainable land use. and principles of urban development. Basic system to set the index is done by choosing and classifying by using the subject of index related to land use among sustainable index indicated inside and outside of the nation, using DSR (Driving force. State. Response) structure. In the evaluation is sustainable land use evaluated by setting the weight. The results showed Ilsan recorded the highest value of sustainability of 0.0541. Next. Pundang showed 0.0378, Jungdong -0.01777, Sanbon -0.0327. Pyungchon -0.0415 in order. These results can be used as a guideline to set basic direction of land use policy. or as data for guideline for town development and management.

        서울 仁寺洞 일대 土地利用變化의 豫測結果에 대한 評價

        This paper aims to examine Hwang(l987)’s forecasting of land use transition by using a logistic growth curve for Insadong district and surrounding areas in Seoul. The findings show that the number of ecological unit-1(retail uses) has decreased rather than the forecasted result, the number of ecological unit-2(restaurants) has greatly increased from the predicted value, and the total number of urban central uses (ecological unit-1, 2 and central business uses like offices and cultural centers) concur with the forecasted values. The growth patterns of each ecological unit coincided with the logistic growth curve. Namely in the early stage the growth of each ecological unit has been slowed and in the middle stage it has been increased at a rapid pace. In the latter stage the speed of growth has been gradually decreased. Therefore, this study confirmed that land use transition of the urban center maintains a dynamic balance through the adaptation from competition and through the balance of adjustment. This study contributed to the forecast of the land use transition for this urban center.

        上水原管理地域의 住民支援事業에 대한 評價指標의 開發

        The purpose of this study is to improve the efficiency, equity, and transparency of the projects which support residents by setting up the proper indicators. The research methodology is as follows. First, the evaluation model is set up, which is the basis of 5 principles for evaluation. Second, 5 evaluation sectors are set up, which is the planning sector, process sector, implement sector, management sector, and outcome sector. Each evaluation sector includes evaluation scope and indicators. Here, the evaluation sectors and indicators are weighed upon the expert survey. The results of survey represent that the planning sector and management sector show the high weight value. Viewing the weight of individual indicators, the degree of satisfaction, the rate of facility utilization. the degree of reasonable composition of committee showed the very high value. Based on these weight value. this study assigned the proper points at each indicator. The total value of the highest satisfaction level is 1000 points. These points of each indicator will be useful for program evaluation.
