근대사상에 나타난 행정가치 분석 : 현대행정에의 시사점

본 연구에서는 조선 근대 실학자와 서양 근대 사상가들의 정치사상을 본질적 가치와 수단적 가치로 분석하고, 근대 사상이 어떤 내용을 표방하였으며, 그리고 행정의 실제에 어떠한 가치로 나타났는지를 밝히고자 하였다. 이에 조선 근대의 개혁사상에서는 실학자들인 유형원, 이익, 홍대용, 정약용 등의 실용주의적 실학사상을 통한 민본사상을 연구하였다. 또한 서양 근대의 정치사상에서는 철학사상가인 로크, 루소, 벤담, 밀 등의 자연사상, 사회계약설, 공리주의 사상 등을 중심과제로 연구하였다. 이러한 조선 근대 실학자와 서양 근대 사상가들의 개혁사상을 심층 분석하여 행정가치를 탐색하였다. 행정가치는 행정의 각 단계마다 행위자인 공무원들이 행정행위에 앞서 반드시 참고하고 준수해야 할 지도적 행동원리나 실천에 옮겨야 할 최고의 행동규범으로서 작용한다. 행정가치 중 본질적 가치는 행정이 추구하는 궁극적인 가치로서 인간존엄성 확보와 자유, 평등, 정의 등의 가치를 말하며, 이들 가치를 실현하기 위해 수단적 가치인 민주성, 합법성, 능률성, 효과성, 형평성 등의 가치를 준거로 하여 분석하였다. 조선의 근대 실학사상에서는 사회개혁을 통해 수단적 가치가, 서양의 근대 정치사상에서는 정치개혁을 통해 본질적 가치가 각각 나타났다. 이러한 가치들은 정책과정에서 한국의 행정 관료들이 올바른 정책결정을 내리고 국민에게 봉사하는 관료자세를 확립하는데 큰 역할을 할 것이라고 판단된다.

Community Development has made a great contribution to national development. Community Development can be defined as a activity to settle common desires, consequently to achieve the economic, social developments of communities, additionally to contribute to national progress (by virtue of active participation and spontaneous, cooperative efforts of a certain community people.) There are considerable differences in many points between urban community development and rural community development. Sanders presents a fourfold typology of community development : (1) process ; (2) method : (3) program ; and (4) movement. The approaches to community development are to be classified into four types : (1) motivation (2) Plan-establishing method (3) Plan-implementing method (4) how-to-do. Especially, How-to-do approach is to be sorted out three forms : (1) self-help, non-directive, or cooperative (2) conflict or confrontation (3) technical intervention, Planning, or assistance. The role of change agent in community development is important. To conclude, We must head for a holistic approach placing emphasis on the need of community capacity building.

본 연구는 부동산 정보정책을 추진함에 있어 효율적이며 효과적인 측면에서 정책의 성공도에 영향을 미치는 요인이 무엇이며, 정책의 성공도를 높이기 위해서는 어느 부분에 중점을 두고 정책을 추진해야 하는지 밝히는데 목적을 두고 있다. 실재 부동산 정보정책을 집행하고 있는 공무원과 공기업 직원을 대상으로 실증적인 연구를 실시한 결과, 조직에서 ‘최고 및 중간 관리자의 리더쉽’과 ‘사용자 위주의 정책추진’ 요인이 부동산 정보정책의 성공도의 효율성과 효과성 모두에 정(+)의 영향을 미치며, 정보정책을 추진함에 필요로 하는 ‘개인과 조직의 기술적 역량’ 요인은 부동산 정보정책의 효과성에 정(+)의 영향을 미치는 것으로 나타났다. 따라서 향후 부동산 정보정책 추진에 있어 본 연구결과를 반영함으로서 불확실 성과 실패의 가능성을 최소화하고 정책집행의 성공도를 높일 수 있는 적절한 정책수단으로 활용될 수 있기를 기대한다.

대도시 지방정부의 GIS 구축, 활용과 문제점에 관한 연구

이 논문은 서울시와 경기도 도시정부의 지리정보시스템의 구축, 활용실태와 문제점을 분석하고, 효율적 운영을 위한 방안을 제시하는데 있다. 논문의 주요내용은 도시정부 지리정보시스템의 이론적 고찰, 서울시와 경기도 도시 정부 지리정보시스템의 전담조직, 기본계획, 전산화 추진현황을 설명하고, GIS구축ㆍ활용에서의 문제점 분석, GIS의 효율적 구축ㆍ활용을 위한 개선방안으로 구성되어 있다. GIS는 정보화 및 지방화시대에서 도시정부의 다양한 업무영역에 점차 활용도가 증대되고 있다. 한국은 1995년 국가 GIS 기본계획을 수립한 이후에 극가, 지방자치단체를 대상으로 GIS사업영역을 확장 추진하여 왔다. GIS구축ㆍ활용의 기대성과로 들 수 있는 것은 시정업무의 신속성, 효율성, 정확성의 향상기대, 의사결정을 위한 주요한 기초자료로 이용기대, 각종 사고 및 유사시의 초기 대처가능기대, 시민 행정서비스의 향상기대이다. 경기도 도시정부들의 GIS구축의 문제점은 지자체 공간정보 기반구축 미흡, 지자체 GIS정보화 추진체계 구축부재, GIS정보화추진 전문 인력 부족, GIS데이터베이스 체계적 유지관리 미흡, 지자체 공간정보의 갱신전략미흡을 들 수 있다. 활용에서의 문제점은 지자체GIS와 지하시설물 관련 GIS주체가 다른 데에서 오는 시스템 통합 부재, 법, 제도의 미비, 공공참여가 활성화 되어있지 못한 점을 들 수 있다. 도시정부의 GIS를 도시정보시스템(UIS)으로 발전시키기 위한 도시정부 정책결정자의 관심증대와 적극적인 빙안 마련이 요구된다고 하겠다. This article is study on the construction, application and problem analysis of Geographic Information System(GIS) in Seoul city government and municipal local governments of Kyunggi-do, Korea. The main contents of this article are composed of (1) theoretical consideration of municipal local governments GIS, (2) GIS exclusive charge organization, basic plan, promoting present situation of administrative computerizing of Seoul city government and municipal local governments of Kyunggi-do. (3) Problem analysis of GIS construction, application. (4) improvement plan for the GIS's efficient construction, application. GIS application in various services of municipal governments is gradually increasing in the age of information and localization. Since 1995, Korean central government has established a National Geographic Information System (NGIS) basic plan, thereafter Korean central government is extending GIS program to municipal local governments. The expecting outcomes of GIS construction application cite a case such as. (1) Speediness, efficiency, accuracy betterment of municipal government affairs, (2) using as important basic materials in decision-making, (3) prompt disposal expectedness on the accidents of various kinds and in time of emergency. The problems of GIS construction in Kyunggi-do city governments are (1) the lack of foundation construction on space information, (2) the construction absence of GIS information propulsion system, (3) the insufficiency of GIS information prompting special working manpower. (4) The lack of GIS's data base's systematic maintenance administration (5) the discontent of space information renewal strategy. The problem of GIS application in Kyunggi-do city governments are (1) system integration absence deriving from difference of the managing mainbody between municipal local government GIS and underground facilities GIS, (2) insufficiency of law and institution promoting GIS application. It is needed that municipal local government policy-makers take a increasing interest in city government GIS and prepare the active plan.
