본 논문에서는 광생물 반응기의 조명 시스템으로 활용될 LED(Light-Emitting Diode)용 도광판의 광학설계 및 제작 결과에 대해 보고한다. 도광판 설계를 위해 광원, 반사필름, 도광판 패턴에 대한 모델링을 수행하였다. 특히, 도광판 패턴의 경우 램버시안 산란체(Lambertian Scatterer)로 모델링을 수행하였는데, 테스트용으로 제작된 도광판의 조도분포와 부합하는 모델 파라미터(반사율, 산란체의 폭)를 매칭 시뮬레이션을 통하여 추출하였다. 추출된 모델 파라미터를 사용하여 광학설계를 수행하였으며, CNC(Computer Numerical Control) 가공을 통해 도광판을 제작하였고, 평균조도와 조도균일도 등의 광학 특성을 측정하였다. We present results of optical design and fabrication of a light guiding plate (LGP) to be used as an illumination system for photobioreactors. Modeling of a light-emitting diode (LED) light source, a reflection film, and LGP patterns was performed. Especially, the LGP patterns were modeled as Lambertian scatterers. The modeling parameters (reflectance, scatterer width) were determined through matching simulations with the experimentally measured illuminance distribution for a test LGP. An LGP for an LED light source was designed with the extracted model parameters, and fabricated using a computerized numerical control machine. Optical characteristics including average illuminance and uniformity of illuminance distribution were measured for the fabricated LGP.

본 연구의 목적은 민간기업의 경영평가시스템을 공기업의 경영성과평가에 적용해온 프랑스의 독특한 평가시스템(중장기 경영계약제도 및 사회보고제도)을 통하여 우리나라 공기업 경영평가시스템의 타당성과 실용성 강화를 위한 새로운 정책적 방향을 제시하는데 있다. 주요 비교영역인 평가주체, 평가방법 및 평가결과의 활용 등에 대한 자료수집과 분석은 양국의 문헌고찰과 함께 프랑스 현지에서의 직접 인터뷰를 통해 이루어 졌으며 사례분석의 주요내용은 다음과 같다. ① 경영평가 주체: 공기업의 대주주로서 민간의 지주회사(holding company)와 유사한 역할을 수행하는 투자청(APE)에서 담당한다. 계획(plan)과 추진(do) 활동은 공기업에 자율성을 부여하면서 통제(see) 활동은 기업별로 제출한 사회보고서와 년도별 및 중장기 성과보고서를 중심으로 객관적 평가와 목표관리(MBO)를 강조하고 있다. ② 경영평가 방법: 정부와 공기업간 체결한 고객만족지표위주의 중장기 경영계약서와 연도별 기업자체 성과보고서를 통한 경제적 성과평가와 함께 사회보고서인 Bilan Social 상의 176개 지표를 통하여 사회적 성과평가를 균형적으로 다루고 있다. ③ 평가결과 활용: 기관평가를 통한 조직 및 개별차원의 인센티브를 차별화하기 보다는 자율적 목표관리 및 정부의 정책과 연계된 정책평가 지표별로 미흡한 부분에 대한 투자청의 지도 및 지원역할에 초점을 두고 있다. 이처럼 전통적으로 기관별 순위 매김식 성과평가보다는 정책별 목표관리식 균형평가를 발전시켜온 프랑스의 공기업 경영평가시스템은 민영화라는 정책적 이슈를 앞둔 우리나라 공기업 경영의 고객만족, 균형성장, 수익성, 구체성 및 투명성 확보를 위한 새로운 시사점을 던져주고 있다. Since 2004, Korean Government has introduced relative evaluation system into the public service organization, at the peril of its negative aspects, to enhance the competitive circumstances in the arena of Public service providing games. And the new Lee Myung-Bak Government is preparing, with vigorous intention, to privatize major public companies such as KEPCO and government owned companies. Restructuring the evaluation system is now became a compulsory issue for the conceived Public companies as to adapt to the privatized context of competition which would be realized in near future. The goal of this case-based research is to learn from the French evaluation system in the realm of public services for their long historical and dynamic changes of evaluation actors, systems, and applications. Swinging from public to private and also from private to public, French system is now strongly oriented to the customer satisfaction and to the socio-econo balanced performance of public companies. The implications of this research, for the autonomous, transparent, and satisfied evaluation system, could be quite clear for Korean public companies as well as Korean government, that actual standardized/rigid evaluation criteria and indicators should be complemented with more segmented indicators and long-term contract MBO based criteria including those of Bilan Social measurement, according to the size and/or the nature of the business in which Korean public companies are indulged.

본 사례연구는 창업으로 성공한 창업가(entrepreneur)의 경영권 승계에 대한 철학을 그의 사업 역정을 통하여 살펴보는 데 목적이 있다. 흔히 경영자(manager)의 눈에는 돈이 안 되는 문제부터 보이지만, 사업가(businessman)의 눈에는 돈이 되는 사업부터 보인다고 한다. 과연 우리나라에 창업 사업가로서 기업가 정신(entrepreneurship)을 잃지 않으면서 한편으로는 경영자로서 '創業보다 어렵다는 守成의 길'을 성공적으로 영위해 온 인물은 얼마나 되는가? 그리고 언젠가는 자신의 사업체를 누군가에게 물려줄 수밖에 없는 상황에서 경영권 승계는 과연 어떻게 이루어지고 있는가? 이에 대한 논의를 위해 본 사례는 코텍 이한구 회장과의 인터뷰를 바탕으로 사업가이자 최고경영자로서 사업과 인생에 대한 관점 및 그의 경영권 승계에 대한 철학을 분석함으로써 강소기업으로 성공한 창업가(entrepreneur)는 물론 대기업의 경영권 승계 관행에 대한 새로운 시사점을 던지고자 한다. The purpose of this case study is to analyze the philosophy of an entrepreneur (CEO and Chairman of Kortek) being appeared in the process of management succession. The 27 years history of a start-up firm introduced in this analysis maneuvered its challenging business based on Chairman Lee's business insights and philosophy since its foundation in 1987. Kortek, as a hidden champion, is the No. 1 in the field of Gaming Video Display Monitor delivering more than 70% of Video Slut Machines in the U.S. market. Compared to the ordinary managers who are in seeking of dysfunctions of daily management and operations, the founder and current CEO and Chairman Han-Gu Lee pursued to catch out the money-making businesses with his talented entrepreneurship. Despite of his unprecedent success as an industrial display monitor maker, recently he has been deliberately considered about the management succession scenarios for the vision of his cherished Kortek to keep as a sustainable company. In this case study, we analyzed the 3 scenarios being evaluated during more than 2 years by Chairman Lee. And as the result and performances after his decision to accept M&A with IDIS Holdings show a sustainable growth, we could extract strong implications not only for the Korean CEOs of hidden champions who have experiences as start-up founder but also other major companies being faced with such an agony in management succession.
