The global epidemic of COVID-19 was no exception to Korean correctional facilities. The fact that individual efforts, such as washing hands and wearing a mask, do not solve the problem means that the institution itself, which is the background of individual efforts, has a problem. Therefore, in this study, the problems of the facility were found based on the analysis of the guidelines for responding to COVID-19 in correctional facilities and the case study based on the guidelines analysis. Through the analysis of these problems, this study contributes to planning to respond to infectious diseases in new high-rise correctional facilities.
인구감소에 따른 도시기반시설의 수요변화 예측과 재편방안 - 국내 교정시설 사례를 중심으로 -

Based on future population projections from Statistics Korea, the population decline issue in Korea is expected to intensify. Even in the planning of correctional facilities, the declining number of unconvicted prisoners was not taken into account because of the immediate overcrowding situation. The number of unconvicted prisoners also decreased due to the continuous decline in population. It has been confirmed that by 2060, the number of unconvicted prisoners will reach 74% to 50.3% of the current number of prisoners by region. Therefore, this study proposes a quantitative method for reorganizing correctional facilities to reflect the decreasing number of unconvicted prisoners in a correctional facility plan based on the number of unconvicted prisoners over the past five years and future domestic population estimation data until 2060. In the cases of the Seoul Regional Correctional Headquarter (RCH), the Daegu RCH, and the Gwangju RCH, some of the currently in use facilities must be reorganized rather than reconstructed to keep the occupancy rate close to the target occupancy rate. Meanwhile, at the Daejeon RCH, the overcrowding situation is expected to continue for the time being, even if the number of unconvicted prisoners decrease. To maintain the target occupancy rate of 85% by region through the method proposed in this study, by 2060, eight facilities in Seoul RCH, ten facilities in Daegu RCH, none in Daejeon RCH, and four facilities in Gwangju RCH should be reorganized.
혁신기술 확증이 수용성에 미치는 영향: 5G 네트워크 사례를 중심으로

제4차 산업혁명시대의 기술 기반인 5G 네트워크를 대상으로 혁신기술 확증이 혁신기술의 수용성에 미치는 영향을 가트너의 과장곡선, 기술성과 S-곡선, 혁신수용곡선을 종합하여 분석하였다. 확증을 혁신기술의 미래에 대한 기대와 현재수준에 대한 평가와의 차이로 정의하고, 일반인과 전문가를 대상으로 한 설문조사 결과, 확증수준은 전문가와 일반인 사이에 차이가 큰 것으로 나타났는데, 이 차이는 미래에 대한 기대에서가 아니라 현재 수준의 평가 차이에서 발생하는 것으로 나타났다. 또한 확증은 신기술 채택 저항에 대해서는 인지된 위험을 경유하는 간접 효과와 직접 효과를 모두 갖는 반면, 신기술 수용에는 인지된 유용성을 경유하는 간접 효과만을 미치고, 직접 효과는 유의미하지 않은 것으로 나타났다. 그리고 두 경우 모두 확증의 효과는 크지 않은 것으로 나타나 일반인들은 신기술 채택과 저항에서 확증보다는 당장의 유용성이나 위험성 같은 요인들을 더 중시하는 것으로 나타났는데, 이는 일반인들이 신기술을 수용할 때 미래 가능성에 대한 고려는 그다지 영향이 크기 않다는 것을 보여준다. 연구 결과는 혁신기술의 사회적 수용을 극대화하기 위해 유용성을 높이고 위험성을 줄임과 동시에 최적의 확증수준이 필요하다는 함의를 논하였다. Adopting Gartner’s hype curve, technology performance S-curve and innovation acceptance curve, this study analyzed the effect of confirmation on the acceptance of the innovative technology with regard to 5G network, which is the fundamental infra-structure of the 4th Industrial Revolution. Confirmation is defined operationally as the difference between the expectation of the technology’s future and current evaluation of the technology. Research results show that professionals’ confirmation is higher than that of laymen and this difference came mostly from the evaluation of the technology at present. Confirmation has both direct effect and indirect effect through perceived risk on the resistance to the innovative technology acceptance. But it has only indirect effect on the acceptance of innovative technology through perceive usefulness. Its direct effect was proved insignificant. It is proved that laymen put more value on usefulness and/or risk than on confirmation when they accept or resist the new technology. It means that laymen do not consider much about the technology’s possibility of the future when they decide to accept the new technology. It is implied that maximizing the acceptance of innovative technology requires the optimum level of confirmation as well as increased usefulness and decreased risk. The limitations of study are also discussed.
