현행 일괄입찰방식은 분담이행방식의 공동도급형태로 운영되고 있어, 참여업체간의 의사소통 부족으로 설계기술과 시공기술의 접목이라는 일괄입찰방식 본래의 취지를 살리지 못하고 있다. 또한 입찰을 통해 확정된 총액금액으로 설계가 진행되므로 실시설계단계에서 VE활동을 통한 원가절감 노력이 거의 이루어지지 않고 있는 실정이다. 이에 본 연구에서는 현행 설계시공일괄방식의 특성을 파악하고 설계VE 적용사례를 분석하여, 설계VE 적용의 문제점이 무엇인지를 파악한 후, 일괄입찰사업 수행절차에서 설계VE 적용의 효과를 극대화할 수 있는 파트너링의 활용방법 및 그 적용시기를 제안한다. Current design-build contract is the type of joint venture, but performs by separate party which causes change orders due to the lack of communication between design and construction, so it cannot lead the main object which is the integration of design and construction. Furthermore, the current design-build contract is impossible to reduce the project costs by VE at the design development phase because the design proceeds with the fixed price through bidding. Like these limitless, the analysis results of the case of VE in the design-build projects, several problems that are prevented from active design VE are elicited by the project participants. Meanwhile, Ministry of Construction & Transportation decided to enlarge the VE review system lately. Therefore, in this study, it presented model of design VE partnering of design-build and partnering agreements form to apply design VE and to try to be able to lead the design VE to be more successful in public design-build projects.

건축 프로젝트의 초기 기획조사단계에서 발주자의 예산결정을 위하여 사업비에 대한 통계적 추정방법 연구는 다수 이루어졌으나, 파라미터기반 개략견적 방법은 설계진행 중의 설계자 의사결정과 이로 인한 공사비 산정 및 관리업무와의 연계가 이루어지지 않아 설계실무에 활용하기에는 제약이 있다. 한편 실시설계안이 도출된 후 상세견적에 의해 산정된 공사비가 예산을 초과한 경우, 마감수준 등을 국부적으로 임의 조정하여 설계를 확정하고 있다. 본 연구에서는 사무소 건축물을 대상으로 계획설계 및 기본설계단계에서 설계자의 의사결정 프로세스와 연계하여 마감공사비를 용이하게 산정하고, 설계대안의 평가를 지원할 수 있는 프로토타입기반 마감공사비 산정 모델을 개발하였다. 제시된 모델은 건축물을 설계프로세스에 따라 부위별 분류체계에 의해 분할하고, 상세견적 된 기존 사무소 건물의 프로토타입이 축적된 데이터베이스로부터 각 실별 부위선정을 통한 설계대안을 생성하고 그 공사비를 견적하게 한다. 제시된 프로토타입기반의 모델에 대하여 설계와 시공정보를 통합하는 연결체로서의 유효성과 실무설계에서의 적용성을 확인하기 위해 사례검증을 실시하였다. For deciding the owner's budget of the building construction in the predesign stage, the probabilistic methodologies for estimating the cost are often studied, however these parameter-based conceptual estimating methodology has limitation of applying it to the practical business because it hardly can link the design decision-making and the cost estimating and control. Besides if the result of detail estimating after detail design is over the budget, locally and arbitrarily control the level of interior design and fix the design. This research proposed the prototype-based cost estimating model for building interior construction which leads to estimate the interior cost easily linking with design decision-making and supports to evaluate the design alternatives in the schematic design and the design development stage for office buildings. The model divides the building on the design process by Element Breakdown Structure and presents the design alternative by selecting the elements of each room from the database accumulated the historical office buildings' prototypes and estimates the cost. The 2 case studies presented to validate the effectiveness of as the linking tool integrating the design and construction data and applicability to the practical design on the presented prototype-based model.
대구-부산간 고속철도 신설선에 대한 슬래브 궤도구조의 도입 타당성에 관한 연구

This Study is about adoption of slab track on the new high speed railway line between Daegu and Busan. While ballast track currently used is easy to construct with low investment, the error margin of rail track occurs in the track due to the repetition load of the train. Therefore, repairs should be carried out all the time to put the railway track at the repair level or less. In addition, noise caused by such repairs has become a new social problem at night. Construction costs for slab track are about 1.3-1.5 times higher than those for ballast track. However, slab track will save labor costs by solving various problems of ballast track. In this regard, it is feasible to adopt slab track on the new high speed railway line between Daegu and Busan.

고속화가 이루어지면서 철도수송의 안전성에 대한 요구가 한국의 기존선에도 더욱 증가하고 있다. 또한 더 욱 무거운 축중을 가진 화물열차의 주행이 기존선에 요구되고 있다. 이와 같은 요구를 해결하기 위하여 레일의 중량 화와 장대화가 기존선에서 진행되어 왔다. 그러나 자갈도상궤도에서 궤도강성에 절대적으로 영향을 미치는 자갈도상 용 철도침목에 관한 연구는 큰 진전이 없었다. 본 연구에서는 궤도강성을 증대시키고, 궤도틀림을 저감시킬 수 있도 록 새로운 H형 침목을 개발하였다. 또한 FE 프로그램을 이용한 구조해석을 통해 새로운 H형 침목의 설계도를 제안한다. With speed up of railway, the demand for safety of the railroad transportation is on the increase in Korea's conventional railways. In additions, freight trains with heavier axle load are required to run conventional railways. In order to solve these requirements, the increase of rail weight and the application of long rail system have been underway in conventional railways. However, the research on ties that is absolutely influencing the track stiffness in ballasted tracks has not been much progress. In this paper, the new H-typed tie is developed to increase the track stiffness and reduce the track irregularity. And from the structural analysis by FE program, the intial design drawing of the new H-typed tie is proposed.
다지형 침목 현장 성능평가에 관한 연구 (The Study on Field Performance Test of Multi Branch Type Tie(GOLRY TIE))

In railway. Tie supports rail and plays a role that distribute train load to the ballast. Also, Tie and ballast resist against external force and fix the track position. But, weakening resistance of ballast and tie cause vertical displacement of tie and track irregularity. For reinforcement of track stiffness and reduction of track irregularity, KORAIL has developed Multi Branch type tie(GLORY Tie) that reinforced resistance than general PCT and installed in order to test in the field. This study measured and analyzed lateral resistance of ballast, wheel load of rail, bending strain of rail foot, vertical displacement and vibration acceleration of tie in order to evaluate performance of Multi Branch type tie in the field. According to the results of test, Multi Branch tie is excellent than general tie about lateral resistance of ballast and vertical displacement of tie. And, gap of measurement value between Multi Branch type tie and general tie about wheel load of rail, bending strain of rail foot were very small.
철도경영의 효율화를 위한 관련 자회사 설립에 관한 연구

To meet demand for large-scale new personnel caused by active railway investment projects such as high-speed line construction, electrification and double-tracking of the existing lines, we KNR need to establish a subsidiary firm for each field instead of personnel augmentation. The establishment of subsidiaries is expected to solve the problem of the current outsourcing services, reduce costs and in the long term, improve the efficiency of railway business. In addition, we also suggest, as a pilot project, setting up Korean Freight Inspection Company in charge of conducting light and heavy maintenance for freight cars.
