Starting an analysis of the fiscal paition in Kang-reung City, this study is the first step representing the real state of finance structure in this city. The fiscal position of a jurisdiction t o carry out its fiscal tasks depend on its capacity relative to the outlay required for rendering its need. As changes in economic role of regional government, city governments areanguished from both side of fiscal structure 1. The tendency of the decling fiscal revenue based on the basic rule that the larger the taxing jurisdiction relative to the country as a whole, the more effectively it can operate a tax for both administrative and economic reason. 2. Their growing role in administrative arid economic function to the regions contained the welfare expenditure, polute policy, investment plan, and so on. And for these reason fiscal positions may be weakcd over years. In Kang-reung City that focus in this analysis the size of fiscal expenditure has been enormously increasing sincc last 6 years. But on the other side of city finance structure, local tax revenue has been increased below the increasing rate of expenditure. Fortunately, non-tax revenue were increased rapidly in recent years, which were able to meet the expenditures. In near future Kang-reung city Government may be confornted with contradiction.- limitation of fiscal revenue and increment in fiscal need. Only the stable security in revenue and improvement of efficiency in fiscal expenditure are to help the city from the incompatibility.
리튬이차전지 음극용 석유계 피치로 코팅된 천연 흑연의 전기화학적 특성

The electrochemical properties of pitch-coated natural graphite(NG) were investigated as an anode for lithium-ion batteries. The anode materials were prepared by heat-treatment of mixture of NG and petroleum pitch at 1000 o C. The pitches with various softening points were used as carbon precursor. The physical properties of anode materials were analyzed by TGA, SEM, PSA and BET. As the softening point increased, the thickness of the coating layer increased and the specific surface area decreased. The electrochemical performances were investigated by initial charge/discharge efficiency, cycle stability, cyclic voltammetry, rate performance and electrochemical impedance spectroscopy. The carbon-coated NG using pitch with softening points of 250 o C showed an initial discharge capacity of 361 mAh/g and a coulombic efficiency of 92.6%. Also, the rate performance(5 C/0.2 C) was 1.6 times higher than that of NG, and it had a capacity retention (90%) after 50 cycles at 0.5 C. 리튬이차전지용 음극재로서 피치로 코팅된 천연흑연의 전기화학적 특성이 조사되었다. 천연흑연과 피치의 혼합물을1000 o C에서 소성하여 음극재를 제조하였다. 다양한 연화점의 피치가 탄소전구체로 사용되었다. 제조된 음극재의 물리적 특성은 TGA, SEM, PSA 및 BET로 분석하였다. 피치의 연화점이 증가할수록 코팅 층의 두께가 증가하였고, 비표면적이 감소하였다. 초기 충·방전 효율, 사이클, 순환전압전류, 속도 특성 및 임피던스 테스트를 통해 전기화학적 성능을 조사하였다. 연화점 250 o C의 피치로 탄소 코팅된 천연흑연은 초기 방전용량 361 mAh/g과 쿨롱 효율 92.6%을 보였다. 또한 출력 특성(5 C/0.2 C)은 코팅되지 않은 천연흑연에 비해 1.6배 향상되었으며, 0.5 C로 진행된 사이클 테스트에서 50 사이클 후 90%의 용량 유지율을 나타내었다.

The goal of restoration techniques is to improve a given image in some sense. We consider restoration to be a process that attempts to recover an image that has been degraded by using some priori knowledge of the degradation phenomenon. The restoration of images distorted by systems with noisy point spread function and additive detection noise is considered. The criterion considered for the restoration is based on the wiener filter. The overall computation of the Wiener filter can be carried out in the frequency domain using the FFT. The Wiener filer gives better restoration result.

Cryopreservation of epididymal spermatozoa offers a potential tool for rescuing genetic material from males of genetically elite populations. Castration, catastrophic injury, sudden death or any other event that makes semen collection or mating impossible may prematurely terminate a stallion reproduction. Stallion epididymal spermatozoa vary widely in the loss of progressive motility, acrosomal integrity, and viability during freezing and thawing. The objective of this work was to investigate the effect of (1) freezing package types on cryopreservation efficiency, (2) thawing temperatures (37, 56 or $70^{\circ}C$) on Computer Assisted Sperm Analysis (CASA) parameters and (3) post-thawing incubation time (0, 1, 2 or 4h) on castrated stallion epididymis. Post-thawed sperm motility ranged between 59.69% and 64.28% ($56^{\circ}C$ and $37^{\circ}C$) in various thawing temperatures. When stallion epididymis sperm was frozen, straw was better than freezing tube on VCL (Velocity of Curvilinear Line) and VAP (Velocity of Average Path) parameter. Higher percentage of motility was observed at $37^{\circ}C$ thawing temperature even though no significant difference was observed among various temperatures. The motility, VCL, ALH (Amplitude of Lateral Head displacement), VAP, BCF (Beat-Cross Frequency) and STR (Straightness index) parameter of post-thawed sperm were significantly decreased by increasing the incubation time for all thawing temperatures. The present study showed that type of freezing package (Straw vs. Freezing tube) was not significantly different on cryopreservation efficiency. Furthermore, stallion epididymal spermatozoa frozen-thawed at $37^{\circ}C$ for 1 min resulted the highest proportion of motility and velocity movement. In addition, motility and viability of frozen-thawed stallion epididymal spermatozoa were also decreased by incubation.
