As the concern toward environmental problems in urban areas is increasing, opinions were raised that the concept of planning and its origin and development should be carefully reviewed to solve the problems and, in the same context, the concept of eco-city planning and design have emerged. The objectives of this study are to review the background and recent issues of eco-city planning and design and to propose planning and guidance to realize eco-city and the direction and tasks to build eco-city in Korea. Initiative to seek new theory on planning and approach to sustainability, in short, in short approach to planning and decision-making are efforts to understand a city as an ecosystem and to seek ways to make urban structure and functions environment-friendly to sustain urban ecosystem. In this study, planning guidance to realize eco-city was reviewed in the perspectives of definition of eco-city, differences between eco-city planning and conventional city paining and process of eco-city planning. In addition, tasks to be carried out to create ere-city under Korean circumstances were presented in terms of defining ere-city philosophy (ideology and way of thinking), eco-city policy, eco-city planning, eco-city program, and eco-city development technology. In implementing eco-city planning, many difficulties including institutional, financial, and technical problems are expected. In order to overcome these obstacles and successfully implement the plan close and organized cooperation among central government, local authorities, local residents, social and environmental groups is necessary. In addition, Local Agenda 21 and Habitat Agenda present local solutions to global environmental problem. Eco-city planning should be accepted as means of policy to implement Local Agenda 21 and Habit Agenda. I hope that this study will make sonm contributions to ensure urban sustainability and to create eco-city where human kind and nature co-exist.

Making our cities sustainable is a vital part of moving towards global sustainability. The purpose of this study is to introduce what efforts have been made in de-veloped and developing countries toward Local Agenda 21 initiatives and to suggest the way of preparing a local action plan through the lessons from them. The main contents of 삯to study include the following parts : First, Local Agenda 21 is described based on Chapter 28 of Agenda 21. Key elements of Local Agenda 21 is suggested to link global and local issues, Second, international efforts to link local and global issues are discussed with Particular emphasis on UK experiences. Third, the Korean experiences are addressed towards urban sustainability. It Is important to note that proper attention has not given to Local Agenda 21 In Korea. Fourth, some suggestions for the implementation of Local Agenda 21 in Korea re made at the local and international level. According to the results of this study, it is suggested that local government should re-examine current practices and consider innovative new approaches and initiatives. One possible conclusion is that the way for forward is certainly far from clear, but the local governments should take some steps down the path towards sustainabilty
