이 글은 박정희 시대가 국가의 시대인 동시에 재벌의 시대라고 규정할 수 있다는 논점을 바탕으로 이 시대 재벌의 자본순환 및 축적에 대해 분석한다. 많은 이들은 이 시대 재벌을 경제성장의 도구나 정경유착의 공범, 독과점 기구 정도로 생각하는 경우가 많고, 학계에서도 자본순환 및 축적의 문제는 그것의 중요성에도 불구하고 충분히 다루어지지 못했다. 이 글은 자본 일반의 순환 및 축적을 개념화하는 한편, 그를 준거로 이 시대 재벌의 자본순환과 축적을 성장 중심구조화로 정리할 수 있다고 주장한다. 재벌은 군사정권 및 해외자본과의 연계를 통해 축적요소조달과 생산 그리고 유통의 과제를 동시에 해결할 수 있는 순환 및 축적 방식을 확립하고 구조화했다. 이들은 통상적인 자본의 성장지향을 뛰어 넘는 수준의 성장지향성을 보였고, 이는 자금조달과 투자, 부채비율의 급증으로 발현된다. 그런데 재벌의 방식은 집적과 집중을 급속히 진전시키는 동시에 내적 모순을 노정해 1969년과 1979년 위기를 야기하기도 했고, 1979년 위기관리에 실패한 정권은 결국 붕괴했다. 이 분석을 통해 우리는 박정희 시대를 보다 입체적으로 이해할 수 있고, 재벌이라는 자본형태의 특수성을 파악할 수 있으며, 이것이 현재에 주는 의미에 대해서도 생각해볼 수 있다. This paper analyzes capital circulation and accumulation of Chaebols in Park’s era. Despite of abundant attention on Chaebols at home and abroad, the capital circulation and accumulation, arguably the most important factor, was rarely discussed. It is attributed to common notion that Chaebols are just instruments of economic growth, main actors of collusion between business and politics and symbols of monopoly. This paper argues that capital circulation and accumulation is composed of procurement of accumulation factors, production and realization. On basis of this framework, I argue that Chaebols structuralized capital circulation and accumulation through interconnection with the state and foreign capital with exhibiting growth-orientedness. With growing tendency of concentration and centralization of capital, contradictions of growth-oriented structualization boiled over into economic crisis in 1969 and 1979. And after Park’s regime had failed to handle the crisis of 1979, it was collapsed. With this analysis, we can understand the Park’s era more thoroughly. And also we can find that Chaebols are different from capital in general in that they are based on owner-dominated full-scale mobilization regime, practice unrelated diversification and circulate and accumulate industrial, finance and commercial capital holistically.
