도시유역과 자연유역의 유출특성은 서로 상이하다. 이로 인해, 국내 주요 설계기준에서는 홍수량 산정 시 자연유역에는 자연유역 유출모형(단위도법)을 도시유역에는 도시유역 유출모형(시간-면적 방법)을 사용하도록 권고하고 있다. 재해영향평가 등의 협의 실무지침에서도 유역을 구분하여 모형을 선택하도록 기술하고 있다. 그러나 자연유역과 도시유역이 공존하는 복합유역의 경우 개발 전후에 대해 동일 모형 사용만을 제시하고 있어 사업자의 임의적 판단에 따라 홍수량 산정모형이 선택되어 활용되고 있다. 본 연구에서는 설계 기준상 불확실한 기준이 재해영향평가에 미치는 영향을 분석하고자 한다. 이를 위해서 실측자료를 활용하여 모형별(단위도법, 시간-면적 방법) 매개변수를 최적화하고, 정확성을 평가한 다음 하류부의 통수능 검토 유무에 따라 호우재해저감대책 평가 결과를 비교하였다. 본 연구를 통해 유출해석모형에 대한 수문학적 해석결과의 정확성을 평가하고 불명확한 홍수량 산정기준을 보완함으로써 호우재해저감대책 평가의 신뢰성을 개선할 수 있을 것으로 기대된다. The rainfall-runoff characteristics of urban and rural areas differ. Hence, major domestic design standards recommend using the rural basin rainfall-runoff models (the unit hydrograph method) for rural areas and the urban rainfall-runoff models (time-area method) for urban areas when estimating the amount of floods. Further, the guidelines for consultations on disaster impact assessment in Korea describe the selection of rainfall-runoff models according to basin types such as urban and rural areas. However, in complex watersheds where rural and urban basins coexist, the type of rainfall-runoff model is selected based on the modeler’s (or business operator’s) experiences rather than model selection guidelines. This study aims to analyze the impacts of uncertain design standards on disaster impact assessment in Korea. To this end, the parameters for each model (the unit hydrograph method, time-area method) were optimized using the measured datasets. The accuracy of the models was evaluated, as well as the appropriateness of flood reduction measures based on whether there was an assessment of downstream conveyance in development areas. The results of this study are expected to contribute to improving the reliability of the evaluation of flood reduction measures by assessing the accuracy of results in hydrological modeling and supplementing the uncertain flood estimation guidelines.

This study aimed to establish database of rainfall inundation area by rainfall scenarios and conduct a real time prediction for urban flood mitigation. the data leaded model was developed for the mapping of inundated area with rainfall forecast data provided by korea meteorological agency. for the construction of data leaded model, 1d-2d modeling was applied to Gangnam area, where suffered from severe flooding event including september, 2010. 1d-2d analysis result agree with observed in term of flood depth. flood area and flood occurring report which maintained by NDMS(national disaster management system). The fitness ratio of the NDMS reporting point and 2D flood analysis results was revealed to be 69.5%. Flood forecast chart was created using pre-flooding database. It was analyzed to have 70.3% of fitness in case of flood forecast chart of 70㎜, and 72.0% in case of 80㎜ flood forecast chart. Using the constructed pre-flood area database, it is possible to present flood forecast chart information with rainfall forecast, and it can be used to secure the leading time during flood predictions and warning.
