    초등학교는 인간의 기본 소양을 기르고 전인적 성장 및 인격 형성이 이뤄지는 시기의 교육이 이루어지는 곳이다. 지식과 사고력을 기를 수 있는 것은 물론, 성인으로 자라나는데 있어 필요한 인격과 태도 형성에 막대한 영향을 끼친다. 또한 인간의 다방면적 성장이 이뤄질 수 있다는 점에서 초등학교에서 실시되는 교육은 매우 중요하다고 할 수 있다. 그러나 지나친 경쟁, 학교폭력, 안전사고, 부적절한 학교예산 배분 등의 학교와 관련된 문제들이 초등학교에서도 많이 나타나고 있으며 특히 중·고등학교에서 통상적으로 이뤄지던 경쟁은 일찌감치 초등학교부터 벌어지기 시작하였다. 이처럼 치열해지는 교육환경에서 학생들은 성적 향상을 위한 경쟁에 내몰리게 되었다. 이 같은 분위기에서 통합교육, 공교육, 진로교육 등 학생의 전인적 성장을 위한 교육은 소홀하게 되었으며, 초등학교 교내·외 환경과 적합하지 않은 교육과정이 마련되기도 했다. 따라서 초등학교에서는 제대로 된 교육이 이루어지고, 학교의 총체적 운영을 진단하고 개선하기 위한 다양한 노력이 요구된다.
    일선 초등학교에서 학교운영과정의 총체적 점검이 가능하기 위해서는 초등교육의 특성이 반영된 초등학교 자체평가 도구의 개발이 무엇보다 필요하다. 특히 자체평가는 외부평가와 달리 학교구성원들이 자발적으로 그 운영을 점검하는 것이기에 구성원들 스스로가 학교의 발전과 교육목표 실현을 위해 변화되고 노력한다는 측면에서 보다 효과적이며 이에 반드시 필요하고 할 수 있겠다. 이를 통해 교장과 교사, 학부모, 학생이 한 마음으로 ‘초등학교’라는 공동체가 올바른 교육 공동체로 설 수 있도록 힘써야 할 것이다.
    선행 연구를 살펴보면, 초등학교의 운영과정과 초등교사 평가와 관련된 내용 및 학교자체평가와 관련된 연구들은 진행되어 왔지만, 실질적으로 학교급에 적합한 자체평가를 실시하기 위한 자체평가 도구의 개발을 위한 연구는 거의 진행되지 않았다. 특히 초등학교에서 적합한 자체평가를 실시하기 위한 초등교육의 특성을 반영한 자체평가 도구는 개발되지 않은 상태였다. 따라서 본 연구에서는 초등교육의 목적과 성격에 부합한 학교현장에서 적용 가능한 초등학교의 자체평가 도구를 개발한 후, 그 타당도와 신뢰도를 살펴보고자 한다.
    이러한 연구목적을 달성하기 위하여 다음과 같은 연구문제를 설정하였다.
    첫째, 초등학교 자체평가 도구의 영역에 대한 항목은 어떻게 구성될 수 있는가?
    (1) 초등학교 자체평가 도구의 학교문화 및 학교경영 영역은 어떠한 항목들로 구성되는가?
    (2) 초등학교 자체평가 도구의 초등학교 교육과정 영역은 어떠한 항목들로 구성되는가?
    (3) 초등학교 자체평가 도구의 교육성과 및 만족도 영역은 어떠한 항목들로 구성되는가?
    (4) 초등학교 자체평가 도구의 학교자체평가운영 영역은 어떠한 항목들로 구성되는가?
    둘째, 초등학교 자체평가 도구의 영역별 항목에 대한 지표는 어떻게 구성될 수 있는가?
    (1) 초등학교 자체평가 도구의 학교문화 및 학교경영 영역에 대한 항목은 어떠한 지표들로 구성되는가?
    (2) 초등학교 자체평가 도구의 초등학교 교육과정 영역에 대한 항목은 어떠한 지표들로 구성되는가?
    (3) 초등학교 자체평가 도구의 교육성과 및 만족도 영역에 대한 항목은 어떠한 지표들로 구성되는가?

    셋째, 초등학교 자체평가 도구의 예비검사에 의한 신뢰도와 타당도는 어떠한가?

    넷째, 초등학교 자체평가 도구의 본검사에 의한 신뢰도와 타당도는 어떠한가?
    (1) 초등학교 자체평가 도구의 본검사에 의한 신뢰도는 어떠한가?
    (2) 초등학교 자체평가 도구의 본검사에 의한 타당도는 어떠한가?
    이상의 연구문제를 해결하기 위해 다음과 같은 연구 과정을 거쳤다. 먼저 문헌과 선행연구 고찰 및 전문가 협의를 통해 초등학교 자체평가 도구의 영역을 구명했고, 영역에 대한 개념화에 들어갔다. 초등학교 자체평가 도구의 구인화 모형으로써 초등학교 자체평가 도구의 영역을 학교문화 및 학교경영, 초등학교 교육과정, 교육성과 및 만족도, 학교자체평가운영의 네 가지로 구성하였다. 다음으로 초등학교 학교자체평가 도구의 항목과 지표 개발을 위한 1, 2, 3차 델파이 조사를 실시하여 영역별 평가항목과 평가지표를 도출했다. 델파이 조사는 전문가 집단의 의견을 참고로 하여 연구자가 새로운 이론을 구상하기 때문에 전문가 패널 선정이 매우 중요하다. 이에 따라 델파이 전문가를 교육현장 전문가로서의 교장, 교사, 장학관 및 장학사와 교육이론 전문가로서의 교수 및 박사급 연구자 등으로 구성하여 총 20명을 전문가를 섭외하였다.
    델파이 조사는 1, 2, 3차 조사로 구분된다. 1차 델파이 조사에서는 개방형으로 구성하였다. 초등학교 자체평가 도구에 대한 구인화 모형의 적절성과 타당성에 대해 전문가들의 의견을 수렴하였고, 각 영역별 항목을 확정하고 항목에 대한 세부내용에 대한 의견을 수렴하였다. 2차 델파이 조사는 1차 조사 결과의 항목 분석결과를 바탕으로 각 항목별 지표를 확정하고 결정된 지표에 대해 Likert 5점 척도를 이용하여 이후 영역별 항목에 대한 지표의 중요도와 실현도를 응답하도록 하였다. 3차 델파이 조사는 2차 델파이 조사의 내용과 동일했다. 2차 조사 결과의 각 영역별 항목별 지표에 대한 중요도와 실현도를 재평가하도록 하였다.
    델파이 조사를 통해 개발된 내용을 바탕으로 최종 초등학교 자체평가 도구를 개발하였다. 1차 델파이 조사를 통해 학교문화 및 학교경영 영역의 평가항목은 19개, 초등학교 교육과정 영역에 대한 평가항목은 16개, 교육성과 및 만족도 영역에 대한 평가항목은 9개, 학교자체평가운영 영역에 대한 평가항목은 11개로 나타났으며 각 항목에 대한 세부내용들이 도출되었다. 2, 3차의 델파이 조사 결과와 교육행정 및 학교평가 전문가와의 여러 번의 협의를 통해 항목과 지표에 대한 수정 및 보완과 삭제가 이루어졌다.
    총 3차에 걸친 델파이 조사를 토대로 초등학교 자체평가 도구의 ‘학교문화 및 학교경영’ 영역에서 6개 항목과 34개의 지표, ‘초등학교 교육과정’ 영역에서 7개 항목과 44개의 지표가 도출되었다. 그리고 ‘교육성과 및 만족도’ 영역에서 5개 항목과 26개의 지표, ‘학교자체평가운영’ 영역에서 5개 항목과 32개 지표로 총 4개 영역, 23개 항목, 136개의 지표가 도출됐다.
    이를 바탕으로 교사 170명을 대상으로 예비검사를 실시해 문항양호도, 신뢰도, 탐색적 요인분석을 하였으며 그 결과 ‘학교문화 및 학교경영’ 영역은 23개, ‘초등학교 교육과정’ 영역은 34개, ‘교육성과 및 만족도’ 영역은 21개, ‘학교자체평가운영’ 영역은 28개로 본검사 문항이 도출되었다.
    예비검사에서 도출한 106개 문항에 대해 본검사를 실시하였다. 교사 601명을 대상으로 문항양호도 분석, 신뢰도, 탐색적·확인적 요인분석을 실시하였고 그 결과 문항양호도, 신뢰도, 타당도가 모두 양호한 것으로 나타났다. 이와 같은 과정을 통해 최종적으로 초등학교 자체평가 도구는 4개의 평가영역, 16개 평가항목과 89개 평가지표로 선정되었다.
    지금까지의 연구과정을 통하여 얻어진 연구결과를 요약하면 다음과 같다.
    첫째, 초등학교의 자체평가 도구는 학교문화 및 학교경영, 초등학교 교육과정, 교육성과 및 만족도, 학교자체평가운영의 네 가지 영역으로 구성될 수 있으며 각 영역별 항목과 그에 따른 지표가 마련되었다. ‘학교문화 및 학교경영’ 영역은 경영체제, 예산, 학교행사 등 학교 운영에 대한 전반을 다룬다. ‘초등학교 교육과정’ 영역은 진로교육, 창의인성교육, 통합교육 등 초등교육에 대한 과정 점검을 의미한다. ‘교육성과 및 만족도’ 영역은 학생의 학업성취도, 학부모 만족도, 교육의 긍정적 효과 등 교육 실시에 따른 결과를 확인한다. 끝으로 ‘학교자체평가운영’ 영역은 자체평가방법의 신뢰성과 공정성, 평가결과 활용의 적절성 등 자체평가 실시과정을 점검한다.
    둘째, 초등학교 자체평가 도구 개발을 위한 델파이 조사, 예비검사, 본검사를 거쳐 각 영역의 항목과 지표가 수정 및 삭제 그리고 보완되었다. 1, 2, 3차 델파이 조사를 토대로 ‘학교문화 및 학교경영’, ‘초등학교 교육과정’, ‘교육성과 및 만족도’, ‘학교자체평가운영’의 총 4개 영역, 23개 항목, 136개의 지표가 도출됐다. 이후 예비검사를 거쳐 총 106개로 줄어들었으며 본검사를 실시하고 탐색적 요인분석과 확인적 요인분석을 실시한 결과, 최종적으로 초등학교 자체평가 도구는 4개 평가영역, 16개 평가항목과 89개 평가지표가 선정되었다.
    셋째, 연구의 신뢰도와 타당도를 검증하기 위하여 예비검사와 본검사를 실시하여 요인 분석, 신뢰도, 타당도 검사를 하였다. 그 결과를 통해 초등학교 자체평가 도구 전 영역의 항목과 지표의 신뢰도가 높은 것으로 나타났다. 특히 초등학교에 공통적으로 적용될 수 있는 지표를 확인하는 문항은 전문가의 검증을 거쳐 모두 신뢰할 수 있는 연구결과로 나타났다. 이상의 연구결과를 종합하여 볼 때, 초등학교 자체평가 도구 개발 연구를 통해 얻어진 학교문화 및 학교경영, 초등학교 교육과정, 교육성과 및 만족도, 학교자체평가운영 영역의 항목과 지표는 교육 현장에 적용될 수 있는 유용한 도구가 될 것으로 판단된다.
    본 연구를 통해 개발된 초등학교 자체평가 도구는 각 시·도 교육청과 개별학교의 구성원들에 의해 각각의 초등학교가 민주적 운영 실태를 점검하는 도구로 활용될 수 있을 것이다. 또한 초등학교 자체평가 도구의 네 가지 영역에 대한 평가를 통해 학교운영위원회 운영, 예산안 운영, 학업성취도 평가 등 다양한 분야에 구체적으로 적용되어 학교가 발전하고 개선될 수 있을 것이다. 마지막으로 본 연구를 통해 개발된 초등학교 자체평가 도구는 추후 중·고등학교 급에 적합한 자체평가 도구의 개발에도 활용될 수 있는 좋은 예시가 될 것이다.
    이와 같이 본 연구를 통해 개발된 초등학교 자체평가 도구를 통해 초등학교의 자체적인 평가가 실시됨으로써, 인간의 기초적 성장이 이뤄지는 초등학교에서 학생들의 건전한 인격과 기초 소양을 키워내고 개선하는 데에 주효한 역할을 하기를 기대한다. 더불어 학생들의 전인적, 통합적 성장을 위한 교장, 교사, 학부모의 상호 협력, 신뢰관계도 개선되는 효과를 볼 수 있을 것으로 기대한다. 이러한 의미에서 초등학교 자체평가 도구는 효과적 초등학교 운영을 위한 소중한 시초가 될 수 있을 것이다. 또한 초등학교 구성원들이 자체적인 평가를 통해 이를 지속적으로 점검하고 진단하며 개선해 나감으로써 교육과 학교의 발전, 특히 교육의 주체인 학생이 미래의 바람직한 자아의식을 가진 성인으로 행복하게 성장할 수 있기를 기대한다.

    둘째, 초등학교 자체평가 도구 개발을 위한 델파이 조사, 예비검사, 본검사를 거쳐 각 영역의 항목과 지표가 수정 및 삭제 그리고 보완되었다. 1, 2, 3차 델파이 조사를 토대로 ‘학교문화 및 학교경영’, ‘초등학교 교육과정’, ‘교육성과 및 만족도’, ‘학교자체평가운영’의 총 4개 영역, 23개 항목, 136개의 지표가 도출됐다. 이후 예비검사를 거쳐 총 106개로 줄어들었으며 본검사를 실시하고 탐색적 요인분석과 확인적 요인분석을 실시한 결과, 최종적으로 초등학교 자체평가 도구는 4개 평가영역, 16개 평가항목과 89개 평가지표가 선정되었다.
    셋째, 연구의 신뢰도와 타당도를 검증하기 위하여 예비검사와 본검사를 실시하여 요인 분석, 신뢰도, 타당도 검사를 하였다. 그 결과를 통해 초등학교 자체평가 도구 전 영역의 항목과 지표의 신뢰도가 높은 것으로 나타났다. 특히 초등학교에 공통적으로 적용될 수 있는 지표를 확인하는 문항은 전문가의 검증을 거쳐 모두 신뢰할 수 있는 연구결과로 나타났다. 이상의 연구결과를 종합하여 볼 때, 초등학교 자체평가 도구 개발 연구를 통해 얻어진 학교문화 및 학교경영, 초등학교 교육과정, 교육성과 및 만족도, 학교자체평가운영 영역의 항목과 지표는 교육 현장에 적용될 수 있는 유용한 도구가 될 것으로 판단된다.
    본 연구를 통해 개발된 초등학교 자체평가 도구는 각 시·도 교육청과 개별학교의 구성원들에 의해 각각의 초등학교가 민주적 운영 실태를 점검하는 도구로 활용될 수 있을 것이다. 또한 초등학교 자체평가 도구의 네 가지 영역에 대한 평가를 통해 학교운영위원회 운영, 예산안 운영, 학업성취도 평가 등 다양한 분야에 구체적으로 적용되어 학교가 발전하고 개선될 수 있을 것이다. 마지막으로 본 연구를 통해 개발된 초등학교 자체평가 도구는 추후 중·고등학교 급에 적합한 자체평가 도구의 개발에도 활용될 수 있는 좋은 예시가 될 것이다.
    이와 같이 본 연구를 통해 개발된 초등학교 자체평가 도구를 통해 초등학교의 자체적인 평가가 실시됨으로써, 인간의 기초적 성장이 이뤄지는 초등학교에서 학생들의 건전한 인격과 기초 소양을 키워내고 개선하는 데에 주효한 역할을 하기를 기대한다. 더불어 학생들의 전인적, 통합적 성장을 위한 교장, 교사, 학부모의 상호 협력, 신뢰관계도 개선되는 효과를 볼 수 있을 것으로 기대한다. 이러한 의미에서 초등학교 자체평가 도구는 효과적 초등학교 운영을 위한 소중한 시초가 될 수 있을 것이다. 또한 초등학교 구성원들이 자체적인 평가를 통해 이를 지속적으로 점검하고 진단하며 개선해 나감으로써 교육과 학교의 발전, 특히 교육의 주체인 학생이 미래의 바람직한 자아의식을 가진 성인으로 행복하게 성장할 수 있기를 기대한다.

    Elementary school is occupying an important position because it is the period when children's basic abilities are fostered and their holistic growth and personality are formed. In other words, not only children can gain knowledge and thinking-ability, but also build up their personality and attitude which are vital to their maturity. Thus, elementary school is considered to be a significant place where they can grow in various aspects. However, social issues related to school, such as fierce college-entrance competition, bullying, inappropriate distribution of budget, have been observed nowadays. Especially, under the current educational circumstances, the competition for getting a better test score has been intensified. Consequently, so-called 'unified' education, public education, and career education became neglected and even educational courses inappropriate for the internal and external environment of elementary school were made. Therefore, various efforts at the elementary school level are required to diagnose and improve school operation systems more actively.
    To enable overall inspection of school management process for front-line elementary schools, above all, it is necessary to develop elementary school's self-assessment tool with the characteristics of elementary school reflected. In particular, self-assessment is a thing that school members check school management voluntarily, unlike external assessment and so more effective in that school members change or try to change themselves for the development of school and realization of educational objectives and accordingly it seems to be necessarily required. In this respect, school principal, teachers, parents, and students need to devote themselves to achieving such a purpose above with one heart so that such a community of ‘elementary school’ can become a desirable educational community.
    To look at the prior studies, such researches on management process of elementary school, evaluation of elementary school teachers, and school's self-assessment have been conducted, but few researches on self-assessment tool for performing a self-assessment appropriate for school level substantially have been performed. Specifically, no self-assessment tool that reflected the characteristics of an elementary school for performing a self-assessment appropriate for each elementary school was developed. Therefore, this study developed elementary school's self-assessment tool that might be applicable to school sites appropriately to the purpose and characteristics of elementary school education and identified its validity and reliability.
    In order to achieve this aim, this study set up the following questions.
    First, how could we constitute the items for the areas of elementary school's self-assessment tool?
    (1) Which items could constitute the areas of school culture and school management in elementary school's self-assessment tool?
    (2) Which items could constitute the area of educational course in elementary school's self-assessment tool?
    (3) Which items could constitute the areas of educational outcome and satisfaction in elementary school's self-assessment tool?
    (4) Which items could constitute the area of school's self-evaluation and operation in elementary school's self-assessment tool?
    Second, how could constitute the indicators for the items of elementary school's self-assessment tool by area?
    (1) Which indicators could constitute the items for the areas of school culture and school management in elementary school's self-assessment tool?
    (2) Which indicators could constitute the items for the area of educational course in elementary school's self-assessment tool?
    (3) Which indicators could constitute the items for the areas of educational outcome and satisfaction in elementary school's self-assessment tool?

    To solve the research questions above, the following research processes were underwent. First, the area of elementary school's self-assessment tool was identified through literature review and consultation with experts and conceptualized. As employment-of-people model for elementary school's self-assessment tool, the area of elementary school's self-assessment tool was classified into four sub-categories: school culture and school management, elementary school's educational course, educational outcome and satisfaction, and school's self-evaluation and operation.
    Next, 1st, 2nd, and 3rd delphi surveys were conducted for developing items and indicators of elementary school's self-evaluation and then evaluation items by area and specific evaluation indicators for the evaluation items were drawn. Since in the delphi survey, researchers conceive new theories by referring to the opinions from expert groups, it is very important to select a panel of experts. For this reason, as delphi experts, school principal, vice-principal, and teachers who are equivalent to elementary school educators, elementary school education related doctorate-level researchers, and professors were selected: 20 experts in total.
    The delphi survey was divided into the 1st, 2nd and 3rd survey. In the 1st delphi survey, the survey was made with open-type. Experts' opinions were collected to identify the appropriacy and validity of employment-of-people model in elementary school's self-assessment tool, items for each area were determined, and opinions on the detailed contents of each item were collected. In the 2nd delphi survey, based on the analysis results from the 1st survey, indicators for each item were determined, and the importance and realization of the determined indicators for items by area were identified using 5-point Likert scale. The 3rd delphi survey was the same as the 2nd delphi survey. The importance and realization of the indicators for items by area from the 2nd delphi survey were re-evaluated.
    Based on the contents developed through the delphi survey, the final elementary school's self-assessment tool was developed. Through the 1st delphi survey, it was found that there were 19 assessment items for the area of school culture and school management, 16 assessment items for the area of elementary school educational course, 9 assessment items for the area of educational performance and satisfaction, and 11 assessment items for the area of school's self-assessment and management and details for each assessment item were drawn. Through the 2nd and 3rd delphi survey results and several times of consultation with experts in educational administration and school assessment, items and indicators were modified, complemented, and deleted.
    Based on all three delphi surveys, 6 items and 34 indicators were drawn from the area of 'school culture and school management' in an elementary school's self-assessment tool and 7 items and 44 indicators from the area of ‘educational course for elementary school.’ Additionally, 5 items and 26 indicators were drawn from the area of ‘educational performance and satisfaction’ and 5 items and 32 indicators from the area of ‘school's self-assessment and management.’ Taken together, there were 32 indicators, in other words, 4 areas, 23 items, and 136 indicators were drawn.
    Based on this, preliminary survey was conducted in 170 teachers for item quality analysis, reliability, and exploratory factor analysis. As a result, 23 items from the area of ‘school culture and school management,’ 34 items from the area of ‘educational course for elementary school,’ 21 items from the area of ‘educational performance and satisfaction,’ and 28 items from the area of ‘school's self-assessment and management’ before main survey.
    106 items drawn from the preliminary survey underwent main survey. Item quality analysis, reliability, and exploratory/confirmatory factor analysis were conducted in 601 teachers. As a result, Item quality analysis, reliability, and exploratory/confirmatory factor analysis all appeared to be good. Through this process, finally, elementary school's self-assessment tool included 4 evaluation areas, 16 assessment items, and 89 assessment indicators.
    The research findings obtained through this research process so far can be summarized as follows:
    First, elementary school's self-assessment tool can be classified into four areas: school culture and school management, elementary school educational course, educational outcome and satisfaction, and school's self-evaluation and operation, and items for each item and subsequent indicators were prepared. The area of ‘school culture and school management’ deals with the entire school operation including management system, budget, school event, etc. The area of ‘elementary school educational course’ indicates inspection on the process of elementary school education including career path education, creativity and personality education, and integrated education. The area of ‘educational course and satisfaction’ describes the results from the education, for example, academic achievement of students, satisfaction of parents, and positive effects of education. Finally, the area of ‘school's self-evaluation and operation’ inspects the process of self-evaluation, for example, reliability and fairness of self-evaluation method and appropriacy of utilization of evaluation results.
    Second, delphi survey, preliminary survey and main survey were conducted for developing elementary school's self-assessment tool and items for each area and indicators were modified, deleted, and complemented. Based on the 1st, 2nd, and 3rd delphi survey, a total of 136 specific indicators were drawn: 34 in the area of ‘school culture and school management’, 44 in ‘elementary school educational course’, 26 in ‘educational outcome and satisfaction’, and 32 in ‘school's self-evaluation and operation.’ Later, going through the preliminary survey, the number was reduced to a total of 106 items.     Third, to verify the reliability and validity of this study, preliminary survey and main survey were conducted and then factor analysis, reliability, and validity testing were conducted. As a result, it was found that reliability of items and indicators in the whole areas of elementary school's self-assessment tool appeared higher. In particular, the items related to the indicators that could be applicable commonly to elementary schools all appeared as reliable survey results through experts' verification. All things taken together, it was found that the items and indicators in the area of school culture and school management, educational course for elementary school, educational performance and satisfaction, and school's self-assessment tool obtained from the research and development of elementary school's self-assessment tool would be useful tools applicable to the educational settings.
    Elementary school's self-assessment tool developed in this study is expected to become a tool with which each elementary school can inspect the current status of democratic management and operation by municipal and provincial education offices and individual school members. Also, it will be applied in various fields such as operation of school management committee, operation of budget bill, and standard scholastic achievement test by evaluating four areas of elementary school's self-assessment tool so that schools can develop and improve further. Finally, the elementary school's self-assessment tool developed through this study will be a good example for further development of self-assessment tool appropriately for middle vs. high school level.
    Elementary school's self-assessment tool developed through this study is expected to play a major role in fostering and improving sound personality and basic abilities among students attending elementary schools where their fundamental growth is performed by carrying out an elementary school's self-assessment. At the same time, it is also expected to be effective for improving cooperation and confidential relationship among school principal, teachers, and parents for the holistic and comprehensive growth of students. In this sense, elementary school's self-assessment tool will be a precious foundation for the effective operation of elementary school. Furthermore, if continuing to inspect, diagnose, and improve this through elementary school members' self-assessment, education and school will be developed and in particular, students, subjects of education, will grow up as happy adults with desirable self-consciousness in the future.
