    The purpose of this study is to define the concept of school vitality and also to develop the scale of it. In order to accomplish this study purpose, three study problems have been set up. First, what is school vitality and which conceptual factors is it composed of? Second, what are the metric characteristics of the developed scale? Third, what are the ‘school vitality’ characteristics of elementary schools? The answers to these questions will help school members to easily diagnose the schools using the school vitality scale, and also will be helpful for improving school performance.
    The first process performed to accomplish the purpose of this study is to define the concept of school vitality. In the stage of establishing the school vitality concept, the dictionary concept, health-medical concept and Gi-philosophy concept of vitality have been investigated. And the previous studies on individual vitality have been searched. Subsequently, the vitality of administrative and business organizations as well as the vitality of universities and primary-secondary schools has been studied. In order to overcome the limitations of existing studies, the concept of school vitality has been defined and related factors have been extracted based on the theory of self-organization. The Delphi process over three stages has also been performed to supplement the main concept and components of school vitality prepared at the initial stage. After going through these processes, the conceptual model of school vitality has been developed.
    In the stage of developing the scale, both the process of developing the questions by field experts and the process of developing through the theoretic analysis by the researcher have been performed at the same time. Subsequently, the content validity and face validity have been verified by the expert group. In the pilot test, the survey has been performed targeting 310 people from 16 schools. 866 people from 60 schools in the main survey have been surveyed to verify the reliability and validity of school vitality scale for the last time.
    In the stage of analyzing the characteristics of school vitality, the school vitality score of 60 schools have been calculated and then presented by converting into standard score(T score, Stanine score) and percentile rank. Also, the cluster analysis was performed to classify the types of school vitality into high-level vitality type, mid-level vitality type, and low-level vitality type to analyze how the characteristics of school are shown.
    The study results shown through these research processes are as follows:
    First, the school vitality is defined as "the energy within the organization for the members of school to have the information and opinions related to education activities and management activities that move smoothly within the atmosphere, change the organization by consistently learning from the environment and promptly coping with environmental changes along with maintaining life within the atmosphere of sharing the education objectives and promoting the innovation.” The conceptual properties of school vitality are self-direction, communicability and adaptability. Self-direction is a property of spontaneously trying to promote innovation for the entire organization to share and achieve this goal. Communicability is a property in which all information or opinions of members related to education activities and management activities get moved with satisfactory. Adaptability is a property to creatively change the organization as it consistently learns from the environment and promptly copes with the environmental changes.
    The six sub-factors that can measure each property are goal sharing, innovative climate, information sharing, communication, consistent learning and creative response. Goal sharing means the condition in which the purpose or value of organization gets clearly defined and shared while innovative climate means the atmosphere of the organization accepting innovative activity or trying to promote innovation. Information sharing means the condition of accumulation by producing new information to share and utilize it while communication means the condition in which various opinions of members and sub-organization move in all directions. Consistent learning means the condition of performing various activities in order to acquire knowledge and technology while creative response means the condition of creatively changing the organization by promptly coping with the environmental changes.
    Second, the reliability and validity of school vitality diagnosis scale has been secured.
    Through the question analysis and factor analysis from the pilot test stage, the diagnosis model composed of six factors and 24 questions have been created. In the analysis of main survey, the reliability and validity have been reviewed targeting six factors and 24 questions. The reliability of six factors, Chronbach's α, have been shown as .810~.869. Also in the analysis of construct validity, 24 questions were grouped into six factors. In the result of performing criterion validity targeting the 'School Organizational Health’, a statistically significant positive correlation was shown. Also, school organizational health was shown as explaining the entire school vitality by 61.2%. Also in the cross validity test, even the factor loadings as well as the factor structure between the prediction model and the actual model have been shown as being identical.
    Third, school vitality have been classified into three types.
    The school vitality raw scores are showing from the minimum value of 80.15 to the maximum of 108.70 at the perfect score of 120 and the school vitality scores are forming a normal distribution. As the result of cluster analysis, the types of school vitality have been classified into high-level vitality type, mid-level vitality type and low-level vitality type. The high-level vitality type schools have shown a score that is more than 1 variance higher than the average in all components. The mid-level vitality type schools have shown a bit lower score than the average in all components while the low-level vitality type schools have shown the lower score that is more than 1 variance below the average in other components except for goal sharing and innovative climate. While not much difference was shown in goal sharing and innovative climate between mid-level vitality schools and low-level vitality schools, much difference was shown in consistent learning and creative response.
    The policy suggestions based on these study results are as follows.
    First, while school members are trying to diagnose the school on their own, a system for them to perform diagnosis online at any time and place to receive the results right away must be prepared. Second, the result of diagnosing the school vitality from now on should become a stabilized reference group of nationwide unit by adding the number of cases to the sample of this study. Third, it is necessary to show more interest into the mid-level vitality schools taking up more than 70% of all schools. Fourth, the causes of influencing difference in school vitality must be analyzed to give a proper support by the local school districts. Fifth, it is necessary to analyze what characteristics of female principals and male principals have effect on his or her school vitality and to support them in order to enhance the necessary abilities.

    본 연구는 학교활력의 개념을 정의하고 학교활력 진단도구를 개발하는 데 목적이 있다. 이러한 연구 목적을 달성하기 위하여 세 가지 연구문제를 설정하였다. 첫째, 학교활력은 무엇이고 어떤 개념적 요소로 구성되는가? 둘째, 개발된 진단도구의 측정학적 특성은 어떠한가? 셋째, 초등학교 학교활력의 특성은 어떠한가? 이러한 세 가지 연구문제에 대한 답은 학교 구성원이 학교활력 진단도구를 활용하여 학교를 손쉽게 진단하고 학교 개선을 위한 과업을 수행하는 데 도움을 줄 수 있을 것이다.
    본 연구의 목적을 달성하기 위하여 첫 번째 수행한 과정은 학교활력의 개념을 규정하는 것이다. 학교활력 개념 정립 단계에서는 활력의 사전적 개념과 보건․의학적 개념, 기(氣)철학적 개념을 탐색하고, 개인 활력에 대한 선행연구를 탐색하였다. 이어서 행정 및 기업 조직의 활력과 대학 및 초․중등학교 조직의 활력을 탐색하였다. 기존 연구들의 한계를 극복하기 위하여 자기조직화조직 이론을 기반으로 하여 학교활력의 개념을 정의하고 구성요인을 추출하였다. 이어서 3차에 걸친 델파이 과정을 수행하여 초기에 작성한 학교활력의 주개념과 구성요인을 보완하였다. 이러한 과정을 거쳐서 최종적으로 학교활력의 개념 모형을 개발했다.
    척도 개발 단계에서는 현장 전문가가 참여하여 문항을 개발하는 과정과 연구자가 이론적 분석을 통해서 개발하는 과정을 병행했다. 이어서 2차에 걸쳐 전문가 집단에 의뢰하여 내용타당도 및 안면타당도를 검증하였다. 예비조사에서는 16개 학교 310명을 대상으로 설문을 실시했으며, 본조사에서는 60개 학교 866명을 대상으로 설문을 실시해서 최종적으로 학교활력 진단도구의 신뢰도와 타당도를 확인하였다.
    학교활력의 특성을 분석하는 단계에서는 60개 학교의 학교활력 점수를 계산하고 표준점수(T점수, 9분점수)와 백분위로 환산하여 제시하였다. 또한 군집분석을 실시하여 학교활력의 유형을 구분하고, 유형의 특성이 어떻게 나타나는지 분석하였다.
    이러한 연구 과정을 통해서 나타난 연구 결과는 다음과 같다.
    첫째, 학교활력의 개념은 “학교의 구성원들이 교육목표를 공유하고 혁신을 추진하는 분위기 속에서 교육활동과 경영활동에 관한 정보와 의견이 원활하게 이동되고, 환경으로부터 지속적으로 학습하며 환경변화에 신속히 대응하면서 조직을 변화시키고 생명을 유지시키는 조직 내부의 힘”으로 정의하였다. 학교활력의 개념적 속성은 자주성, 소통성, 적응성이다. 자주성은 조직 전체가 목표를 공유하고 그 목표를 이루기 위해서 자발적으로 혁신을 추진하려고 하는 속성이다. 소통성은 교육활동과 경영활동에 관한 모든 정보와 구성원의 의견을 원활하게 이동시키는 속성이다. 적응성은 조직이 환경으로부터 지속적으로 학습하고 환경변화에 신속히 대응하여 조직을 창조적으로 변화시키는 속성이다.
    각 속성을 측정할 수 있는 6개 하위 요인은 목표공유, 혁신풍토, 정보공유, 의사소통, 지속적 학습, 창조적 반응이다. 목표공유는 조직의 목적이나 가치를 분명하게 정의하고 공유하는 현상을 의미한다. 혁신풍토는 혁신을 추진하고자 하는 분위기나 혁신적인 활동을 조직이 수용하는 분위기를 의미한다. 정보공유는 새로운 정보를 생산하여 모으고, 그 정보를 공유하고 활용하는 현상을 의미한다. 의사소통은 구성원 및 하부조직의 다양한 의견이 상하좌우로 이동하는 현상을 의미한다. 지속적 학습은 지식과 기술을 습득하기 위해 다양한 활동을 수행하는 현상을 의미한다. 창조적 반응은 환경변화에 신속히 대응하여 조직을 창조적으로 변화시키는 현상을 의미한다.
    둘째, 학교활력 진단도구는 신뢰도와 타당도를 확보하고 있다.

    첫째, 학교 구성원이 스스로 학교를 진단하려고 할 때 언제 어디서든지 온라인으로 진단을 수행하고 그 결과를 바로 받아볼 수 있는 시스템을 마련해야 한다. 둘째, 앞으로 학교활력을 진단하는 사례들을 본 논문의 사례에 추가하여 전국단위의 안정된 참조집단 역할을 할 수 있도록 해야 한다. 셋째, 전체 학교의 70% 이상 차지하는 중활력형 학교에 대한 관심을 높일 필요가 있다. 넷째, 교육지원청별로 학교활력이 차이가 나는 원인을 분석하고 적절한 처방을 고려해야 한다. 다섯째, 여성 교장과 남성 교장의 어떤 특성이 학교활력에 영향을 미치는지 분석하고 필요한 역량을 기를 수 있도록 지원할 필요가 있다.

    첫째, 학교 구성원이 스스로 학교를 진단하려고 할 때 언제 어디서든지 온라인으로 진단을 수행하고 그 결과를 바로 받아볼 수 있는 시스템을 마련해야 한다. 둘째, 앞으로 학교활력을 진단하는 사례들을 본 논문의 사례에 추가하여 전국단위의 안정된 참조집단 역할을 할 수 있도록 해야 한다. 셋째, 전체 학교의 70% 이상 차지하는 중활력형 학교에 대한 관심을 높일 필요가 있다. 넷째, 교육지원청별로 학교활력이 차이가 나는 원인을 분석하고 적절한 처방을 고려해야 한다. 다섯째, 여성 교장과 남성 교장의 어떤 특성이 학교활력에 영향을 미치는지 분석하고 필요한 역량을 기를 수 있도록 지원할 필요가 있다.
