    This study can be summarized in the following way.
    First, the introduction of the first chapter represents the background, objectives and methods of the study. Second, the second chapter explores several previous studies of culture cluster development strategies globally and domestically, and third, the assaying frame of the creative economy and culture ecology can be established based on the frame of culture clusters that have been examined as the frames of regional innovation assay, revitalization of regional innovation networks and cluster development strategy assay. Finally, Chapter four analyzes selected case studies of Sheffield in England and Bilbao in Spain comparatively, and also, Korea's culture clustering and development strategies are discussed following a comparative assay on Korea's urban case studies through selective assay techniques.
    As a result, these three selected places are assayed to be classified into three forms of culture cluster. First, A-form cluster is the culture amalgamation presented in Bu-cheon city in Korea as an example, this form contributes to development of existing culture industries via uniting the regional industry and policy resulting in the promotion of other industries' influx that designs the regional development. Second, B-form cluster can be explained as a modification of existing industries as shown in Sheffield in England. This form is developed by modification of industry structure attempted over the policy as an existing industry declines. Third, C-form cluster is the existing industry amalgamation shown in the case study in Bilbao, Spain, that is reproduced by grafting the existing industry and culture industry together.
    The case studies of these three cities can be summarized in the following way. First, in Sheffield, the existing industry (steel, metal, other manufactures) failed that led to an existing industry modification. The region gave up their existing metal, steel, traditional manufacture and brought up the structure-modified cluster which substituted for the existing factory sites resolutely. In addition, it newly produced regional economic foundation as culture clusters such as software, design, media, crafts and so on along with cooperative participation of universities, government and the citizens. This appears to be a modification of a new industry space by completely modifying the space of existing industry.
    Second, Bilbao had a crisis in its existing industry (steel and shipbuilding). It gave a birth to a cluster from new existing industry amalgamation in the form that linked and developed existing industry and culture industry which extended culture infrastructures through a linkage with surrounding cities, promoted the characteristics of existing industry and fused traditional culture. Also, in order to change its attitude toward culture cluster, the world-widely-known Guggenheim Museum was built collaborately with Basque region authorities and incorporated Solomon Guggenheim Foundation in New York, USA, and involved ₩160 billion despite the citizens' campaign against the plan. The city opened the museum via strong driving leadership of the Basque authorities. Consequently, an image transition from an industrial city to a cultural city was achieved undoubtedly and Guggenheim Art Gallery that has been a famous work done by internationally well-known architect, Frank O. Gehry, has played a central role by being recognized as a deeply impressive symbol in perception of travellers or investors.
    Third, through population influx of surrounding big cities, changes toward high value industries and influx of other industries, as a small-scale medium-sized enterprise, Bu-cheon city in Korea has attempted regional development by linking and harmonizing the culture industries that have taken place independently.
    However, in assaying these three cities, the results show that Bu-cheon has not yet overcome its regional limitations (globalization limitations) in terms of the formation and size of culture cluster when compared to Sheffield and Bilbao, and because it is lacking of linkages between surrounding industries, universities and government, its synergy effects have not been emerged clearly. In addition, as shown in the case study of Bilbao in Spain, it requires government's powerful leadership and symbolic culture contents development for culture cluster image marketing.
    Therefore, it appears to be more necessary to focus on systemic plans and role of the government, universities, enterprises and the linkage and corporation from the citizens.

    본 연구는 지역혁신을 위한 문화클러스터의 발전전략에 관하여 영국의 셰필드, 스페인의 빌바오, 한국의 부천을 국제비교 하였다. 문화클러스터는 지속가능한 지역발전을 위한 창의성을 확장시키며, 또한 문화산업 뿐 아니라 다른 산업의 창조성에도 영향을 주고 있다. 그 이유로 세계 각국은 문화클러스터링을 창조적 지역 개발의 주요 수단으로 판단하고, 시장의 역동성을 자극하거나 정책적 지원을 아끼지 않는 중이다.
    국제비교 결과에 의하면, 부천시는 문화융합형, 셰필드는 산업변모형, 빌바오는 산업융합형의 문화클러스터로 발전되어 온 것으로 파악되었다. 부천시는 지역산업과 정책의 결합을 통해 기존 문화산업을 연계하여 발전시키며, 이를 통해 다른 산업의 유입을 촉진시켜 지역 발전의 발전을 꾀하였다. 한편 셰필드는 기존 산업이 쇠퇴하여 정책적으로 산업구조의 변형을 통해 발달하였으며, 빌바오는 지역의 기존산업과 문화산업을 접목하여 발달하였다.
    세 도시의 문화클러스터링 발전전략을 종합하면, 첫째, 영국의 셰필드는 기존산업(철강, 금속, 기타제조업)이 몰락하여, 기존산업 구조변형 형태로써, 기존 금속, 철강 전통제조업을 포기하고, 과감히 기존 공장 부지를 문화산업으로 대체하는 구조 변형 클러스터를 탄생시켰다. 또한 대학, 정부, 시민이 공동으로 참여하여 새로운 지역 경제기반을 소프트웨어, 디자인, 미디어, 공예 등의 문화 클러스터로 새롭게 탄생하였다. 이는 기존 산업의 공간을 완전히 변형시켜 새로운 산업의 공간으로 변형시킨 것이라 할 수 있다.
    둘째, 스페인의 빌바오는 기존산업(철강, 조선)에 위기를 느껴, 산업과 문화산업을 연계 발전시킨 형태로써, 인접된 도시와의 연계를 통한 문화 기반시설확충과 기존산업의 특성을 살리고 전통 문화를 융합한 새로운 기존산업 융합형 클러스터를 탄생시켰다. 또한 문화클러스터로의 변화를 위해 세계적인 구겐하임 박물관을 바스크지역 당국과 미국 뉴욕 솔로몬 구겐하임 재단과의 합작을 통해 1,600억원이라는 큰 사업비를 들여 90%의 시민의 반대에도 불구하고 바스코 당국의 강력한 추진 리더쉽을 통해 구겐하임 박물관을 유치함으로써 공업도시에서 문화도시로의 이미지 변화는 물론 관광객 및 투자자의 인식에 깊게 새겨질 강력한 상징물로 세계적인 건축가 프랭크 게리(Frank. O. Gehry)의 작품인 구겐하임 미술관이 중추적 역할을 하고 있다.
    셋째, 우리나라의 부천시는 소규모 중소기업의 도시로서 독립적으로 생겨난 문화산업을 연계, 통합하여 주변대도시의 인구 유입과 고 부가가치 산업으로의 변화, 기타산업의 유입을 통해 지역 발전을 시도하는 것으로 나타났다. 그럼에도 불구하고 부천시는 문화클러스터의 형성과 규모에 있어 지역적 한계(글로벌화의 한계)를 극복하지 못하였고, 기타 주변 산업과 대학, 정부의 연계 또한 부족하여 시너지 효과 또한 잘 나타나지 않고 있다. 또한 스페인의 빌바오시 경우와 같이 정부의 강력한 리더십과 문화 클러스터 이미지 마케팅을 위한 상징적인 문화콘텐츠 개발은 절실한 것으로 파악되었다.
    이를 종합하여 보면, 세 도시의 문화클러스터링 전략은 정부의 체계적 계획과 역할, 대학, 기업, 지역 시민의 연계와 협력이 절대적인 것으로 보인다. 문화클러스터링 개발 전략에서 지적하였듯이 창조적 활동은 지역 구성주체 간 네트워킹이 필수적으로며, 지역의 창조적 생산과 유통, 소비와 판매, 그리고 이미지 메이킹을 위한 장소마케팅을 펼치는 가운데 클러스터링을 유도하는 것이 요구되었다. 다시 말하면, 흔히 말하는 캠페인(문화시민 및 문화도시로서의 자부심 확보 운동 등)문화를 선행하여 지역 구성주체의 사고와 행동을 한 곳에 모으고, 정책적으로 자극해야 할 문화 활동을 선택적으로 개발한 뒤, 시장의 자율성을 최대한 활용하고자 하는 전략개발이 필요한 것이다. 이에 따라 문화클러스터링의 최종결과는 세계 어디에서도 인정하는 문화적인 창조적 도시 내지는 지역 정체성이 확보될 때, 그 목적을 달성한 것으로 볼 수 있다.
    따라서 향후 문화 정체성 확보를 위한 클러스터링 개발전략은 시스템의 3요소 즉 행위자, 제도, 그리고 규칙 및 규정 등의 가이드라인을 개발을 고려할 필요가 있을 것이다. 이것은 제도적 조정보다는 문화클러스터링 개발을 위한 플랫폼을 준비하는 의미이다.
    첫째, 행위자는 가시적인 마이크로 레벨을 의미하기 때문에 다양한 문화와 관련된 역할 및 행동 모델, 즉 현재와 미래를 설계하는 기업가적 사고와 행동을 클러스터링 개발에 심어두어야 한다.
